Nagy problémát jelent maga a fluktuáció jelenléte a szervezetek életében. A fluktuáció számít a humán erőforrások egyik fontos teljesítményindexének. A fluktuáció emelkedése olyan történésekre, problémákra és hibákra következtet, amelyek egy szervezet jövőbeni sikeres és effektív működését merőben gátolják. A fluktuáció kezelésére, ezért a gyakorlatban azonnali lépéseket és alkalmazható módszereket szükséges eszközölni (Boudreau,2011). A megfelelő szakmai tapasztalattal rendelkező munkavállaló meghatározóan jelentős értéket képvisel a szervezetek hatékony működésében. A fluktuációs érték ágazati bontása, rámutat arra, hogy a magánszféra vállalatainál a fizikai munkaköri csoportokban a legmagasabb mértékű a fluktuáció. Meglepő eredménye a kutatásnak, hogy a közszférában ugyanezen munkakörökben alacsony fluktuációs értékek tapasztalhatók. Viszont az is kiderül cikkünkben idézett 2017-ben elvégzett empirikus kutatásunkból, hogy ma már szokatlanul magas fluktuációs értékek (pl. 40%-os) is előfordulnak a közszférában is.Fluctuation itself means a great problem in the operation of organizations. Fluctuation is one of the main production indicator of human resources. A growth in fluctuation indicates events, problems and faults that obstruct the successful and effective operation of the organization in the future. Therefore, it is necessary to make instant steps and apply adequate methods to manage fluctuation (Boudreau, 2011). The employee possessing sufficient professional experiences bears a determinant and essential value in the efficient operation of the organization. The sectoral breakdown of the fluctuation values refers to the fact that fluctuation shows the highest values within the groups of physical positions at private companies. It is a surprising result of the research that the fluctuation values of the same positions in the public sector are low. However, our research implemented in 2017 and cited in this article made it clear that in some cases there are extreme fluctuation values (e.g. 40 percent) in the public sector, as well.
A kormányzati igazgatásról szóló 2018. évi CXXV. törvény (Kit.) paradigmaváltást hozott a közszolgálati jogban. Jelentős közjogi deregulációt és decentralizációt valósított meg. Tudatosan végigvitte ugyan a karrierrendszer lebontását, de adós maradt az új személyzeti rendszer felépítésével. A munkáltatókra bízta a személyügyi tevékenység újraszabályozását. A legfőbb kritika ezért éppen azzal szemben fogalmazható meg, ami a törvényből kimaradt. A soron következő kormányzati ciklusnak ezért az egyik legfontosabb kihívása lesz, hogy befejezze a Kit. által megkezdett átalakítást. Mindezt abban a szellemiségben tegye meg, amely összhangban áll a Kit. jogalkotói célkitűzéseivel. Mivel a decentralizációt és deregulációt alkalmazó angolszász országok előrébb járnak, s rendszeresen szembesülnek a kockázatokkal is, elsőként részletesen megvizsgáltuk, hogy ezek az országok milyen rendszerkonform megoldásokat alkalmaznak a kockázatok kezelésére. Majd ezeket is felhasználva felvázolunk egy olyan hosszú távra szóló közszolgálati HRM (humánerőforrás-menedzsment) fejlesztési keretrendszert, amely biztosítja a fejlesztések sikerességét. Így a közelmúltban megvalósított decentralizációnak és deregulációnak köszönhető rugalmasságot a szervek úgy használhatják ki, hogy közben a kockázatok kezelésére is felkészülnek. A kettő együtt biztosítja a nagyobb szervezeti hatékonyságot.
Tanulmányomban a közszolgálati minták, modellek kialakulásával, jellemzőivel, a mintaadó és mintakövető országok közötti kapcsolattal, valamint az EU-tagállamok személyzeti rendszereinek fejlődési trendjeivel foglalkozom. Ez utóbbi kapcsán vizsgálom az átmenet folyamatát a karrierrendszerekből a munkaköri rendszerekbe, valamint közjogi deregulációt. Abból a szempontból kategorizálom az egyes országokat, hogy milyen irányba fejlődnek, s az átmenet melyik szakaszában tartanak. Az országok vizsgálatához felhasználtam a Nemzeti Közszolgálati Egyetem Közszolgálati jogi és HR komplex kutatóműhelye (közszolgálati kutatóműhely) által 2018-ban végzett kutatás eredményeit, amelyeket kiegészítettem a cseh Belügyminisztérium 2020-ban készített összehasonlító elemzésével.
The development of the Hungarian Public Administration’s personnel management has been deeply impacted by the on-going global reinterpretation of the general role and significance of HR in government departments, and by the simultaneous paradigm shift in civil service. Meaning, that on the one hand Human Resources Management has become a strategic partner to leadership in human-oriented organisational development. It is able to aid the interpretation of challenges and the aim of policy reforms, planning, execution and evaluation of changes, impact assessment and reporting. On the other hand, organisational decision-making has been gaining significance, while at the same time, the centralized legal regulation has become less relevant in HRM does questions due to the deregulation of human resources management in civil service.. This tendency puts a higher emphasis on HR Knowledge Exchange Systems and knowledge-sharing methods. The HR Knowledge Exchange System and Expert Network plans with the aim of providing online and offline support to HR professionals in public administration in order to improve their HR knowledge and competencies of both offline (project-based events) and online (via Online Forum) professional communities. Combined, the HR Knowledge Exchange System and Expert Network provides support to HR professionals primarily through granting access to an online academic research database with upto- date content, forum discussions as well as face-to-face counselling in a way that fits the requirements of the current tendencies of the reorganisation process of HR functions. It also contributes to the implementation of the ‘Healthy Organisation Model’ in practice.
The most significant project of governmental HRM after 2010 has been the “Strategic Support for Succession Planning in a Competitive Civil Service”. The name of the project underlines the focus placed on enhancing competitiveness and ensuring a sustainable, continuous supply of the workforce. Neither can be pursued without data-driven HR planning, so having an HRM decision support system in place is a critical element of the improvement. This study aims to address the issue of optimal headcount with regard to both domestic and foreign context, emphasise the importance of strategic HR planning and explore its results abroad. It suggests that by establishing the new HRM system, Hungary may become a country at the forefront of public service HRM and digitalisation.
