RESUMO: Introdução: A ocorrência da tuberculose tem sido relacionada à organização espacial e à melhoria das condições de vida da população. Contudo, essa relação não é de forma direta, e o adoecimento por tuberculose envolve processos de diferentes níveis de organização. Método: Estudo ecológico que analisa a relação entre condições de vida e tuberculose no município de Niterói, Brasil. Foram criados dois indicadores, socioambiental e programático, por meio de análise fatorial e analisados por regressão no período de 2008 a 2012. Foram construídos mapas temáticos com os dados referentes à taxa de incidência e aos indicadores, para verificar o padrão da distribuição da taxa de incidência e desses indicadores no município. Resultados: Os resultados apontaram associação direta e significativa entre os dois indicadores com a taxa de incidência de tuberculose. O aumento em uma unidade no indicador programático esteve associado com um aumento na taxa de incidência em 7%. Já o indicador socioambiental associou-se com uma taxa de tuberculose 27% mais elevada. Discussão: Os resultados do presente trabalho foram consistentes ao constatar relação direta entre tuberculose e condições de vida no município de Niterói. Conclusão: Podemos concluir que a dinâmica da transmissão da tuberculose no município de Niterói pode ser explicada pela ocorrência da doença em áreas de periferia social consolidada e pela vulnerabilidade social de grupos específicos.

The global health agenda has made significant strides in neglected diseases. In a dynamic movement, throughout the past two decades, it has assumed different priorities, strategies and meanings. Nevertheless, important challenges persist in terms of geopolitical, economic, epistemological and social development. The designation and location of neglected diseases in certain territorial spaces and populations is historically related to some dynamics such as those of a colonial and capitalistic nature. They reveal continuities in the rationality of policies and actions, pervading asymmetries between peoples, institutions and nations. Although it has positively included the debate on neglected diseases, it can be argued the global agenda of public health has yet to assume and evoke the dimension of neglected bodies and populations with more theoretical and methodological vigor, by intensifying the dialogue between biomedical and political-economic fields. It means reinforcing the critical understanding of the historical vulnerabilities of individuals in the production of knowledge, as well as giving prominence and taking into account their ways of leading their lives in conjunmction with local public health priorities and practices.

This article discusses the inclusion of Brazil in the global aluminum market from the theoretical framework of political ecology, political economy of the territory and collective health. The contemporary situation of world economy has been marked by deregulation and liberalization, characteristic of neoliberal ideals touted by the core nations. Brazil's larger share in this market has been held from the increased production and export of agricultural commodities and metals, like aluminum. In this sense, from the paradigms of political ecology, the paper proposes an analysis of social and environmental consequences, as well as of new territoriality that is produced and reproduced within a logic that privileges the economic core nations. Similarly, we seek to understand the dilemmas of collective health in a holistic and integrative perspective in which economic development models are articulated. It is noticed that the production and export of primary aluminum, despite having a greater aggregate value, hides a diffuse set of impacts that affect the environment and public health. Alen Batista Henriques ResumoO presente artigo discute a inserção do Brasil no mercado mundial de alumínio a partir dos referenciais teóricos da ecologia política, da economia política do território e da saúde coletiva. A conjuntura contemporânea da economia mundial tem sido pautada pela desregulamentação e liberalização, característicos do ideário neoliberal propalado pelas nações centrais. A maior participação do Brasil nesse mercado tem sido realizada a partir do aumento da produção e exportação de commodities agrárias e metálicas, como o alumínio. Nesse sentido, a partir dos paradigmas da ecologia política, o texto propõe uma análise das consequências socioambientais, assim como sobre novas territorialidades que se produzem e reproduzem dentro de uma lógica econômica que privilegia as nações centrais. Do mesmo modo, procura-se compreender os dilemas da saúde coletiva sob uma perspectiva holística e integradora na qual se articula aos modelos de desenvolvimento econômico. Percebe-se que a produção e exportação de alumínio primário, apesar de apresentar um valor agregado maior, esconde um conjunto difuso de impactos que afetam o ambiente e a saúde coletiva.
