Настоящий статистический сборник продолжает серию публикаций, посвященных основным аспектам развития цифровой экономики в России. С использованием последних имеющихся данных рассматриваются позиции страны в международных рейтингах; представлены индикаторы, характеризующие исследования и разработки в области ИКТ, кадры цифровой экономики, сферу телекоммуникаций, деятельность секторов ИКТ, контента и СМИ. Приводятся статистические данные, отражающие спрос на цифровые технологии в предпринимательском секторе и социальной сфере, их использование населением, в том числе для взаимодействия с органами власти при получении госуслуг в электронной форме. В специальном разделе собраны показатели развития цифровой экономики в регионах России. Обзор технологических трендов в области цифровой экономики подготовлен с использованием системы интеллектуального анализа больших данных iFORA, разработанной специалистами Института статистических исследований и экономики знаний (ИСИЭЗ) Национального исследовательского университета «Высшая школа экономики» (НИУ ВШЭ). В публикации использованы материалы Росстата, Минкомсвязи России, Минобрнауки России, Минкультуры России, Банка России, Организации экономического сотрудничества и развития (ОЭСР), Евростата, Международного союза электросвязи (МСЭ), Департамента экономического и социального развития ООН, Всемирного экономического форума, других российских и международных организаций, а также собственные разработки ИСИЭЗ НИУ ВШЭ.
The spread of digital technologies changes production processes and business models, which has important effects for diversification of the economy. The fourth industrial revolution and the Industrial Internet of Things open up new opportunities for the introduction of technologies, having a significant impact on the production cycle, starting with highly automated production lines and ending with the large-scale implementation of technological solutions designed to improve productivity, optimize costs, quality and reliability. Defining digital transformations, primarily in the manufacturing industry as a strategic imperative for the entire economy, for the first time, based on opinions and intentions of entrepreneurs (short and medium-term), key aspects of the digitalization process in Russian medium, high-tech and low-tech manufacturing industries are revealed. A set of tendencies in the development of digital technologies by their main types is presented, the level of industry participation in digital transformation is shown, as well as many other important digital transformation processes in enterprises that are not measured by quantitative statistics. For all the studied industries, factors hindering digital transformation are identified and ranked.
В статье ее авторами представлены результаты измерения межотраслевых экономико-технологических эффектов, позволяющих определить степень зависимости между макроэкономическими сегментами, продуцирующими цифровые технологии и внедряющими их. Цель работы -выявить наличие и установить силу связи между данными сегментами в части существующих локализованных отраслевых эффектов, выражающихся в переносе технологий из ИТ-сегмента в розничную торговлю. Основой для эмпирических расчетов выступили данные опросов руководителей российских ИТ-компаний и организаций розничной торговли о сложившемся состоянии цифровой и деловой активности.Авторами работы были обозначены и проверены несколько конкретных гипотез, общий смысл которых сводился к предположению, что розничная торговля в текущей фазе экономического развития в России действительно восприимчива к возникающим тенденциям в быстро изменяющемся секторе ИТ-услуг, способна оперативно и эффективно реагировать на рост цифровой активности ИТ-компаний увеличением инвестиций в цифровые технологии и повышением интенсивности их применения в бизнес-процессах. В частности, были выдвинуты и протестированы гипотезы, касающиеся влияния деловой активности в сегменте ИТ-услуг на прирост оборота электронной торговли, использование интернет-площадок, технологий Big Data, технологий виртуальной и дополненной реальности в организациях торговли, а также гипотезы, предполагающие наличие связи между разработкой мобильных приложений в ИТ-сегменте и использованием мобильных технологий, ожиданиями относительно роста электронного товарооборота в организациях розничной торговли.Полученные результаты дали доказательную базу для большинства выдвинутых гипотез, тем самым подтвердив теоретическое предположение авторов о существовании конкретных эффектов влияния развития ИТ-сегмента на межотраслевые технологические переносы, выявили существующую специфику проникновения и распространение актуальных технологических трендов в торговлю, а также показали, что ИТ-сегмент в настоящее время выступает важным составляющим в процессе цифровой трансформации российских розничных организаций.

The process of the digitalization of economic activity currently raises many questions of economic and social policy in Russia that need to be solved with relevant statistical and analytical data.In this case, it is important to significantly increase the sources of efficient, accessible and comparable data on sectoral digitalization. The authors believe that the opinions and assessments of direct participants of digital events (economic agents from various kinds of economic activity) should also be taken into account when forming targeted decisions of policymakers aimed at the inclusive growth of the national economy, including through such force as digitalization.Therefore, in 2018 the Centre for Business Tendencies Studies at National Research University Higher School of Economics launched the pilot project focused on measuring the digital activity of Russian enterprises of main types of economic activity. The authors define the main task of the study as the development of such criteria for measuring the industry’s digital market conditions, sample requirements for respondents and a system of indicators that together with the results of the pilot surveys would allow the expert community to actually provide effective data and analytical support to entrepreneurs with forming of sectoral digital platforms.The main idea of the study is that the success of the country in promoting digital technologies is largely related to the possibilities of collecting large-scale qualitative data on digital trends, barriers and effects comparable to international counterparts.The review presents the main methodological principles and first results of pilot market surveys among industrial and commercial enterprises in Russia and outlines criteria for selecting indicators for the first pilot sampling. As an example, the section of the article devoted to key results of the 2018 pilot survey of industry uses analysis of digital transformation in medium-size and large manufacturing enterprises.Innovations in the 2019 pilot survey are addressed as an independent direction. In this regard the article notes that the survey program involves measuring ICTs capabilities and potential to increase resource and environmental efficiency in industry, evaluating investment activities related to green growth and aimed at the development and dissemination of green technologies and achieving environmental goals, assessing final consumption (demand) for environmental goods in trade, accounting for the development ICT technologies aimed at greening and resource efficiency by organizations.The article concludes that taking into account the first results of the market survey, the basic requirements for a system of market indicators were determined. These requirements reflect the level, directions, intensity, dividends, and effectiveness of digital transformation of the main kinds of economic activities for a more representative consideration of the digital contribution to GDP growth.
