This paper aims to evaluate the sustainability of high-speed railway (HSR) construction projects in a comprehensive manner. To this end, the author established an index system, involving 4 primary indices, 9 secondary indices, and 32 tertiary indices. The analytic hierarchy process (AHP) and the unascertained measure were introduced to calculate the weights of these indices. Then, the index system was applied to evaluate the sustainability of the China's Harbin-Dalian Passenger Dedicated Line (PDL). The results show that the Harbin-Dalian PDL project achieved good results in terms of process, economic benefit, impact, and sustainability, and will bring long-term benefits in the fields of tourism, economy, and transport capacity, as well as many other fields. In spite of its good overall sustainability, the project needs to further increase its economic benefits and reduce its negative environmental impact. For this purpose, it is necessary to adopt the management mode of "separation between network and transportation" and apply noise prevention measures like noise barriers, tunnels, and overhead viaducts. This research lays a solid basis for the sustainability evaluation of HSR construction projects, and simplifies the modelling process for designers of HSR.
An index system is established for evaluating the level of sustainable development of resources-based cities, and each index is calculated based on the unascertained measure model for 11 resources-based cities in Shanxi Province in 2013 from three aspects; namely, economic, social, and resources and environment. The result shows that Taiyuan City enjoys a high level of sustainable development and integrated development of economy, society, and resources and environment. Shuozhou, Changzhi, and Jincheng have basically realized sustainable development. However, Yangquan, Linfen, Lvliang, Datong, Jinzhong, Xinzhou and Yuncheng have a low level of sustainable development and urgently require a transition. Finally, for different cities, we propose different countermeasures to improve the level of sustainable development.
In order to fully promote the industrial coordination development in Beijing, Tianjin and Hebei Province and form a development structure with rational spatial patterns and optimized allocation of various industries, this study uses the market potential model based on the new economic geography to, quantitatively analyse the market potential and spatial pattern of Beijing, Tianjin and various cities in Hebei Province from 2012 to 2019, obtains the dominant industries of Beijing, Tianjin and Hebei Province. Then, the study adopts the industrial location quotient model to perform empirical study on the industrial conditions of Beijing, Tianjin and Hebei Province and explore the location and routing problem of industrial transfer for Beijing from the perspectives of possibility and feasibility by taking into account the development objectives and positioning of the urban agglomeration in Beijing, Tianjin and Hebei Province. The following conclusions are obtained: 1) The spatial pattern of the regional market potential of Beijing, Tianjin and Hebei Province centres on Beijing and Tianjin, and the market potential gradually decreases from inside to outside. The development level of the science and technology service industry is an important factor affecting the development speed of regional economy and the formation of innovation ability and development potential of the region, and the construction of talent team is the core and foundation for the development of the science and technology service industry. To measure such ability, this paper constructed an evaluation model for the innovation and entrepreneurial ability (IEA) of college students. First, a corresponding evaluation index system was established, the quantifiable index data were subject to factor analysis, and the structural equation model was subject to regression estimation using the maximum likelihood method. Then, from multiple aspects such as the level of the colleges, the major of the students, and the gender of the students, this paper comprehensively analyzed college students’ IEA. And finally, based on one-way analysis of variance, the differences between indexes were analyzed, and a path analysis model was established to analyze the relationship between the science and technology service industry’s regional industrial scale, resource input, informatization level, spatial agglomeration degree, and college students’ IEA.
Facing the short supply of timber, China must actively improve the sustainability of its timber import from Russia. Therefore, this paper evaluates the state of China-Russia timber trade in 2002-2016, in the context of the construction of the China-Mongolia-Russia (CMR) economic corridor. Drawing on the Markov theory, the Grey prediction model was revised to predict the trade value, log volume and sawn timber volume of China's import of Russian timbers in 2017-2025. The results show that the revised Grey-Markov model was 4.53%, 2.23% and 30.08% higher than the Grey prediction model in the prediction accuracy of trade value, log import volume, and sawn timber import volume between China and Russia, respectively; that the import value will increase to USD 5.047 billion in 2025, the import volume of sawn timbers will grow steadily in 2017-2025, while the import volume of logs will decline to 6.8025 million m 3 in 2025; these trends are mainly the result of the hike in log price and tariffs in Russia. Based on the predicted results, the authors discussed about the mechanism of China-Russia timber trade, and then put forward several suggestions: both countries should pursue sustainable development, highlight the importance of infrastructure construction, establish trade associations, cultivate a favourable investment environment, and encourage technological innovations. The research findings shed new light on sustainable development in the fields of forestry and trade.
Subject reviewAiming at exploring the ecological effect of high-speed railway construction and operation, this paper establishes a green ecological assessment index system based on the concept of sustainable development, and sets up a green ecological assessment model based on unascertained measure and AHP. During the assessment process, the author firstly constructs the unascertained judgment matrix by introducing the unascertained theory, secondly determines index classification weight by AHP, and thirdly identifies the green grade according to the confidence criterion. On this basis, the author defines the green assessment grades. Then, the author carries out green ecological assessment of Beijing-Shanghai HighSpeed Railway (Xuzhou-Shanghai Section). The ecological score is 7.0089 and the resulting color is turquoise, which is consistent with the concept of sustainable development. U tom postupku autor najprije konstruira matricu neutvrđene procjene uvodeći neutvrđenu teoriju, zatim određuje težinu indeksa klasifikacije primjenom AHP, a kao treće određuje ekološki stupanj u skladu s kriterijem povjerenja. Na toj osnovi autor definira stupnjeve ekološke procjene. Zatim autor daje zelenu ekološku procjenu za željeznicu Beijing-Shanghai (dio Xuzhou-Shanghai). Ekološki omjer je 7.0089 a rezultirajuća boja je tirkizna, što je u skladu s konceptom održivog razvoja. STUDY ON POST EVALUATION OF HIGH-SPEED RAILWAY BASED ON FAHP AND MATLAB SIMULATION CALCULATION Yongzhi Chang, Suocheng DongOriginal scientific paper Targeted at constructing a scientific post-evaluation system, this paper establishes 4 first indices, 9 secondary indices, and 32 third indices on the basis of post evaluation analysis of high-speed railway construction projects. With Harbin-Dalian High-speed Railway as the object of empirical analysis, the author builds a model through the fuzzy analytic hierarchy process (FAHP), and carries out simulation calculation with Matlab. Finally, the author draws the conclusions that Harbin-Dalian High-Speed Railway gets good results. Specifically, the routes selected by survey and design are appropriate, work safety is ensured during the construction, the project operation has stimulated the GDP, the per capita GNP of residents along the high-speed railway has increased, and people's satisfaction and willingness to participate in high-speed railway projects have been improved. Nevertheless, acoustic and radiation protection measures should be adopted to improve transport efficiency, increase project revenue, and reduce the environmental pollution caused by highspeed railway operation. Naime, prikladni su putovi odabrani anketom i projektom, tijekom izgradnje osigurana je sigurnost na radu, projekt je stimulirao BDP, porastao je BDP po glavi stanovnika duž željezničke pruge te zadovoljstvo i spremnost na sudjelovanje ljudi u željezničkim projektima viskokih brzina. In order to build a scientific pre-evaluation system for the industrialization of local science and technology (sci-tech) achievements, based on the analysis of the characteristics and laws of the industrialization projects of sci-tech achievements, the pre-evaluation of the industrialization projects of sci-tech achievements at home and abroad, the importance of the pre-evaluation of the industrialization projects of local sci-tech achievements and the research methods, the pre-evaluation index system of industrialization projects of local sci-tech achievements has been established from six aspects: policy environment, technical performance, economic benefits, resource guarantee, organizational guarantee, and social benefits. The research took the smart manufacturing project in Xiqing District of Tianjin as the object of empirical analysis and applied the fuzzy analytic hierarchy process (FAHP) to comprehensively evaluate the project. The overall score of the smart manufacturing project was 87.639, and the evaluation result was good and in accordance with the actual situation. The feasibility and validity of the evaluation index system and the evaluation model are verified, the risks of economy and policy in the industrialization of sci-tech achievements are reduced, and the optimization rate of the industrialization project is improved, which provide a reliable basis for local governments to realize the industrialization of sci-tech achievements.
