“…Brazilian IDC initiatives, conducted in the context of South-South Cooperation (SSC) 2 , became increasingly prominent as part of former president Luiz Inácio Lula da Silva's (2003Silva's ( -2010 foreign policy (RENZIO and SEIFERT, 2014).
