É descrito e demonstrado um método quantitativo para auxiliar ao manejador na tomada de decisão quando cortes periódicos são efetuados em povoamentos florestais ineqüiâneos. O método utiliza matriz de transição. Os dados utilizados na construção do simulador são de uma floresta natural do Japão, remedida por 10 anos. Os parâmetros necessários à aplicação do método são a matriz de transição de mudança nas freqüências por classe diamétrica, estimativas de mortalidade natural e por danos, estimativas de aumento de recrutamento com a abertura de dossel e a taxa estimada de aceleração no crescimento provocado por interferências no povoamento. Um exemplo de aplicação do modelo proposto é mostrado, apresentando um cenário das possibilidades de simulação sob diferentes intensidades de corte. Concluiu-se que o modelo proposto é potencialmente um instrumento valioso para o manejador, uma vez que o crescimento e o ciclo de corte de povoamentos florestais ineqüiâneos podem ser preditos.Palavras-chave: Dinâmica, floresta natural, modelo, matriz de transição, simulação. A utilização de produtos florestais não madeireiros vem sendo amplamente discutida como uma importante estratégia para o desenvolvimento sustentável local e a conservação ambiental, na medida em que a sua produção contribui para a organização comunitária, gera renda às comunidades envolvidas e estimula a manutenção da biodiversidade. A partir da experiência da Cooperativa de Produtores Rurais e Catadores de Pequi de Japonvar (COOPERJAP), Minas Gerais, Brasil, desenvolve-se estudo sobre a importância da atividade na geração de trabalho, renda, capacitação e organização comunitária. A utilização do pequi acarreta ainda a inclusão da questão ambiental na discussão pública. The use of non timber forest products has been widely discussed as an important strategy for local sustainable development and environmental conservation, to the extent that their production contributes to community organization, generates income for the communities involved and encourages the maintenance of biodiversity. The Cooperative of Agricultural Producers and Collectors of Pequi of Japonvar (COOPERJAP), Minas Gerais, Brazil, develops researches on the importance of the activity in generating jobs, income, training and community organization. The use of pequis still results in the inclusion of environmental issues in the public discussion. The results indicated a great socio-economic importance of the activity for the region, strengthening the cooperative, generating income and employment opportunities for young people.Keywords: Caryocar brasiliense; forest economy; regional development.
ResumoNeste trabalho foi abordado o grau de substituição de seis espécies da Amazônia no mercado internacional de madeira serrada. Utilizou-se como base metodológica o modelo de elasticidade de substituição. os dados usados no modelo são mensais e foram coletados na Secretaria de Comércio exterior do Brasil (SeCeX) para o período de janeiro de 1996 a setembro de 2007. As espécies analisadas foram: mogno (Swietenia macrophylla), cedro (Cedrela spp.), virola (Virola surinamensis), louro (Nectandra spp. e Ocotea spp.), angico (Anadenanthera spp.) e ipê (Tabebuia spp.). As elasticidades estimadas indicaram que todas as espécies são boas substitutas ao mogno. Para as espécies que possuem características físicas diferentes, pode-se inferir que fatores de mercado relacionados à garantia de fornecimento do mogno influenciaram os resultados encontrados. em geral, os resultados sugeriram uma semelhança entre as espécies consideradas nobres (mogno, ipê e cedro) para o mercado internacional, indicando-as como boas substitutas entre si.PALAVRAs-CHAVe: madeira tropical, elasticidade de substituição, mercado internacional. Tropical sawnwood market: substitution export demand ABsTRACTThis work analyzed the level of substitution of six Amazonian species on the international sawnwood market, by employing the substitution elasticity model. data supplied by the Brazilian department of foreign Trade (SeCeX) was collected monthly from January/1996 to September/2007. The species analyzed were: mogno (Swietenia macrophylla), cedro (Cedrela spp.), virola (Virola surinamensis), louro (Nectandra spp. e Ocotea spp.), angico (Anadenanthera spp.) e ipê (Tabebuia spp.). The elasticities indicated that all of the species as substitutes for mogno. for the species which possess different physical characteristics, market factors probably related to the supply guarantee of mogno have influenced these results. in general, the results suggested a similarity among the species considered noble (mogno, ipê and cedro) on the international market indicating them as good substitutes among themselves.

Environmental studies in Brazil are required to obtain a license to perform activities that use environmental resources or have the potential to cause environmental degradation, but the quality and effectiveness of these studies have been widely questioned. It is the licensing body's duty to define the technical studies required for licensing. However, in the case of enterprises that have the potential to cause significant degradation, Environmental Impact Statement (EIS) and Environmental Impact Report (EIR) must always be requested. The EIS/EIR is composed of several parts, among them standing out the environmental diagnostic, which it is the major part of the environmental studies and is the part that demands more resources to be carried out; in addition, its information subsidizes the later stages: prediction and assessment of environmental impacts, mitigation measures, compensatory and monitoring plans.The aim of this study was to analyze the problems usually present in the environmental assessment of the environmental impact studies as the perception of IBAMA environmental analyst. Data collection for this research was done through the application of an electronic questionnaire to IBAMA environmental analysts, achieving a sample of 74 questionnaires from a population of 354 analysts. As methodological basis, cluster analysis and the nonparametric Mann-Whitney test were applied. The results indicated that the problems related to coordination of EIAs are critical and they seem to last for at least a decade according to the articles identified.
RESUMOEste trabalho trata do desmatamento na Amazônia brasileira com ênfase no custo social imposto à nação pela redução e perda da base florestal, em especial da castanha, um dos principais produtos não madeireiros da floresta, no período de 1998 a 2008. Para medir os custos sociais do desmatamento que recaem sobre os produtores e consumidores de castanha-do-brasil, utilizou-se o conceito de excedente econômico de Marshall. O custo social médio anual estimado foi da ordem de 11,6 milhões de reais, recaindo, em média, 63 % desses custos sobre os produtores e 37 % sobre os consumidores. Portanto, todos perdem com os danos causados à base florestal e ao ecossistema da floresta tropical. Palavras-chave: custo social; desmatamento; castanha-do-brasil; Amazônia. ABSTRACTIn this article, it is studied the deforestation of 'castanha-do-brasil' (Bertholletia excelsa) from the Brazilian tropical rainforest with emphasis on the valuation of social costs imposed on society by the reduction and the loss of forest cover from 1998 to 2008. To measure the social costs, the concept used was of Marshall economic surplus, which measures the level of welfare consumers and producers. From 1998 to 2008, the estimated average social costs were of R$ 11.6 million per year. The social costs falling 63 % on producers and 37 % on consumers. In conclusion, both, supply and demand, lose with damages in the Brazilian tropical rainforest.
Os painéis de madeira estão consolidando posições de destaque no setor florestal e na economia brasileira, em decorrência do grande crescimento da produção na última década. Os principais motivos desse crescimento foram a instalação de novas unidades produtoras, a busca de novas tecnologias e a modernização do pátio industrial. Conseqüentemente, no ano de 2000, o Brasil alcançou a 10a posição de maior produtor mundial e também a 10a posição de maior exportador mundial. É evidente que no período em análise (1960-2000), os fatores referentes à demanda internacional tiveram um papel importante sobre as exportações brasileiras de painéis de madeira. Os resultados empíricos mostram que as exportações brasileiras de painéis de madeira não são sensíveis ao preço, que as exportações brasileiras de painéis de fibra, painéis de partícula e laminados são complementares às exportações mundiais e que segundo a renda mundial, o compensado brasileiro, indica ser um bem superior, e os demais painéis bens normais. DEMAND FOR BRAZILIAN WOOD-BASED PANELS EXPORTS Abstract The wood-based panels are consolidating an important position in the Brazilian forest sector and economy, due to its industry growth in the last decade. The main reasons for its growth are the installation of new industrial unities, the search for new technologies, and the industrial modernization. Consequently, in the year 2000, Brazil has reach the 10th position of main world producer and also the 10th position of main world exporter. In the studied period (1960-2000), the international demand had an important role over the Brazilian wood-based panels exports. The empirical results show that the Brazilian wood-based panels are not sensitive to price, that the Brazilian exports of particleboard, fibreboard, and veneers are complementary to the world exports, and that, based in the world revenue, the Brazilian plywood is a superior good and that the other pnels are normal goods.
