The article grounds the use of SWOT analysis methodology for complex evaluation of conditions for enterprises’ cluster association development. It determines the factors that affect significantly food enterprises’ cluster association development: the legal basis and norms regulating the activities of enterprises’ cluster; attractiveness of the field and the level of competition in the sphere cluster enterprises belong to; benefits and threats from foreign environment regarding the cluster’s activity; strengths and weaknesses of cluster association’s member enterprises, their competitive opportunities; the availability of cluster structure development strategy; corporate culture type. It suggests the coefficient of level of SWOT analysis matrix margins influence on enterprises’ cluster association activities. The research results state that the level of SWOT analysis “SO” matrix margin influence on dairy industry cluster association is 0.73. It proves a significant level of this quadrant impact on enterprises’ cluster. The level of SWOT analysis ST matrix margin influence on dairy field cluster association is 0.34. It proves that there is an average level of this quadrant impact on enterprises’ cluster. The level of SWOT analysis “WO” matrix margin influence on dairy field cluster association is 0.09. It underlines an insignificant level of this quadrant influence on enterprises’ cluster. Yet, the level of SWOT analysis WT matrix margin influence on dairy industry cluster association (-0.39) is of great importance and emphasizes the threatening influence of this quadrant on enterprises’ cluster. The results of the conducted research due to SWOT analysis method are taken into account while developing the strategy of food enterprises’ cluster association development. The strategy of concentrated growth is chosen for dairy field cluster, in particular the strategy of strengthening positions in the market and the strategy of market development.
The article highlights the system of public regulation and administration of the small business. The purpose of the article is to study features of public regulation and administration in the sphere of small business and to form conceptual foundations of its improvement. The subject-matter of the study is the theoretical and practical aspects of public regulation and administration of small business in the country. In the course of research, the following methods are used: dialectical – to identify factors and system of public regulation, system analysis – to determine the essence of state support for the country’s economy, graphical analysis – to present schematically the general theoretical and practical results of the study, logical generalization of results – to substantiate the basic prerequisites for the formation of state support system for small business. The essence and importance of public regulation and administration in the sphere of small business are studied. Index of Economic Freedom is analysed and the ranking of countries by the ease of doing business is built. It is determined that the current political and economic situation in Ukraine is unfavourable, which considerably slows down the development of small business. Main prerequisites for the formation of the system of public regulation and administration of small business are revealed and justified: improving the legal framework to facilitate the development of small business; providing a system of benefits for small business; development of business environment infrastructure; expansion of small and large business cooperation; state support for the development of factoring and leasing activities; providing financial and credit and also investment support to the business sector; management and information support.
The objective of the article is to clarify the nature and benefits of public-private partnership and analysis of factors influencing its organization and dissemination in innovation. The usefulness of introducing public-private partnership in the innovation sphere is due to the possibility of combining state regulation of innovation development with the potential of private business, which should be considered as a carrier of managerial, human, and financial capital. Society is interested in the organization of public-private partnership in innovation because the result of achieving its strategic goal would solve several socially important problems, which include employment growth, increasing real incomes, spreading innovation, and accelerating socioeconomic progress. Methodology. During the analysis, public-private partnership was considered as a complex open system with the use of systematic analysis methodology in the study, which allowed to emphasize certain aspects of the specific nature of its operation. Results. Public-private partnership in innovation is a form of relationship that arises between the public sector and private business on a medium- or long-term basis and involves the creation of innovation infrastructure, production, and distribution of innovation products on mutually beneficial terms, which is achieved by providing a specific form financing, the common interests of the participants and the distribution of possible risks between them. The organization of public-private partnership, especially in the field of innovation, is influenced by a significant number of factors among which it is useful to outline institutional, legislative, economic, internal, and external, direct, and indirect. The institutional factor determines the nature of institutional policy that affects public-private partnerships. Legislative factors provide for legal regulation of the establishment and further operation of public-private partnership in the field of innovation. The economic factors influencing the organization of public-private partnership include credit, tax (tax holidays, reduction of income tax rates, tax credit), investment and depreciation (reduction of depreciation, increase of depreciation rates) policy. Practical implications. As a result of the analysis, several benefits that both the public sector and private business receive from the spread of public-private partnerships in innovation are outlined. The reflection of institutional, legislative, economic, and other factors of the organization of public-private partnership will allow to consider their influence for the intensification of innovative activity as a basis for increasing the competitiveness of the national economy. Value/originality. The use of systematic analysis allowed to outline the main factors that contribute or conversely the spread of public-private partnership in innovation in Ukraine. Considering their action will minimize the negative manifestations and make full use of the positive aspects, which will be an important factor in enhancing innovative growth on the basis of public-private partnership. Economic and other factors of public-private partnership will allow to take into account their impact to enhance innovation as a basis for increasing the competitiveness of the national economy.
The purpose of the article is to conduct a comprehensive analysis of state policy regarding public-private partnerships in the space industry in the structure of the innovative economy of Ukraine and to develop relevant proposals for the current legislation. The methodological basis of the research is the comparative method, which allows to consider the most effective approaches to the analysis of state policy on public-private partnership in the space industry in the structure of the innovative economy of Ukraine, as well as system-structural, structural-functional methods, the method of moving from the abstract to the concrete. The results of the research are the formulation of the definition of state policy regarding public-private partnership in the space industry, under which it is proposed to understand the activities of public administration subjects, which is a set of formed and legally established goals, tasks, functions and interests, which are directed by these subjects at solving the tasks of development of public-private partnership in the space industry in the structure of innovative economy of Ukraine, and their practical activities for the implementation and achievement of the specified goal. The practical implications of the study are that the means of state policy regarding public-private partnership in the space industry in the structure of the innovative economy of Ukraine are an important tool for the implementation of state policy. The value of the research lies in the fact that the state policy on public-private partnership in the space industry in the structure of the innovative economy of Ukraine performs the role of a means by which in a state-ordered society, in the form of developed state activity, goals determined objectively by public needs and national interests should be correlated to ensure the sustainable development of public-private partnership in the space industry and its available material and intellectual opportunities, subjective desires and goals of the dominant social forces with real historical conditions, which determine the main directions and tasks of state activity to ensure the achievement of these goals.

The purpose of this study is to analyze the components of the budget system of Ukraine as factors of financial and economic security to identify negative trends in the context of the implementation of decentralization reform. It is proved that the research of this direction should start with the analysis of the conceptual apparatus and structural relationships between categories. At the top level of the hierarchy there is the category of national security of Ukraine, which, according to current legislation, means the protection of state sovereignty, constitutional order and other national interests of the country from real and potential threats. The category of financial and economic security is also often used in the scientific literature. Given the above classification, in this case we are talking about the financial security of the country as a factor of economic security. Methodology. To stimulate economic development, the practice of modern budget regulation provides for the presence of a planned deficit, which is a source of local and public debt. Depending on the areas of its financing, there are domestic and foreign, local and national debts. The relationship between the above indicators determines the level of budget security of the country, which is one of the most important factors of financial stability was identified in the work. Results. It is proved that, according to the results of the analysis, practical recommendations on budget policy of Ukraine as a factor of financial and economic security should take into account the following steps: against the background of growing social burden on the budget, it is necessary to continue the redistribution of budget funds in favour of the regions, which will increase their level of financial autonomy and reduce the amount of transfer payments; pursue a strict restriction policy to prevent the growth of the state budget deficit and uncontrolled increase in debt; the problem of pension provision increases the burden on the state budget every year. It is necessary to take measures to create a cumulative system of state and non-state pension insurance. Practical implications. The practical consequences prove that in 2016 the public debt of the consolidated budget of Ukraine reached a record 81% of GDP. However, effective economic and budgetary policy allowed to reduce it in 2019 to 50.3%, which was positive. Moreover, the share of external debt was 29.2%. The high budget deficit in 2020 will lead to an increase in debt to 58.7% of GDP, which offsets the previous positive changes. It is determined that at the beginning and at the end of the study period the expenditures of the pension system of Ukraine have been equal to about 10% of GDP. At the same time, financing from own revenues has decreased from 8% to 6%, which is negative. The most critical situation became after 2013, when this indicator began to decline rapidly, increasing the burden on the state budget. Value/originality of the work is an analysis of the components of the budget system of Ukraine as factors of financial and economic security, which in contrast to the existing ones is based on the need for further implementation of decentralization reform and allows to develop practical recommendations for budget regulation.
