На сучасному етапі розвитку суспільства особливої актуальності набуває проблема неконтрольованого поширення зброї масового ураження та засобів її доставки, що з початку 1990-х років і дотепер розглядається як головний дестабілізуючий фактор світової безпеки. Сьогодні ядерну зброю мають США, Росія, Китай, Франція та Великобританія. У 1998 році провели ядерні випробування Пакистан та Індія. За неофіційними даними, ведеться розробка ядерних боєприпасів в Ізраїлі, Південно-Африканській Республіці, Північній Кореї, Ірані, Іраку, Лівії. Найбільші запаси хімічної зброї знаходяться на території США, Росії, Китаю, Франції, Індії, всього хімічну зброю мають 23 країни (крім цього, 8 країн можуть у короткий термін налагодити її виробництво). The aim: Research of personal hygiene products with detoxification properties by evaluating their formulation composition, emulsifying and complexing ability to heavy metal ions and radionuclides. Materials and methods: The complex-forming ability of raw materials with heavy metal ions was determined in vitro, the content of heavy metals was determined by the method of atomic emission spectrometry with inductively coupled plasma (BS EN 13805:2014); determined the content of 137Cs, 232Th, 40K, 226Ra, 90Sr in washings from the surface of the skin of hands treated with personal hygiene products. The means were tested for compliance with the standard on scintillation spectrometers of gamma radiation energy «SEG-001» «AKP-S» and beta radiation (SEB-01-70); methods used: MI 12-04-099 and MI 12-05-099. Results: A high complexing ability of the pectin-containing «Liana» shampoo was found in relation to heavy metal ions (Co2+, Cu2+, Zn2+, Cd2+, Pb2+), as well as in their combined presence. It was established that the effectiveness of removing fatty impurities from the surface of the skin of the «Liana» product was 10.1 times higher than that of liquid soap (р<0.001). A high level of deactivating, degassing and antibacterialproperties of the personal care products «Bastion» and «Bastion-M» was revealed. Conclusions: Today, there is significant potential in the creation of formulations for special (sanitary) skin and hair surface treatment, containing natural complexing agents as detoxicants, and can be used in special professional activities associated with the risk of exposure to CBRN factors.
Abstract. The scale and nature of the existing external and internal threats form the directions of international security cooperation for Ukraine, which today focus on a range of topical issues in the field of chemical, biological and radiation safety. Aim. Evaluation of the results of international cooperation of the Scientific Center in the field of chemical safety, in particular in matters related to the identification of controlled and toxic chemical substances. Materials and Methods. The results of the international activity of the Scientific Center in the field of chemical safety for the past 5 years are summarized; cooperation with international donors, representatives of the government of Ukraine, scientists and non-governmental organizations is summarized. Results. A key event in the field of international cooperation was participation in G-7 Regular Meeting within the framework of the Global Partnership (Munich, Germany, 2014), where Ukraine presented about 90 projects in three areas: chemical, biological and physical nuclear safety. The results of the implementation of OSCE Project Coordinator in Ukraine: "Integrated Chemical Safety and Security Program in Ukraine (ICSSP) (2014-2019) and "Enhancing Ukraine's Chemical Emergency Response Capacity) (2020-2021) are highly appreciated. Participation in Project Project 57: Strengthening crime scene forensics capabilities in investigating CBRN incidents in the South East and Eastern Europe Centers of Excellence Region (2018-2020) and "South East and Eastern Europe CBRN Risk Mitigation and Security Governance Program (UNICRI) (2021) had significant scientific and practical results. Conclusions. Participation in the work of international projects is invaluable in shaping the professional worldview of scientists and specialists whose activities belong to the sphere of CBRN security. The joint implementation of international initiatives provides a real opportunity for the operational implementation of new experience in practice, which is reflected in the plans of scientific works, the content of trainings and educational programs for the training of specialists who, according to their professional duties, need modern knowledge in the field of managing the consequences of CBRN threats. Аналізуючи історію застосування людством бойових отруйних речовин, неможливо не зробити висновок, що хімічна зброя, зокрема токсичні речовини нервово-паралітичної дії, пережила декілька етапів розвитку. Датою народження першого по-коління хімічної зброї вважається 22 квітня 1915 р., коли німецька армія біля бельгійського містечка Іпр застосувала проти англо-французьких військ Антанти хлор під час газової атаки. Приголомшуючий ефект від дії хімічної зброї обумовив її розвиток та застосування.
ABSTRACT. Modern chemical-warfare (CW) reconnaissance tasks require a fundamentally new approach to the development of methods and technologies to create a database of technical means that provide the necessary sensitivity, responsiveness and specificity. This phase of the study involves chemical control equipment that is in operational service with EU and NATO armies. Objective: analysis of current international technological standards in the field of control of chemical warfare agents, which are in operational service with EU and NATO armies. Materials and Мethods. Domestic and foreign sources of scientific information, covering current issues of CBRN security in terms of chemical substances control equipment in EU and NATO countries and review of the prospects of their introduction into the arsenal of the Armed Forces of Ukraine. The following methods of scientific research were applied: analytical, historical, bibliographic, systematic and informational approach, expert assessments. Results and Discussion. The analysis of foreign chemical control equipment showed that the most priority are portable gas alarms, robotic and air complexes of CW reconnaissance with the possibility of remote detection of the contaminated area, their integration into automated control systems, which provide prompt collection, processing and transfer of information on changing the chemical environment. As for modern chemical control tools in EU and NATO countries in the field of detection and identification of chemical warfare agents and hazardous chemicals, chemical, physical and chemical, biochemical and spectrometric methods are the most applied due to the speed and high reliability of the results. Currently, there is a need to equip the units of the tactical branch of the Armed Forces of Ukraine and the Preventive Medicine Service of the Ministry of Defense of Ukraine with a multi-purpose warning system of radiation and chemical threats. The compatibility of the warning and troop commanding system will reduce the loss of military personnel and machines during possible combat operations using weapons of mass destruction, as the systems will increase the speed of decision making on the use of individual and collective protective equipment. Conclusion. Harmonization of the standards of the Armed Forces of Ukraine with NATO standards in the field of chemical control is a complex task that requires changes in the system of standards of medical care, which include regulatory, engineering, tactical, medical, educational, and other processes. National scientific and technical potential may be the basis for the creation of new and improved technologies for the production of CW reconnaissance devices and means to indicate chemical warfare agents (CWA) for the needs of the Armed Forces of Ukraine. Relevance. Nowadays, Ukraine, where armed conflict takes place, has the highest risk of chemical hazard among countries of European region that induces the need for completing medical service and specialforces of Ukrainian Armed Forces with modern chemical-warfare reconnaissance means. Objective: analysis of modern methods for identification of chemical warfare agents and chemical-warfare reconnaissance means that are assured by the Ukrainian Armed Forces in terms of correspondence with current EU and NATO standards. Materials and methods. Analysis of domestic and foreign sources of scientific information in terms of use of chemical warfare agents and chemical weapon in modern warfare and armed conflicts was performed. Traditional methods and means for identification of chemical warfare agents were reviewed. The following methods of scientific study were applied: analytical, historical, bibliographic, systemic and informational approach. Results and discussion. Authors have performed the analysis of technical characteristics of chemical-warfare reconnaissance means and controls used in the Ukrainian Armed Forces, and have determined promising trends in retooling of outmoded devices. It has been emphasized that historical problem for Ukraine is the lack of own industrial production basis for technical modernization and development of novel devices for chemical-warfare reconnaissance, chemical analysis and appropriate consumables (indicator kits, indicator tubes, chemical reagents, etc.). Proposals are provided in terms of improvement of the abilities of the medical service for the assurance of medical protection of military servants under conditions of terrorist threats and warfightings, when an enemy uses mass destruction weapons. Authors underline that current technical chemical-warfare reconnaissance and chemical control means that are in the operational service of medical service and Special Forces of the Ukrainian Armed Forces require refitting and modernization via import phase-out of the current Soviet (Russian) pieces with analogues that are produced and are in the operational service of NATO countries. The specified way will significantly reduce time to retool the military forces and will not require special retraining of professionals. Conclusion. Modern tasks of chemical-warfare reconnaissance require principally new approach to the development of the methods and technologies for creation of the technical means basis in Ukraine that would provide the required sensitivity, efficiency and specificity in terms of identification of chemical warfare agents and chemical weapons. ABSTRACT. This article analyses the main features of respiratory protective equipment used during combat actions under the conditions of chemical and radiation contamination. Objective: To study the technical characteristics of respiratory protective equipment that the Armed Forces of Ukraine are equipped with for compliance with NATO standards. Materials and methods. Analysis of sources of scientific information about respiratory protective equipment in operational service with Ukraine and NATO have been conducted. Study methods used: analytical, historical, bibliographic, systematic and informational approach. Results and discussion. It was established that the majority of respiratory protective equipment that the Armed Forces of Ukraine are equipped with has been manufactured before 1991. Their shelf lives exceed the acceptable ones, and the standards by which they were manufactured do not meet modern requirements. The authors have defined the principal directions for improving respiratory protective equipment: versatility for various tactical tasks; possibility of use along with optical devices; compliance of intercommunication systems and breathing valves with NATO standards; providing respiratory protection against a wide range of chemicals; long shelf life; resistance to special treatment means (degassing); possibility of rapid switch to combat position; portability and ease of use. Conclusion. Modern technical characteristics of respiratory protective equipment should comply with the nature of the threats and the best international standards. An important direction in the development of weaponry and military equipment in Ukraine is the improvement of domestic technologies and development of own production of personal protective equipment, technologically compatible with the samples that are in the operational service with NATO countries. Актуальність. З початком гібридної війни на Донбасі хімічна терористична загроза в Україні стала реальністю. За таких умов військова дисципліна «токсикологія, радіологія та медичний захист» набула особливої актуальності в підготовці лікарів різних спеціальностей. Мета дослідження: обґрунтувати актуальність післядипломної підготовки лікарів на циклі тематичного вдосконалення «Медичний захист від хімічних агентів під час терористичних атак» в межах навчальної дисципліни «військова токсикологія, радіологія та медичний захист». Матеріали та методи. Проведено аналіз джерел наукової інформації з питань медичного забезпечення при ураженні токсикантами, що застосовуються при сучасних військових конфліктах і терористичних актах. Розглянуто рекомендації Всесвітньої організації охорони здоров’я (ВООЗ), Агентства зі скорочення військової загрози міністерства оборони США, Організації з заборони хімічної зброї, Національного центру біотехнологічної інформації США з цих питань. Застосовані методи дослідження: системного підходу, історичний, бібліосемантичний, контент-аналізу. Результати. Необхідність розширення знань у сфері сучасної військової токсикології для лікарів різних спеціальностей обумовила розробку нової програми тематичного удосконалення за напрямком «Медичний захист від хімічних агентів під час терористичних атак». В умовах гібридної війни медичну допомогу має надавати персонал з високим рівнем підготовки в питаннях медичного сортування, визначення специфічних токсичних синдромів, застосування заходів протихімічного захисту тощо. Однак сьогодні ми стикаємося з багатьма проблемами в цій сфері. Більша частина рекомендованих ВООЗ антидотів відсутня в Україні, тому головний акцент слід зробити на заходи інтенсивної терапії. В даній роботі ми зосередили увагу на основних проблемних питаннях, що можуть виникнути під час лікування постраждалих від різних хімічних агентів (легеневих, кров’яних, нервових, шкірних) в умовах відділень реанімації та інтенсивної терапії звичайних районних і міських лікарень. Висновки. Підвищення обізнаності лікарів про особливості клінічної дії найбільш поширених хімічних агентів є умовою надання своєчасної і ефективної медичної допомоги та збереження здоров’я медичного персоналу, який потенційно наражається на ризик хімічного ураження під час виконання професійної діяльності.
