The shift to digital technologies in various industries is one of the key goals in the digital agenda. Due to the essential role of interoperability of products and elements in complex systems, standardization stays in the forefront of government policy and business. In manufacturing systems, standards are of a prime importance, since they serve as a channel for modernization and innovation speedup. This paper makes a contribution to the currently rare literature on digital manufacturing standardization as a policy tool to promote digital technologies in business. By comparing five national cases of China, Germany, Japan, the Republic of Korea and the USA, we introduce national models of standardization in smart manufacturing according to the extent of state participation in standardization. In doing so, we examined initiatives in industry, digitalization, the development of a national system of standards, the reference architecture of digital production, as well as the countries' cooperation in the field. Along with this, an overview of international initiatives in the field is presented, namely the ISO and the IEC. Taking into account the existing landscape, an assessment of the Russian case of digitalization in manufacturing and standardization is presented. Like China, Russia follows the third model of standardization. Given the results, we developed recommendations for Russia with the aim of intensifying efforts at standardization and the country's presence in the international agenda, as well as to develop a Russian framework for digital transformation in sectors and achieve related economic effects.
Настоящий статистический сборник продолжает серию публикаций, посвященных основным аспектам развития цифровой экономики в России. С использованием последних имеющихся данных рассматриваются позиции страны в международных рейтингах; представлены индикаторы, характеризующие исследования и разработки в области ИКТ, кадры цифровой экономики, сферу телекоммуникаций, деятельность секторов ИКТ, контента и СМИ. Приводятся статистические данные, отражающие спрос на цифровые технологии в предпринимательском секторе и социальной сфере, их использование населением, в том числе для взаимодействия с органами власти при получении госуслуг в электронной форме. В специальном разделе собраны показатели развития цифровой экономики в регионах России. Обзор технологических трендов в области цифровой экономики подготовлен с использованием системы интеллектуального анализа больших данных iFORA, разработанной специалистами Института статистических исследований и экономики знаний (ИСИЭЗ) Национального исследовательского университета «Высшая школа экономики» (НИУ ВШЭ). В публикации использованы материалы Росстата, Минкомсвязи России, Минобрнауки России, Минкультуры России, Банка России, Организации экономического сотрудничества и развития (ОЭСР), Евростата, Международного союза электросвязи (МСЭ), Департамента экономического и социального развития ООН, Всемирного экономического форума, других российских и международных организаций, а также собственные разработки ИСИЭЗ НИУ ВШЭ.
In the last few years the world oil and gas industry has experienced a rapid development growing more strongly than many other industry branches. Modern oil and gas industry aims at the extraction of natural resources at an increasing scale. The growth of oil production is conditional upon developing new exploration fields to create auspicious investment conditions, stabilize national social and political life using and implementing state-of-the-art technologies. It is efficient and vital for oil and gas companies today to contract different companies and their competences and resources in the development of fields, oil and gas extraction, transport and refining. It allows incorporating cutting-edge know-how in extracting natural resources by means of implementing new scientific and technological solutions aimed at further leveraging profitability based on inter-company cooperation thus opening opportunities for economic and social development and improvement but also environmental protection and quality of life. The search for a suitable partner / contractor to perform the necessary duties is difficult and laborious, and usually realized in the form of a tendering process. The complicated nature of organizing tenders requires creating new means and instruments which are designed to improve the choice efficiency and reduce the term of decision making. As evidenced by world experience from other industries the most prospective decision in this field are made using Intelligent Data Systems. This article deals with structure of intelligent information systems aiding decision-making using the case of an electronic tender competition. In this paper we provide a new approach for tendering in the oil&gas industry.
Аналитический доклад, подготовленный Институтом статистических исследований и экономики знаний (ИСИЭЗ) Национального исследовательского университета «Высшая школа экономики» (НИУ ВШЭ) по заказу Координационного центра национального домена сети Интернет, продолжает серию ежегодных публикаций о тенденциях развития интернета. В книге рассматриваются такие параметры, как доступность интернета, умение им пользоваться, желание (намерение) населения использовать интернет, его востребованность в отраслях экономики. Специальный материал о влиянии пандемии COVID-19 на развитие интернета предоставлен Региональным отделением Международного союза электросвязи (МСЭ) для региона СНГ. Исследование базируется на данных Росстата, Минцифры России, Роспечати, Банка России, интернет-ресурса «Домены России» (statdom.ru), ассоциации CENTR, аналитических и прогнозных материалах международных организаций (ОЭСР, Евростата, МСЭ, ЮНКТАД и др.), консалтинговых и иных компаний, а также на собственных разработках ИСИЭЗ НИУ ВШЭ. Издание рассчитано на широкий круг читателей, интересующихся вопросами развития интернета, процессами цифровизации российской экономики и общества.
