The present study deals with the issue of Creole seeds from two approaches: Biopower in Biopolitics by Michel Foucault and Norman Long ‘s Actor - Oriented Perspective (POA). The objective is to relate the concept of Biopower to the global scenario of appropriation, privatization and commodification of the seeds and to discuss the contributions and fragilities of this theoretical reference, presenting the POA as a complementary approach to support these discussions. This work demonstrated that the application of the two approaches in the study of this thematic, can present novel interpretive and analytical. Experiences of networks of actors that mobilize the conservation of creole seeds, prove the social agency and dynamics against the global dictates. These are experiences that stand in the face of the tax and socio-technical standards processes for the use of commercial seeds and justify the choice of the POA as a complete approach to Biopower.

Resumo Os Relatórios do Desenvolvimento Humano (RDHs) são documentos que sistematizam um grande número de diagnósticos, prescrições e propostas direcionadas, principalmente, aos governantes, Estados e lideranças políticas de modo geral (incluindo-se aquelas da sociedade civil organizada). O objeto desta pesquisa são as prescrições, contidas nos RDHs, de ações e procedimentos para expandir as fontes de financiamento de políticas que levem ao desenvolvimento humano. Entre as muitas sugestões estão aquelas direcionadas aos processos de contenção dos gastos militares e de ampliação das chances, nos países pobres, de formação de fundos para serem aplicados em políticas de desenvolvimento humano. Por se tratar de uma pesquisa documental, os RDHs são os materiais principais desta análise voltada para verificar, por meio de suas narrativas e argumentos, como seus formuladores constroem caminhos diversos para convencer diversos setores, grupos e segmentos sociais acerca da necessidade de encontrar fontes de financiamento das políticas que poderiam levar ao desenvolvimento humano.

O presente artigo tem como objetivo analisar as mortalidades por homicídio no Brasil a partir da formulação foucaultiana sobre biopolítica e do discurso contemporâneo de desprestígio dos direitos fundamentais. Para isso, aplicou-se como método, além da pesquisa bibliográfica, a pesquisa documental. Os dados foram coletados do Sistema de Informações sobre Mortalidade (SIM) do DATASUS, nos anos de 2007 a 2018. Os resultados evidenciam que os óbitos por homicídio, embora tenham sido menores em 2018, apresentam crescimento apenas para um determinado perfil de vítima. As taxas dessa modalidade de mortalidade atingem principalmente os homens negros e as mulheres negras (indivíduos historicamente discriminados). Pode-se auferir que o conservadorismo e o preconceito presentes no discurso contemporâneo dos direitos fundamentais naturaliza a cultura de violência contra grupos sociais vulneráveis. Portanto, percebe-se traços da biopolítica em Foucault, evidente na regulamentação do corpo da sociedade por meio do princípio do biopoder de “fazer viver, deixar morrer”.
