School education in Finland is considered to be one of the most progressive in Europe, so using the experience of local teachers is a relevant task for the study. The article aims to characterize the main modern trends of school education reform in Finland, based on the main globalization vectors of education system development. The study uses theoretical methods of scientific knowledge. The results analyze the main aspects of Finnish education reforming (tendencies of independence, consistency, flexibility), digitalization of Finnish school education, emphasis on practicality, personality-centered approachof learning. The conclusions note that a fundamental aspect of the Finnish education system reform is the autonomy and autonomy of teachers.
У статті на основі аналізу законодавчого регулювання модернізації фінської шкільної освіти з’ясовано, що впродовж ХІХ–ХХ століть у Фінляндській Республіці відбувалися зміни в шкільній системі освіти із застосуванням стратегічних підходів. Історіографічний пошук показав, що фінська освітня політика є динамічною та гнучкою. За результатами аналізу нормативно-правових джерел (законів, указів, програм різних років) обґрунтовано та висвітлено особливості законодавчого регулювання здійснення успішного реформування шкільної освіти у Фінляндській Республіці (1950–2010-ті рр.). Розкриті та проаналізовані провідні ідеї, які були зумовлені змінами в законодавстві, а саме: встановлення рівневої шкільної освіти та підвищення її якості, забезпечення прав на безкоштовну освіту, охарактеризовано вплив законодавчого регулювання якісних змін системи шкільної освіти у Фінляндській Республіці (1950–2010-ті рр.).
У статті висвітлено соціальні, економічні та політичні передумови реформування шкільної освіти в Фінляндській Республіці, що мали вплив на визначення нових траєкторій її розвитку. Досліджено аргументи історичного минулого шкільної освіти, де основними з них виступають суспільно-історичні процеси, які відбувалися в означених хронологічних межах, а саме розбудова ефективної освіти в незалежній державі. Проаналізовано стан дослідженості проблеми у теорії. Розкрито основні аспекти розвитку фінської шкільної освіти у наукових розвідках сучасних українських та зарубіжних дослідників. Наведено тлумачення поняттєвого апарату у філософському та педагогічному контекстах, зокрема, розкрито такі дефініції як: умова, передумова, реформа, що подано через призму різних аспектів. Висвітлено проблеми модернізації та розвитку шкільної освіти, що притаманні нині Фінляндській Республіці. Проаналізовано зміни суспільного, соціально-економічного і політичного характеру, що зумовили реформування шкільної освіти в 1990– 2010-х роках. Зазначено, що головним поштовхом до змін було подолання нерівності, здобуття освіти для всіх верств населення. З'ясовано, що соціальні передумови стосувалися того, що освіта розглядалася у руслі соціальних концепцій поступу до рівності та реалізації особистих можливостей кожного; переходу від аграрного до індустріального суспільства та скандинавської соціальної держави; внутрішньої міграції населення з сільських місцевостей у промислові райони; стрімким зрушенням соціальної сфери країни. Економічні передумови характеризувалися індустріалізацією економіки Фінляндії, стандартизацією в освіті та конкурентоспроможністю. Політичні передумови реформування шкільної освіти Фінляндської Республіки полягали у державному регулюванні розвитку освітньої системи, законотворенні в умовах глобалізації та децентралізації освіти.
The article attempts to theoretically investigate the theoretical aspects of school education reform in the Republic of Finland. According to the results of research, the stages of reforming school education in Finland are analyzed. The relationship between the needs of society to solve economic and social problems and the improvement of the education sector and the features of legal regulation of educational changes in the political and administrative environment of Finland are revealed. The relevance of the study is due to the fact that the education sector of the Republic of Finland has a high rating among the indicators of international education quality assessment systems such as PISA, PIRLS and TIMSS, which is closely related to the modernization of school education for six decades. Finnish education is characterized by quality, accessibility and innovation. Particular attention is paid to the correlation of education reform with the economic development of Finland. The stages of economic development of the country in the postwar period are presented, in particular: increasing the level of opportunities in education simultaneously with the transition from agrarian to industrial society; reforming public secondary education along with the growth of the services sector and raising the level of technology in Scandinavian society; improving the quality of basic education and improving higher education at the same time as globalizing the country. The transformation of the concept of “equality” of school education from the quantitative basis to the quality of education is revealed. Attention is paid to the main drivers in the modernization of education in the context of flexible economic change. Emphasis was placed on the fact that the leading role in economic recovery was: strong social cohesion, strong security system and educational system. Organizational and content changes, features of structural innovations in the field of education are characterized The stages of reforming Finnish school education, which are reflected in many works, in particular in the works of Pasi Sahlberg, are analyzed. Emphasis is placed on the need for consistent and flexible actions to modernize the theoretical and methodological foundations of the education sector, improve the effectiveness of structures and management in education.
