The article present the results of use of the proposed economic and mathematical apparatus to develop scenarios that provide for the partial or complete elimination of contradictions associated with the pricing policy between oil and gas production and the production of refined products. In the output we noted changes in the material consumption of products of the oil and gas sector of Ukraine. We corrected a certain contradiction between the extractive and processing enterprises of the oil and gas sector. This is related to the uneven distribution of value added between them, which allows extractive enterprises to make a profit, while processing enterprises are at a breakeven point. This situation, as we have seen, also distorts the results of the real assessment of resource efficiency in this sector of the economy. Thus, the research is aimed at developing scenarios that provide for a gradual decrease in the price of extractive products and its simultaneous growth in processing so that the corresponding impact on the economy was minimal. The first scenario envisaged a reduction in the price by-10% for the products of oil and gas companies with a simultaneous increase in the price of refining so that the average share of value added in the country as a whole was not decreased, taking appropriate adjustments of resource efficiency indicators into account. The second scenario was based on the need for deeper price adjustments in the oil and gas sector. Thus, the reduction of the price of products at the extractive enterprises at the level of-20% and its increase it in processing while maintaining the national average share of value added was envisioned. The third scenario provided for the equalization of material consumption in production and processing due to the price factor.
The article grounds the use of SWOT analysis methodology for complex evaluation of conditions for enterprises’ cluster association development. It determines the factors that affect significantly food enterprises’ cluster association development: the legal basis and norms regulating the activities of enterprises’ cluster; attractiveness of the field and the level of competition in the sphere cluster enterprises belong to; benefits and threats from foreign environment regarding the cluster’s activity; strengths and weaknesses of cluster association’s member enterprises, their competitive opportunities; the availability of cluster structure development strategy; corporate culture type. It suggests the coefficient of level of SWOT analysis matrix margins influence on enterprises’ cluster association activities. The research results state that the level of SWOT analysis “SO” matrix margin influence on dairy industry cluster association is 0.73. It proves a significant level of this quadrant impact on enterprises’ cluster. The level of SWOT analysis ST matrix margin influence on dairy field cluster association is 0.34. It proves that there is an average level of this quadrant impact on enterprises’ cluster. The level of SWOT analysis “WO” matrix margin influence on dairy field cluster association is 0.09. It underlines an insignificant level of this quadrant influence on enterprises’ cluster. Yet, the level of SWOT analysis WT matrix margin influence on dairy industry cluster association (-0.39) is of great importance and emphasizes the threatening influence of this quadrant on enterprises’ cluster. The results of the conducted research due to SWOT analysis method are taken into account while developing the strategy of food enterprises’ cluster association development. The strategy of concentrated growth is chosen for dairy field cluster, in particular the strategy of strengthening positions in the market and the strategy of market development.
Today, business innovation is a hot topic. Therefore, it was proposed to use a competence-based approach to assess staff as a business innovation in the hotel industry. The paper investigates the theoretical and methodological principles of hotel staff evaluation using a competency-based approach. Scientific approaches are critically estimated, and aspects applied to material incentives management for hotel staff are analyzed. The scientific and theoretical basis of managing the staff’s material stimulation in the hotel business on the basis of the competency approach is investigated and practical tools of its implementation in the hotel business activities are estimated. Methodical approaches to evaluating staff competencies as a component of material incentives management have been developed. The structure of remuneration and the system of bonuses based on staff competencies evaluation have been formed, which will help increase the efficiency of personnel management in the hotel industry.
