This paper aims to establish a methodology for urban land use planning and management that provides an insight into the hierarchy of priorities between a large number of activities for planning actions, thus contributing to the concept of energy-efficient housing. This methodology includes three aspects of sustainable development: Economic, ecologic, and social, which serve as an overall criterion within which urban planners could make assessments of planned activities. The assessments are the core of the methodology—every aspect is assessed by concerning its costs, consequences on the urban environment, and the effects on the citizens’ quality of life. Ten experts were involved to prove the methodology’s effectiveness. As a result, a hierarchy between the activities is created, which would help an urban planner prioritize and order further activities. The applicability of the hierarchy was tested through a simulation of a reconstruction process of a collective housing area in New Belgrade, Serbia, from the view-point of land use and accessibility. This methodology contributes to the creation of the prioritized groups of activities, and a finalized hierarchy of the activities, while its application is seen in the process of making urban plans, and defining recommendations for its implementation.

This study has examined the process of urban space development in Krakow (southern Poland) using two developments as an example. The planning documents were analysed and spatial data obtained from the CAPAP (Centre for Spatial Analysis of Public Administration) project were processed. The data source for analysis comprised 2D outlines of certain buildings from the topographic object database (BDOT10k), elevation data from lidar aerial laser scanning at a density of 12 points per square meter and a numerical terrain model (NMT) with a one-meter mesh grid. In addition, existing models of the boundaries of the plots including their numbers and the ownership structure were used. On this basis, a digital mock-up of the analysed site was created. The issue surrounding the purchasing of these sites is interesting, since on the primary market, the apartments are bought long before the start of the first construction works. For this reason, the buyer is not necessarily aware of how the buildings surrounding his/her property will ultimately look, including whether or not they will obscure the sun’s rays. Until now, there has been no need to analyse the density of buildings, as there was no definitive impact of this feature on property prices; discussions were only held in relation to one of the developments built, as to how the sustainable development of the city should look. The positive actions applied during the implementation of the investment were detailed and the negative aspects of the resulting developments were identified. This allowed general analysis of land use development. The work used a model of regressive trees to determine the impact of certain attributes on the property prices.

Land is a critical and limited natural resource. The Land Administration System (LAS) has been developed to resolve and adjudicate over any disputes that might arise concerning the rights and boundaries of land. Land registration and cadastre are types of land recording that need to be established. To secure the property rights, we must be sure of accuracy of the boundary points determining the size of the property. However, in addition to typical factors considered when determining the boundary point positions, such as accuracy of geodetic networks and measurement errors, the global and local crustal deformation, resulting, e.g., from the movement of tectonic plates, should be considered. In this work, the focus is on the movement of points inside the European plate due to tectonic movement, without taking into account local events caused by erosion, landslides, etc. The study area is Europe, and particular attention was paid to Poland, which is located in the centre of the European continent and does not have significant anomalous sub-areas, making it an authoritative research object. In this study, we analysed the velocity of point displacements and the boundary deformation, using GPS observations. For this reason, we used both global (IGS) and regional (ETRF) reference frames, to show differences in point velocities for the studied areas. Overall, for the needs of the real estate cadastre in Poland, information about parcel boundary points must be obtained with an accuracy better than 0.30 m. Within 25 years, the border mark may be shifted by 0.13 m due to tectonic plate movement, which is within the required accuracy. Pursuant to the current legal regulations, the measurements of the boundary points can be performed with any method, ensuring the required accuracy (0.30 m). The most commonly used are direct measurements (GNSS and tacheometry) and photogrammetric measurements. It is recommended that periodic verifications and update of the cadastre data in Poland be carried out at least once every 15 years. In the case of such relatively frequent verification and possible modernisation of data, the potential impact of tectonic plate movement on the relative boundary point displacement can be ignored, particularly in the short term. However, for a long time period it has an influence. We suggest “relatively frequent” cadastral boundary verification to be able to ignore such influence.
