Accuracy of determination of real estate area

Abstract

Accuracy of determination of real estate area has a great importance nowadays, both in real estate selling and in tax assessment and also in spatial planning. Present and used in the past methods of area determination of parcels, buildings and dwellings cause thatthe quantity of areas are not consistent and at present this situation gives many questions. In the paper, discussion and analysis of methods of determination of areas of all types of estate in Poland, has been presented. Both methods used nowadays and used in the past has been showed here. In the relation to dwellings it has also been pointed, various provisions in force, within the range of computations of areas. For buildings in turn, it has been presented possible cases of determination of area of footprint of building and area of floor area (as sum of usable floor spaces) and areas of auxiliary premises. For land real estate, methods of determination areas of parcels used in the past together with their analysis of accuracy of areas and analytical methods used at present, have been presented. It has been pointed possible errors of analytical determined parcel area, as derivative of inaccuracy of determination of coordinates of boundary points and shape of parcel. In the summarization, possible effects (both factual and legal) of erroneously revealed in documents areas or real estate, have been presented. It has also been presented possible changes in provisions of law, partially solving problem of inaccuracy of determination real estate area.

Assessing the usefulness of the photogrammetric method in the process of capturing data on parcel boundaries

The Assessment of the Influence of Average Errors of Parcels’ Surface Areas on the Final Result of Land Properties’ Valuation Process.

“…The upper limits of the values ranges corresponding to the previously mentioned att ribute formed the basis to estimate average errors of the surface areas in the article. This issue has already been a subject of broad analysis [1][2][3] on the basis of which, inter alia, it was demonstrated that the accuracy of the surface areas stated by the analytical method, apart from boundary points' location errors, infl uences also the number and placing of these points, which is basicly the geometry of a parcel.…”

“…It means that in this case, the infl uence of the accuracy of analytical evaluation of the surface area would be more signifi cant than the accuracy of a unit value estimation only if the errors of the boundary points location amounts to 3.00 m, which corresponds to the BPP equal to 5 and 6. However, it should be noted that the average error of the surface area depends also on the geometry of the parcel [1,2]. The analysis of the infl uence of surface area determination accuracy in the process of valuation of land properties and taking it into account would be well founded, also if the value of BPP att ributes equals 3 or 4.…”

“…Only when the values of BPP att ributes equal 4, the beginning of gradual, yet signifi cant degradation of both accuracy and credibility of the whole valuation process is observed. If there was an analysis of a real estate which unit value would be estimated with a smaller relative error, for example 1%, then the infl uence of the errors of the surface areas would be probably more signifi cant, even with the accuracy of the boundary points location equalling to ~0.30 m. It is worth to remind that this type of consideration is linked with an important role of the geometry of an object, which may diff erentiate signifi cantly average errors of the surface area [1,2]. It can be assumed, therefore, that striving for appraisal of a real estate unit value with the highest possible accuracy makes sense only when it is realisable to obtain the exact to the infl uence of particular factors surface area of a valued object.…”

Unfortunately, it is revealed that the boundary points' location errors have a signifi cant infl uence on the precise determination of surface areas [1,2], which according to applicable regulations [6] are calculated with the usage of the analytical method. Considering the fact that the eff ect of the appraisal of the real properties' market value is most often a unit value, which is fi nally multiplied by a real property's surface area [4], it is worth to consider the infl uence of average errors of parcel surface areas on fi nal valuation result of land properties.…”
