In the contemporary era of information, it is a critical challenge for city managers to meet the demands of their citizens at the same pace as the development of its information technology resources. Guarapuava is an example of a centennial town that has been predominantly agricultural and now seeks to adjust to the population density and the new information age. Much like Guarapuava, many cities in Brazil and around the world are in a similar condition. The new reality of many towns is challenging for municipal managers. Strategic digital city is the application of information technology resources in the management of the city. The objective of this paper is to analyse the decision-making processes, strategies, public services, information technologies, and relationships with strategic digital city issues in the city of Guarapuava, Parana, Brazil. Using a survey methodology based on the research variables, we showed that the municipality has informal characteristics of the concept of a strategic digital city. Based on the results, the evidence domain types in the city are predominant for internet and colleagues inside the organization on a daily base. Google scholar is the most consulted research source of evidence. Respondents well know the term methodology. Their attitudes towards scientific research show that it is essential for managers and that managers are aware of how to use that technology. Related to evidence-based management the respondents, in general, agreed that using by evidence-based practices, managers can improve the quality of their work, and that this should be part of their formal education. Citizens should be utilised more as a source of evidence as well, as they are the users of the institutions. The strategies are more focused on the government and its administration, however, these strategies could include areas like science and technology. The city offers electronic public services to improve citizens lives, and to be more transparent in sharing information through these alternative channels. The analysis revealed the effort of the town to include citizens in the digital era, and its attempt to connect with them. The research serves as a reference for other municipalities with an interest in analysing projects related to the decision-making process, strategies, information, public services, and use of its IT resources. The study is also a contribution to academic knowledge in relation to the study of public policies related to urban management. Finally, the study contributes to the field of research related to the study of strategic digital city, serving as a basis for future studies in this discipline.

RESUMO:Objetivou-se com este estudo, compreender e descrever como se desenvolve um plano de sucessão familiar para uma empresa de mídia exterior que se encontra na sua primeira geração. Para isto, foi realizado um estudo de caso na empresa Color Painéis em Londrina-PR, bem como, a revisão bibliográfica acerca das características e conceitos ligados ao âmbito das empresas familiares quanto ao processo sucessório e os planos de sucessão. Esta pesquisa qualitativa, com natureza descritiva e exploratória se deu a partir da inexistência de estudos relacionados ao tema nesse tipo de negócio, além da necessidade de um plano de sucessão por parte do fundador da empresa. Por meio do referencial teórico e da investigação empírica acerca do perfil de liderança, nível de criatividade e gestão de conflitos característicos nas empresas familiares, chegou-se a conclusão de que o fundador deve dedicar atenção às diferenças individuais dos candidatos à sucessão quanto ao comportamento de liderança, dedicação e investimento de cada um no desenvolvimento de idéias e ações inovadoras. Os resultados da pesquisa revelam que o plano de sucessão que melhor se adéqua às características da empresa analisada, é o do autor Oliveira (2006), visto suas etapas claras, em especial, as análises acerca do tratamento de possíveis conflitos característicos das empresas familiares, e a possibilidade de se escolher o perfil do sucessor conforme a missão, visão, valores e objetivos da empresa. The literature points to studies on the relevance of intuition as a cognitive process that promotes creativity, producing innovations in decision-making. Field studies are considered important in organizations where processes are oriented by goals and performance and require new ways of solving problems, accelerating the process through new heuristics, improving decision-making results, and creating new ways of planning products. Intuition is an incremental or disruptive cognitive process that builds new ways of seeing problem-solving, which results in the adoption of ideas that are elaborated and filtered for their operability in situations of greater complexity. This work aims to point out the impacts of this cognitive process of the intuitive individual, due to its plasticity, in its induction in the team-oriented towards value creation. Scientific research points out that intuitive processes' emphasis, appreciation, and stimulation promote creativity, which constitutes the basis and input for innovative products. Notably, in new product development (NPD), the adoption of intuition has been emphasized as a facilitator of team creativity, thus generating innovation, an essential factor in entrepreneurial behavior. In this context, studies show that mindfulness is a method adopted to access our unconscious processing and intuition. Another aspect researched in this review is the biological basis of intuitive and creative analysis. In this way, the authors of this article seek to understand how intuition and creativity can act in the creation of value in entrepreneurial innovation and the neurobiological bases of the theme in question.
