In early 2016 a new database was launched on the Web of Science platform -Russian Science Citation Index (RSCI). The database is free to all Web of Science subscribers except those from the post-Soviet states. This database includes papers from 652 selected Russian journals and is based on the data from national citation index -Russian Index of Science Citation (RISC). RISC was launched in 2005 but it is scarcely known to the English-language audience. The paper describes the history, current structure and user possibilities of RISC. We focus on the novel features of RISC which are crucial to bibliometrics and are unavailable in the international citation indexes. Scientometric indexes are widely used in evaluation and promotions of scholars, grant awarding, and research personnel recruiting. However, I would like to stress that these quantitative data should never be used as a single criterion of the quality of institutional research and/or individual researchers. These indexes can help in developing background for wise and expert judgment. Uninformed and uncritical use of the quantitative data can be quite detrimental to the progress of research and individual careers.I hope that this book will facilitate the difficult task of reasonable and thoughtful evaluation of the impact and productivity of scientists and scholars. <p>Детально проанализированы особенности представления и цитирования статей из российских научных журналов, которые переводятся на английский язык и индексируются в библиографических базах данных Web of Science и Scopus.<br />Показано изменение во времени (с 1960-х по 2013 гг.) политики учета цитирований российских публикаций в базе данных Web of Science. Рассмотрены аналогичные особенности базы данных Scopus. Выявлены значительные потери в учете реального цитирования статей из российских журналов, не позволяющие использовать данные, получаемые непосредственно в системах анализа цитирования этих БД, для <br />оценки результатов научного труда как отдельных авторов, так и научных коллективов и российской науки в целом.<br />Только при помощи сложных специальных поисков по дополнительным опциям этих баз данных и после существенных пересчетов всех полученных данных можно достичь корректных показателей цитируемости публикаций из российских журналов. Решение задачи корректного учета ссылок на статьи из переводных российских журналов возможно на основе использования DOI, и такой подход уже успешно продемонстрирован в базе Math Net.</p>

We investigated collection development within the system of information support of research in Russia on the state-funded level. The analysis has been performed from the point of view of structure and research output of Russian science. We employed the method of bibliometric analysis using InCites by Clarivate Analytics. The results demonstrate that the state funded subscription provides more than 55% of total world output and meets about 70% of communication needs of Russian researchers in all ESI research areas. A strong correlation of informational support and research output is demonstrated.

The Second edition Russian Scientometric Handbook is designed to provide an overview of the field of scientometrics. The Handbook describes the history of creation of the breakthrough concept of citation indexing by Dr. Eugene Garfield, and development of the first multidisciplinary scholarly citation index, the Science Citation Index. Application of scientometric tools and methods in research management and resource allocation is discussed. Authors survey various scientometric indicators relevant to individual researchers, journals, research institutions and whole countries. Authors explore new types of indicators, such as altmetrics, relationship between scientometric indicators and the nature of scientific communication, and various methods of visualizing scientometric information. Possibilities and limitations of various scientometric techniques are examined. Authors highlight the need for an informed and reasonable approach to the use of quantitative indicators for research assessment. The Handbook includes the first Russian translations of three articles by Dr. Eugene Garfield. The Handbook is intended for use by researchers, science analysts, universities and research institutions administrators, libraries and information centers staff, graduate students, and the general reader interested in scientometrics and research evaluation.

Although more than 60 known factors appear to affect article citation, almost a third of them are associated with scientific collaboration, which, according to scientometric studies prevails every year in most subject categories. This work is aimed at identifying the reasons behind attracting more citation due to scientificcooperation, analyzing the main trends and showing the position of Russian publications against the foreign ones, as well as presenting the best cases and highlighting opportunities for growth. Since the biomedicine field accounts for more than half of the articles in the world, attracts the highest citation and presents special regulations and initiatives that can change the publishing policy in other subject areas, it is analyzed separately with regards to each factor reviewed.

This article is the second in a series of articles representing the development forecast of Russian scientific journals. Based on the analysis of the dynamics of many bibliometric indicators of Russian journals presented in the Scopus citation index, a forecast is made for the development of journals by field of science using the OECD classifier. A forecast is made based on the data presented in the first article of this series, combined with the results of the analysis of Russian journals in the Scopus database, a list of journals that can soon replenish the collections of Russian journals in international citation indexes is presented.
