The 'salience theory of party competition' moves on from the 'programmatic paradox' imposed by the classic Downsian proximity model and demonstrates that parties compete with each other by means of the emphases they give to certain issues. They do this by leveraging their government programs to shape voter preferences that form an innate component of the electoral process. This phenomenon has been neglected in a Brazil supposedly dominated by weak parties, personality politics and clientelism. This scenario is most pronounced at a local level, particularly in the country's so-called 'grotões' where the electorate is motivated by a desire to meet its basic needs, which has the effect of strengthening client relationships with political candidates. In these areas, the relevance of government programs reaches its nadir. The aim of this article is to investigate this phenomenon in Brazilian municipalities with the lowest Municipal Human Development Index (MHDI) scores. The study is underpinned by two hypotheses: 01. that government programs form an integral component of electoral competition in Brazil and 02. that they are formulated along partisan lines. In order to test these hypotheses, I have performed an analysis of the government programs registered by mayoral candidates running in 2012 and 2016, using the text analysis method that estimates political positions through word frequency (Wordfish). The results fully confirm the first hypothesis but only partly confirm the second.

In this paper, I hope to shed light on the social and institutional transformation processes in Brazil in the 21st century, contrasting what can be understood as two populist waves. The first is the one led by Luiz Inácio Lula da Silva, as a left-wing leader whose government has been internationally recognized for implementing distributive economic policies (inclusion of the poorest majority) and inclusive social policies (inclusion of racial and sexual minorities). The second is the right-wing wave led by Jair Bolsonaro, internationally recognized, but rather for embracing a discourse contrary to the inclusive practices adopted by their predecessor. Thus, the question I want to answer is: How can the same concept fit into such different phenomena? My hypothesis is that we are facing two patterns of representative relations. An inclusive one that aims to expand the number of groups that can be properly represented within the political collectivity, increasing its pluralism, and an exclusive one that aims to restrict them, shortening the plurality of groups and identities that forms the people. In both, the theme of racial and sexual minorities becomes a priority. Through this discussion, I want to emphasize the substantive and existential quality of the differences between these two representative patterns that are sometimes neglected or reduced by those who use the concept of populism to attribute some kind of symmetry or ideological convergence between them.

RESUMO Introdução: O artigo analisa os programas de governo dos candidatos eleitos para a Presidência da República no Brasil entre 1994 e 2006. Verificamos se eles apresentavam elementos informativos orientando a escolha dos eleitores e apuramos possíveis diferenças temáticas marcantes entre os programas apresentados pelo Partido da Social Democracia Brasileira (PSDB) e pelo Partido dos Trabalhadores (PT). Materiais e Métodos: As fontes do estudo foram os planos de governo dos candidatos do PSDB e do PT e a metodologia utilizada foi a análise de conteúdo, com codificação por pares e teste de replicabilidade (Alpha de Krippendorff). Identificamos as promessas de campanhas expressas nos programas de governo. Com a utilização do software MAXQDA, as sentenças foram codificadas como promessas verificáveis e promessas retóricas e os programas foram organizados conforme a frequência dessas duas categorias. Dadas as diferenças ideológicas e organizacionais entre PSDB e PT, analisamos a agenda temática dos documentos para ressaltar diferenças de ênfases. Para isso, utilizamos os protocolos do Manifesto Research on Political Representation (MARPOR) para identificar áreas de políticas públicas prioritárias. Resultados: Os resultados encontrados para o primeiro objetivo foram positivos: os quatro programas (de 1994, 1998, 2002 e 2006) foram considerados informativos. Nos programas do PSDB, mais de 80% das sentenças catalogadas como promessas enquadram-se na categoria promessas verificáveis nas duas eleições analisadas. Já nos programas do PT, identificamos tendências diferentes. Em 2002, 53% das promessas são verificáveis, enquanto que em 2006 são quase 85%. No que diz respeito às áreas temáticas, os programas de governo acompanham parcialmente a tendência encontrada em democracias estabelecidas, dando mais ênfase a questões relativas à economia e ao bem-estar social, não demonstrando grande diversidade em relação aos temas prioritários já estabelecidos pela literatura. Discussão: Trata-se de um estudo original por se debruçar sobre um campo ainda pouco explorado, a análise de programas de governo como fonte para aferição dos compromissos assumidos pelos futuros governantes durante as campanhas eleitorais no Brasil. Por ser um estudo exploratório e documental, esperamos que sirva como base para o desenvolvimento de futuras pesquisas sobre promessas de campanha.
