AbstractThe huge Pantanal wetland, located in the central region of South America, mainly in Brazil, formed by the Upper Paraguay River Basin, comprising 150,355 km² (approximately 140,000 km² in Brazil), is facing environmental and socioeconomic threats that are affecting fi sh populations and fi shery resources. The Paraguay River and its tributaries feed the Pantanal wetland, forming a complex aquatic ecosystem, harboring more than 260 fi sh species, some of them with great subsistence and commercial values to regional human communities. Sport fi shing is also preeminent in the region. The natural ecosystems and the increasing human population that depend on them are at risk from a number of identifi ed threats, including natural habitat disruptions and overfi shing. Fishing catches have been decreasing, as has the size of captured fi sh. Riverine vegetation, which is periodically fl ooded during the high-water season, forming feeding and reproductive grounds for some fi sh species, has been affected by deforestation and other impacts. Conversion of natural vegetation for human use and wild fi res are severe and have become part of the annual cycle of ranch owners. Flooding dynamics have been threatened by infrastructure, including small hydroelectric plants on the riverheads.

Sustainability and Land tenure: Who owns the floodplain in the Pantanal, Brazil?

In seeking to achieve poverty alleviation and environmental conservation, public policy has often centred on guaranteeing land titles to local peoples. However, such approaches have brought unintended outcomes, replacing small-scale economies and natural areas by intensive exploitation of resources with no clear improvement in local people's wellbeing. To understand this, we go beyond a general political ecology framing to consider relations between sustainability and land tenure, focusing on the intersection of economics, ecology and anthropology to understand how land tenure, property and use play out on the ground. We draw together different concepts including bundle of rights, de facto and de jure resource use, property regimes, density-dependence and non-equilibrium theory. The significance of this threediscipline view is illustrated through a case study of the Pantanal wetland, Brazil, where conservationists, the government and the local population contest ownership of the Paraguay River floodplain. Government sought to address conflicts around tenure and access through a narrow view of property, which failed to encompass the overlapping layers of land tenure, property and use on the ground and only served to create further legal battles. This article concludes that a more complex view combining the three perspectives is needed in the case of the Pantanal, and in other cases of contested property rights, in order to resolve conflicting claims and foster sustainability. We dissect both the power plays involved between different groups competing for control of a valuable resource, and the legal frameworks which can and should provide checks and balances in the system. The more nuanced grasp that emerges of local systems of tenure and access, of how these diverge from western property concepts, and of their environmental implications favours a better understanding of local realities, allowing for better management policy and consequently contributing more effectively towards poverty alleviation and environmental protection.Keywords: sustainability, land tenure, property, resource use, the Pantanal Highlights Conventional property systems do not map well onto unpredictable, dynamic ecosystems  Resource access and use in wetlands and semi-arid rangelands are customarily mobile  Locally-adapted resource use, not specific property regime, dictates sustainability  Economics, anthropology and ecology help address land conflict in Brazil's Pantanal

A piscicultura surge como modalidade de aquicultura alternativa, a qual vem se expandindo nos últimos anos. O estado de Mato Grosso (Brasil) vem se situando como o quarto maior produtor de peixes do Brasil, atingindo uma produção de 54.510 toneladas em 2018. Objetivou-se nesta pesquisa avaliar a piscicultura na Microrregião do Alto Pantanal. Foi adotada uma abordagem quali-quantitativa descritiva a partir de material documental, de dados fornecidos pelo Instituto de Defesa Agropecuária de Mato Grosso (INDEA/MT) referentes aos anos de 2016 e 2017. Analisou-se estatisticamente através do software R StudioÒ os principais compradores, vendedores e produtores por município e evidenciou-se que Cáceres e Poconé são os maiores produtores e vendedores dessa microrregião. Nossa Senhora do Livramento e Vila Bela de Santíssima Trindade são os maiores compradores. Constatou-se que os municípios de Cáceres e Poconé abastecem principalmente o mercado interno e o estado. Identificou-se necessidades de estudos em toda a cadeia produtiva, de modo a destacar as demandas do setor, tais como a comercialização, produção, sanidade e os aspectos socioambientais. Da mesma forma, evidenciou-se a importância do aumento da fiscalização e inclusão de políticas públicas que venham ao encontro das demandas dos produtores e/ou envolvidos na atividade de piscicultura nessa área do Pantanal. Dessa forma, tornar-se-iam viáveis contribuições para a sustentabilidade agropecuária, gerando riquezas, distribuição de renda, criação de postos de trabalho, participação comunitária intersetorial, empoderamento, justiça e equidade socioambiental.
