The monograph examines the theoretical, methodological and practical aspects of socio-economic development of cities in the context of decentralization. Theoretical and methodological bases of providing and forming institutional bases of social and economic development of cities are substantiated. Considerable attention is paid to identifying priority areas and ways to increase citizen participation in urban development. The strategic directions of formation of the model of sustainable social and economic development of cities are determined. The article deals with the acmeological aspects of responsible behavior of a specialist in the sociological profile. The professionalism of a specialist in the sociological profile is the high level of development of professional competence, individual qualities and personality traits. Professionalism is an inalienable degree to its highest quality – the level of skill in a particular activity. A specialist in the sociological profile is a mature person by all means. Acmeology considers maturity as the ability to self-improvement (physical, moral, psychic, professional) by means of self-education, self-design, self-planning, self-organization and self-organization, self-control, self-correction by a person of his own activities. The main factor of creative development of a person (specialist of sociological profile), an indispensable condition for internal education, readiness for responsible and successful activity, e education. For all representatives of socio-economic occupations inherent desire to reach the peaks in their profession through self-development. In the course of self-development on the basis of professionalism, through the strategies of cooperation, responsibility is formed: oneself, close people, microsotsium, mesosotsium, macrosiums. Responsibility is programmed by certain actions. Professional responsibility is an acmeological invariant of the specialist of the «man-man» system. The article describes the types of professional and personal development: altercentered, conventional, dominant, and research (cognitivized). The professional ethics as a system of moral requirements for the professional activity of a person are analyzed. The categories of professional ethics are: professional duty, professional responsibility, professional conscience, professional honor, professional dignity, etc. The basis of professional compliance is the actual relationship between the result of professional activity (pragmatic and psychological) and its consequences for the individual and society. Professional deprivation implies a conscientious attitude to work. A professionally responsible specialist performs his professional duties in a qualitative way. A very important factor in the successful implementation of the professional activity of a specialist in the sociological field is his responsible professional behavior, in the process of formation of which considerable factors are acquired such factors as joy – gloom, pessimism – optimism, euphoria – wisdom.
The article reveals the essence and peculiarities of the personnel reserve formation in the institution of higher education. The functionality of the personnel reserve of the modern higher school is analyzed from two viewpoints: the viewpoint of an institution of higher education (functions are information, personnel planning, resource saving, anti-crisis, regulatory) and the viewpoint of a reservist (career-orientation, motivational, developmental functions). The personnel reserve management is represented by several approaches: classical (training is tied to the competence of a particular position); the personnel reserve management in the context of the concept of talent management (development on the grounds of needs and deficits in the competence of succession pool members); synthetic (the personnel reserve is a self-organized community and a training program). The best thing is to use adaptive control technology in order to regulate relationships between members of the personnel reserve, and assist them in the implementation of professional self-development and self-improvement. Adaptive control is founded on the acme-synergic principles, as it provides favorable conditions for selforganization, self-knowledge, self-understanding, self-determination, self-prediction and self-design, self-actualization and self-realization of a person as a subject of professional activity. Main lines of work of the acme-synergic service are informational-analytical (general department); organizational-designing (prognostic department); acmeologicaltechnological (technological department); psychological (department of acme-synergic support); research (analytical department).

The purpose of the article is to characterize the features of professional training of future managers in the field of education to work in extreme conditions. The main result of the training of future heads of educational institutions (managers of education) in the master's degree is the formation of their professional competence. This integral quality of personality is manifested in the general ability and willingness to manage (especially in extreme conditions). Emphasis is placed on acmeological competence – the most important indicator of a high level of professionalism of management staff. In extreme conditions, a very important factor is the inherent nature of each manager (head of educational institution) of many acmeological invariants (managerial reflection, responsibility, empathy, professional optimism). Professional optimism is later transformed into public social optimism. Features of preparation of masters of management for educational branch are considered. In mastering the educational components, undergraduates use the acquired knowledge to implement acme-futuring – an effective tool for self-forecasting for the future. This is especially important in today's extreme conditions. Future education managers develop author's programs of personal and professional self-development and self-improvement. They are based not only on the top model of self-development, but also on the model of low self-development (tragic and anastrophic). These models emphasize the importance of taking into account the points of crisis and catharsis. In the educational process in the preparation of future masters of management in education is the development of professionalism of this category of specialists, improving their acmeological invariants, developing the ability to predict the future through the development of author's programs of personal and professional self-development and self-improvement. Predicting one's future confirms the manager's own optimistic position. Optimism is a protective factor of the individual and society from distress and a significant factor in predicting subjective well-being. A person shows social activity, full of positive expectations for the future. By mastering this acme-energetic technology, the leader is able to help other people, his subordinates to gain confidence in the future. Accordingly, on this basis, social optimism is formed as a necessary condition for society to emerge from the crisis.
