Cost and time are the targeted outcomes of any successful construction project, and disputes over these two key factors constitute a major obstacle to successful project outcomes. As escalated levels of dispute are becoming increasingly unavoidable, the construction industry is aiming to develop dispute identification strategies to reduce and eliminate them during construction. However, existing research on construction disputes appears to give more consideration to dispute resolution than it does to avoiding conflict and preventing disputes from arising in the first place. This paper aims to minimize disputes during construction by addressing the causes of disputes during the pre-construction phase. As an integral part of ongoing research, it presents the results of a thorough study encompassing a critical review of previous research on construction disputes. Several conflicts and disputes are categorized and analyzed to allow for the future determination of their direct and/or indirect links to the pre-construction phase. This review also elaborates on the different methods of research adopted in the literature and the relevant research tools utilized. The research highlights the use of fuzzy logic coupled with structural equation modeling (SEM) as a recognized and valid modeling tool in construction projects, as it models and establishes an appropriate framework for dispute modeling and evaluation. The findings of this review therefore call for a further investigation of and deep research into the relationship between the characteristics of the pre-construction phase and the types of disputes and their likelihood of taking place during the construction phase itself. These findings can be utilized to develop an operational framework for predicting dispute occurrences during construction. The paper concludes by providing a developed hybrid fuzzy-SEM model to quantify the probability of dispute occurrence in construction projects, thereby enabling project stakeholders to predict, identify, and properly manage dispute occurrences during the pre-construction phase.

Building construction is one of the most complex construction hence construction delay is always happened. Substructure work is the first stage of building construction work. If a delay occurs in the substructure work stage, it will cause a snowball effect which can cause all of the building construction stage to be delayed. Therefore, research on the delay factor in substructure work is urgent to be mitigated at the beginning of the construction process. Identifying the delay factor is the main objective of this research. Furthermore, this research also tries to develop a model of delay factor in the substructure work stage. This research was conducted on high-risk building construction work, mix used area, and integrated with a railway station. The survey was conducted on 30 professional engineers in building constructions. This research was started in identifying the delay factor and analyzed using multiple regression methods to determine the influence of delay factors. The analysis showed that 13 delay factors that have a significant influence on project delay with a value of p<0,050. The three highest correlated delay factors are government policy factor (r=0,880), construction work accident factor (r=0,847), and design factor (r=0,843). The identified delay factors can be intervened by mitigating that at the beginning of the project in order the future projects not to be late.

Time overrun of completed road projects awarded by the Niger Delta Development Commission (NDDC) in the Niger Delta Region of Nigeria from its inception in 2000 up to 2015 was studied. Out of 3315 roads awarded, only 1081 roads representing 31.65 percent were completed within the review period. The qualitative study was carried out on randomly selected completed 162 road projects for analysis, and a conceptual model of time series was developed. In developing the regression model, both dependent and independent variables were subjected to normality tests assessed by skewness coefficient, kurtosis value, Jarque-Bera test, residual probability plot, heteroscedasticity test and the variance inflation factor. Also, with knowledge of total road projects awarded by the Commission, it is now possible to predict proportions of roads experiencing schedule overruns.
