A esfera pública 50 anos depois: esfera pública e meios de comunicação em Jürgen Habermas em homenagem aos 50 anos de Mudança estrutural da esfera pública

Abstract

A crítica da cultura de massas de Adorno deveria ser continuada e reescrita. (HABERMAS, 1985). Assim como antes, a crítica de Adorno da indústria cultural é a chave correta. (HABERMAS, 2008).RESUMO: O texto trata da relação entre esfera pública e meios de comunicação de massa, no corpus bibliográfico de Jürgen Habermas, nestes 50 anos que nos separam de Strukturwandel der Öffentlichkeit (1962). O objetivo do texto é mostrar que, diferente de alguns estudos críticos, não se trata de uma lacuna investigativa -ausência, abandono ou não exploração do tema -, mas de uma abordagem secundária, implícita; que a abordagem secundária do tema está relacionada com a posição pessimista original de Habermas acerca da influência negativa dos meios de comunicação de massa, na despolitização da esfera pública; que o pessimismo de Habermas sobre os efeitos negativos dos meios de comunicação de massa mantém uma conexão interna com a orientação original da crítica da cultura de massa de Adorno. Isso significa que, apesar das reformulações e novos diagnósticos, a posição cética de Habermas quanto ao potencial democrático dos meios de comunicação de massa na repolitização da esfera pública parece não ter mudado em seus fundamentos, nestes 50 anos. “…In his work The Structural Change of the Public Sphere, originally published in 1962, Habermas presents a model of public sphere based on the historical development of a bourgeois public sphere in the eighteenth and nineteenth centuries (HABERMAS, 2003). He observes the peculiarities of this public sphere and uses it as basis to develop a normative model (LUBENOW, 2012;VOIROL, 2008). In this way, Habermas points to "[...] a model of 'public sphere' coming from the historical developments of the emergence of a bourgeois public sphere, well-educated and politicized, especially in eighteenth and nineteenth-century in Europe (mainly in England, France and Germany), and its transformation, its progressive decline and the disappearance of the conditions that fed the public sphere in the twentieth century" (LUBENOW, 2007, p. 104).…”

The public sphere had, at that moment, the role of mediating the relationship between State and society and of challenging established authority (LUBENOW, 2012). Habermas (2003) observes that there has been a depoliticization of the public sphere due to the expansion of the 'public' in the public sphere, the refunctionalization of the press (becoming a capitalist venture), the interpenetration between public and private, and the expansion of instrumental rationality (SILVA, 2001).…”

“…The public sphere is now thought of as a system of locks (structural openings), where the political system's decision-making processes are anchored in the lifeworld and "directed" by the public sphere. This influence is based on a procedural model of (deliberative) democracy in which the public sphere and civil society are central (AVRITZER and COSTA, 2004;LUBENOW, 2012). In the context of democratic theory, Habermas (1997b, p. 91) considers that "[...] the public sphere must, in addition, to amplify the pressure of problems, that is, not only detect and identify problems, but also convincingly and influentially thematize them, furnish them with possible solutions, and dramatize them in such a way that they are taken up and dealt with by parliamentary complexes".…”
