The symbiosis of new opportunities caused by the breakthrough technologies of the digital age (“big bang-1”) and new challenges and threats caused by sanitary and epidemiological requirements of the coronavirus pandemic (“big bang-2”) leads to a reduction in the living space of an economically active person. The ability to work remotely using information and communication systems (voluntary isolation), on the one hand, and quarantine restrictions (forced isolation), on the other, lead to atomization of a person. At the same time, the time boundaries between work and leisure are being erased, leisure acquires signs of precariousness, a convergence of work and leisure takes place. The relevance of this study is due to the need for a renewed awareness of what kind of format of labor activity will be there in the pandemic and post-pandemic era. Scientific and practical significance of the study is to determine restoration vectors of humancentered, socially acceptable living space of a man of labor, which will help overcome coronacrisis in the social and labor sphere. The main result of the study is the author’s mental model of metamorphoses of labor activity as a component of the new (ab)normality of pandemic and post-pandemic eras. The research subject is the theoretical and applied principles of atomization of the living space of economically active people and the diffusion of labor under the influence of new opportunities and constraints produced by the digital economy and the challenges of the COVID-19 pandemic. The methodological basis for achieving the set goal is a systematic approach that allows avoiding the fragmentary nature of research, one-sided judgments and conclusions in the study of the interrelated phenomena of living space atomization and labor activity diffusion. The aim of the study is to form scientific ideas about transformations taking place in the field of labor and leisure in the digital age under the influence of coronacrisis. It is proved that the coronacrisis gives rise to a new type of person – an atomized one, which is being increasingly exposed to «negative» individualism influence. The study outlines the contours of the mental model of the organization of work activity in the post-COVID period based on overcoming «negative» individualism, the emergence of a new philosophy of the time, and the formation of an updated concept of leisure culture. Also, the necessity of developing a consolidated multilevel model of social and labor relations in the new socio-economic reality and scientific and applied scenario of its implementation in the system of social and labor development of Ukrainian society is substantiated.
У статті проаналізовано проблему посилення конкурентоспроможності національного ринку праці, який має стати більш привабливим для кваліфікованої робочої сили та інвесторів. З’ясовано, що основними факторами втрати ринком праці України конкурентних переваг у передвоєнні десятиліття є низька оплата праці, недостатня якість робочих місць, малі розміри фінансування науково-дослідних робіт, скорочення обсягів капітальних інвестицій, особливо у виробничий сектор економіки. Окреслено роль ринку праці у подоланні руйнівних наслідків російської воєнної агресії та пандемії Covid-19. Основними напрямами посилення його конкурентоспроможності є модернізація державної політики зайнятості, зокрема поліпшення координації з інвестиційною, грошово-кредитною, податковою політиками, політикою доходів; посилення захисту соціально-економічних прав найманих працівників; професійна і соціально-гуманітарна підготовка робочої сили.
The relevance of the paper is determined by the need to modernize social dialogue in Ukraine as a means of increasing the social responsibility of business organizations and a prerequisite for the country’s sustainable socio-economic development. The paper is aimed at reviewing and systematizing effective practices of modernization of social dialogue, which are revealed in the publications of foreign and Ukrainian scientists, high-ranking officials and public figures. These practices are considered from the standpoint of their expediency and the possibility of their implementation in the processes of social interaction of organizations of employees, employers and public authorities in Ukraine.A review of the foreign experience in organizing social dialogue convincingly demonstrates a fairly high level of efficiency in the European Union, which contributes to achieving a balance of interests of major economic actors, increasing their social responsibility. For Ukraine, it is expedient to introduce the European practice of the so-called broad approach to the organization of social dialogue, which provides for the expansion of its subjects at the expense of representatives of territorial entities, environmental, women’s, youth, cultural and other public organizations. The involvement of local governments, public and NGOs in solving the most important socio-economic problems will contribute to the spread of the practice of differentiating between social and public dialogue. In Ukraine, employee participation in corporate governance should be strengthened, access to shareholder income should be expanded, and institutional tools for regulating the collective bargaining process should be improved.
The monograph examines the theoretical, methodological and practical aspects of socio-economic development of cities in the context of decentralization. Theoretical and methodological bases of providing and forming institutional bases of social and economic development of cities are substantiated. Considerable attention is paid to identifying priority areas and ways to increase citizen participation in urban development. The strategic directions of formation of the model of sustainable social and economic development of cities are determined. For research and teaching staff, heads of state executive and local governments and specialists dealing with decentralization and socio-economic development of communities, graduate students, students majoring in 073 "Management", 281 "Public Administration", 051 "Economics", 081 "Law".
Causes and factors of the national labor market long-term turbulent and crisis state, content of theoretical and conceptual foundations of state employment policy and means of its modernization have been analyzed. The author’s vision of of the national labor market public management policy transformation with the aim of increasing its role in social and economic recovery of Ukraine in war and post-war periods has been formulated. It has been proven that the Government, local self-government bodies, and the public of Ukraine consider the problem of employment too simplistically - mainly in the context of the dynamics of unemployment, the ratio between the registered number of unemployed and vacant jobs, and the costs associated with the payment of unemployment benefits. In fact, for many years the state policy on the labor market has been shifting the emphasis from identifying and solving deep causes of crisis phenomena to attempts to overcome their external manifestations. It is proposed to modernize theoretical foundations and practical methods of state employment policy implementation, strengthen its coordination with, monetary, tax and investment policy, income policy, improve private-state partnership and, first of all, social dialogue. It has been proven that during the war period it is necessary to ensure coordination of state authorities, business and labour unions actions to direct public policy in the field of employment in order to increase motivation of employees and entrepreneurs to work honestly in the legal sector of the economy and promote development of industrial democracy and social justice. Developed proposals can be used by state authorities and local self-government bodies, employers’ organizations and labour unions, civil society institutions in the war and post-war periods. The following research methods have been applied: system analysis, scientific generalization and comparison, content analysis, induction and deduction, economic and statistical analysis.
