Background.By decision of the Commission under the President of the Russian Federation for the Disabled, the Ministry of Labor of Russia was entrusted with monitoring the implementation of federal and regional action plans road maps to increase the accessibility of facilities to people with disabilities. Aim.Monitoring the implementation by state authorities of the constituent entities of the Russian Federationof action plans (road maps) to increase the values of accessibility indicators for disabled people in healthcare facilities. Material and methods.The indicators of accessibility for disabled people of facilities in the healthcare system based on the results of implementation of action plans by executive authorities of 85constituent entities of the Russian Federation in the field of healthcare, obtained as a result of monitoring the achieved values in the indicators of accessibility for disabled people of facilities in 2019 and 2020, were analyzed. The availability of facilities was calculated on the basis of information from the state authorities of the constituent entities of the Russian Federation, prepared in accordance with the recommendations of the Ministry of Labor of Russia, using the analysis and generalization of the received materials, using the method of comparing absolute and relative indicators. Results.The accessibility of medical organizations for the disabled is created in two ways from the standpoint of universal design (inclusion of measures to organize the accessibility of facilities and services for the disabled when designing and building new facilities, as well as during reconstruction and major repairs) and using the principle of reasonable accommodation for existing facilities (before their overhaul and reconstruction). Ranking the indicators of the e150domain (design, nature of design, construction and arrangement of buildings for public use) on the basis of a unified assessment scale of the International Classification of the Functioning of Disabilities and Health made it possible to identify regions of the Russian Federation with varying degrees of accessibility of healthcare facilities: absolutely accessible in 10(11.8%) regions of the country; with a significant levelof accessibility in 53(62.4%) regions; with a moderate level of accessibility in 8(9.4%) regions; with a low or insignificant level of accessibility in 9(10.6%) regions of the Russian Federation; with a very low levelof accessibility of healthcare facilities in 5(5.8%) regions of the Russian Federation, respectively. Conclusion.According to the monitoring of the state of accessibility of facilities for the disabled in the healthcare sector in the constituent entities of the Russian Federation, the level of accessibility varied from 100% to 0.5%. The planned indicators of increasing the availability of facilities in the healthcare sector have reached 100% in 52constituent entities of the Russian Federation.
The Russian Federation ratified in 2012 the Convention on the Rights of Persons with Disabilities, adopted by the UN General Assembly in 2006. In this regard, the study of measures taken by the Russian Federation to create conditions for persons with disabilities and children with disabilities to lead an independent lifestyle, for the scientific substantiation of subsequent measures and the development of relevant legal regulations to ensure the ability of disabled people to lead an independent lifestyle in their chosen place of residence and integration into the local community in the constituent entities of the Russian Federation is extremely relevant.The purpose of the study is to scientifically substantiate the legislative, regulatory and methodological support for the realization of the rights of people with disabilities to lead an independent life, involving the choice of a place of residence, integration into the local community.Research methods: comparative legal, logical, historical, statistical. Research material: international legal acts, federal and regional legislation on providing disabled people and children with disabilities with the opportunity to lead an independent lifestyle, data on the number of disabled people living in stationary social service organizations.Research results. A non-complex elaboration in the legislation of the Russian Federation and the constituent entities of the Russian Federation of issues of providing disabled people with the opportunity to lead an independent lifestyle has been established, specific shortcomings in the legal regulation of issues of ensuring the possibility of leading an independent lifestyle of disabled people have been identified at the federal and regional levels, normative and methodological acts have been developed that made it possible to start working out issues providing conditions and mechanisms for the implementation of an independent lifestyle for disabled people in their chosen place of residence, a positive trend has been established in the introduction of new technologies for the preparation and organization of assisted living for disabled people in a number of constituent entities of the Russian Federation as part of pilot projects. Based on the results obtained, the draft Concept and the Set of Measures were developed to expand the opportunities for disabled people to lead an independent lifestyle in their chosen place of residence.Conclusion. In the country, at the federal and regional levels, the implementation of the provisions of the Convention has been carried out, expanding the realization of the rights of disabled people to lead an independent life in the local community and consistently creating conditions for the disabled to lead an independent lifestyle, introducing innovative technologies for preparing people with disabilities for independent living and monitoring of their implementation.
Introduction. Currently, assisted living technologies are actively developing in the Russian Federation. When receiving social services, education, promotion of employment, disabled people need to be accompanied. The effectiveness of these measures depends both on the conditions for the provision of services, the qualifications of accompanying persons, determining the required amount of support, on the ability of a disabled person to live independently and work, and on the readiness of the disabled person to be accompanied when receiving services, including a joint venture.Target. Rationale for the use of the International Classification of Functioning, Disabilities and Health in assessing the degree of readiness of persons with disabilities to be accompanied when receiving services, including accompanied accommodation.Materials and methods. Analysis of the results of monitoring the development of joint venture technologies, presented by 85 constituent entities of the Russian Federation for the period 2020–2021 on a wide range of issues, including the organization of employment of people with disabilities who are on a permanent SP and employed people with disabilities, social employment of people with disabilities, training of people with disabilities who are on a permanent accompanied accommodation, organizing a accompanied accommodation in stationary social service institutions, etc., using the ICF in determining the readiness of people with disabilities to be accompanied.Results. The number of disabled people receiving services within the framework of accompanied accommodation was studied based on materials submitted from 85 subjects of the Russian Federation as of 01.10.2022. The monitoring analysis showed that in 80 subjects of the Russian Federation (94.1 %), work is underway to organize accompanied accommodation. In 2022, there is an increase in the number of disabled people receiving services within the framework of accompanied accommodation to 6649 people, of which 4245 people are on educational (training) accompanied accommodation, 2404 people are on permanent accompanied accommodation.Discussion. Using the methodology of the ICF, questionnaires were developed, as well as a methodology for assessing the readiness of persons with disabilities to be accompanied when receiving services, including accompanied accommodation, carried out using them.Conclusions. The developed criteria and methodology for their use make it possible to quantify the degree of readiness of persons with disabilities and children with disabilities to be accompanied when receiving services, including accompanied accommodation, and be used in the preparation of an individual support program.
Introduction. The features of the development of infrastructures, regional resource and methodological centers for early care for children and their families in the Russian Federation, the specifics of identifying children of the target group and families in need of early care services are considered.Goal: To develop scientifically based proposals for the further development of early care for children and their families in the Russian Federation.Materials and methods: Information from Federal Statistical Observation No. 1-RP "Information on early care for children of the target group" from 85 regions of the Russian Federation (hereinafter referred to as Form No. 1 RP). General scientific methods (content analysis, analytical, system-structured, comparative, statistical) and methodological methods of systematization, comparison, generalization, interpretation using the standard Excel-7.0 software package for IBM PC are applied.The object of the study: Children from birth to three years of age who need early care services.The subject of the study: Early care services provided for children of target groups and their families in the constituent entities of the Russian Federation.Results. Organizations providing early care services operate in all 85 constituent entities of the Russian Federation. According to statistical observation, in the period 2019–2021, there is an increase in the number of organizations providing early care services (in general, an increase of 21.4% was registered in the Russian Federation), regional resource and methodological centers of early care were established in 53 constituent entities. There is an increase in the number of organizations from the healthcare sector (by 3.8%), in the education sector (by 16.5%), in the social protection of the population (by 2.3%). Early care services for children and their families are provided in 17 constituent entities of the Russian Federation by non-governmental organizations. In the Russian Federation, 75 regional resource and methodological centers for early care for children and their families have been established in 53 constituent entities of the Russian Federation, 12 of them in the field of healthcare, 27 in education, 36 in social protection of the population. The number of children assigned to the target group in the Russian Federation amounted to 248,108 people (4% of the total number of children aged from birth to the age of three). The proportion of children in need of early care services in the constituent entities of the Russian Federation in 2021 varies from 0.3% to 23.4%. According to the data of the constituent entities of the Russian Federation, as of 31.12.2021, the number of specialists providing early care services amounted to 38,484 people.Discussion. Since 2019, the constituent entities of the Russian Federation have been monitoring the state of early care for children and their families in the form of statistical observation No. 1-RP "Information on early care for children of the target group". Information is provided from 85 constituent entities of the Russian Federation. According to statistical observation data, as of 31.12.2021, 6429 organizations provide early care services in the Russian Federation. The formation and development of the infrastructure of early care services and the improvement of human resources are necessary conditions for the development of early care for children and their families in the constituent entities of the Russian Federation. There is a positive trend in the growth of the number of specialists providing early care services. The results of the analysis of the statistical form No. 1-RP allow us to assess the state and level of development of early care for children and their families in the constituent entities of the Russian Federation.Conclusions. The data from the monitoring results allow us to develop proposals for the development of early care services in the constituent entities of the Russian Federation.
