BackgroundHistoric carbon emissions are an important foundation for proposed efforts to Reduce Emissions from Deforestation and forest Degradation and enhance forest carbon stocks through conservation and sustainable forest management (REDD+). The level of uncertainty in historic carbon emissions estimates is also critical for REDD+, since high uncertainties could limit climate benefits from credited mitigation actions. Here, we analyzed source data uncertainties based on the range of available deforestation, forest degradation, and forest carbon stock estimates for the Brazilian state of Mato Grosso during 1990-2008.ResultsDeforestation estimates showed good agreement for multi-year periods of increasing and decreasing deforestation during the study period. However, annual deforestation rates differed by > 20% in more than half of the years between 1997-2008, even for products based on similar input data. Tier 2 estimates of average forest carbon stocks varied between 99-192 Mg C ha-1, with greatest differences in northwest Mato Grosso. Carbon stocks in deforested areas increased over the study period, yet this increasing trend in deforested biomass was smaller than the difference among carbon stock datasets for these areas.ConclusionsEstimates of source data uncertainties are essential for REDD+. Patterns of spatial and temporal disagreement among available data products provide a roadmap for future efforts to reduce source data uncertainties for estimates of historic forest carbon emissions. Specifically, regions with large discrepancies in available estimates of both deforestation and forest carbon stocks are priority areas for evaluating and improving existing estimates. Full carbon accounting for REDD+ will also require filling data gaps, including forest degradation and secondary forest, with annual data on all forest transitions.

A pesquisa avalia o alinhamento do Brasil à normativa da Organização para a Cooperação e Desenvolvimento Econômico (OCDE) sobre meio ambiente e clima. É dividida em três partes. A primeira descreve a trajetória dos critérios para acessão, indicando como meio ambiente e clima passam a influenciar o critério de mentalidade compartilhada com a organização. No caso brasileiro, dado o papel do país na governança ambiental global e no ciclo global do carbono, também importam para os critérios de ator significativo e benefícios mútuos da acessão. A segunda parte descreve os avanços do Brasil no alinhamento com a normativa do Comitê de Política Ambiental, reafirmando e atualizando as conclusões apresentadas pela OCDE em 2015 e 2021. A terceira parte apresenta a economia política da regulação ambiental e climática brasileira, com foco no setor de mudança de uso da terra e florestas, crucial no debate sobre o papel do Brasil na descarbonização global. Para o alinhamento, o Brasil precisa avançar especialmente na implementação e cumprimento de leis, e coalizões comprometidas com a agenda ambiental são cruciais para suporte político ao processo.

The commercial volume of trees can be calculated directly and indirectly. However, in areas of illegal deforestation, the stem is often not available for dendrometric measurements and, consequently, calculation of the commercial volume and the use of the direct method. On the other hand, the use of the indirect method is impossible due to the lack of equations with possible measurement variables. In order to make the volume estimate feasible in these cases, the objective of this work was to estimate the commercial volume of wood from individual trees using regression equations, using measurements made on the stump for three species of commercial interest, in areas of timber forest management, namely: Dipteryx odorata (Aubl.) Willd., Apuleia leiocarpa (Vogel) JFMacbr. and Amburana acreana (Ducke) A.C.Sm. Data were collected in two management areas, located in the municipalities of Sena Madureira and Rio Branco, with a sample of 250 stumps. Statistical tests were carried out to analyze regression and choose the best equations that would estimate the volume of the species selected for the study, based on the diameter of the stump. Tests of accuracy, precision, assumptions, validation and identity model were applied for choice. Models that met the research objectives for both species were tested with R²adj = 87.7% for Dipteryx odorata (Aubl.) Willd., R²adj = 81.8% for Apuleia leiocarpa (Vogel) J.F.Macbr. and R²adj = 70.5% for Amburana acreana (Ducke) A.C.Sm., as well as meeting all the assumptions of the regression resulting in the validation of the equations adjusted by the selected models.
