Using probabilistic methods, the reliability and seismic resistance of a large-panel building on kinematic foundations (KF) at the seismic isolation site in Almaty is analyzed. The building is modeled by a nonlinear single-mass system with an experimental deformation diagram. Seismic impact is modeled by a random process with a given correlation function. To calculate probabilistic characteristics, the method of statistical tests is used (Monte-Carlo method). The seismic impact parameters are set in accordance with the “Map of the seismic zoning of the Republic of Kazakhstan” by the median values of peak accelerations. 2 accelerograms of the 1990 Baysorun earthquake were chosen as the impact model. Therefore, these accelerograms were taken as the basis for modeling the seismic effects of a random process. Generation of realizations of a stationary random process is performed by recursive filtering. The influence of the number of statistical tests (artificial accelerograms) on the accuracy of calculating the moments of the distribution function of displacements was investigated. According to the results of a Monte Carlo calculation using 5000 realizations, the reliability of the building is determined (probability of failure-free operation). Conclusions about system effectiveness of seismoisolation of kinematic type for the influence specified like buildings at regional parameters are drawn.

There is a special polygon to study the seismic insulating properties of buildings in Almaty. In 1989, stations of engineering seismometric service were installed on three constructed houses with the same supra-foundation part (9-storeyed large-panel houses), but with different foundations: conventional strip foundations with a system of cross strips, seismically isolating kinematic foundations and supports with PTFE gaskets. In the Republic of Kazakhstan, over 40 houses on kinematic foundations were built in Almaty. During the earthquake on August 16, 2014, instrumental records of the indicated earthquake were obtained. These instrumental records formed a very convenient for studying sample out of 10 accelerograms – they were obtained on the analogue house and two buildings with seismically isolating foundations. It has been established that the magnitudes of the acceleration at the level of the 9th floor in seismically isolated buildings are 47% less than the similar value in the building on a strip foundation. The maximum values of the spectral acceleration for seismically isolating buildings at the level of the 9th floor are 1.2 times less than the same value for FT, and 2.4 times for KF.

With budget funding for two years in 2017-2018, the total certification of the housing stock of multi-apartment buildings was carried out for the first time. A total of 8,171 buildings were entered into the database, of which 1,847 are multi-storey frame buildings of various storeys and design solutions. It is established that 1628 frame buildings are earthquake-resistant, 59-buildings with the first flexible floor are non-earthquake-resistant and 160-are located in the zone of tectonic faults on the territory of the city. The hypothesis is accepted that buildings located in the zone of tectonic faults will be destroyed. Under these conditions, quantitative estimates of the failure probability and reliability values for frame buildings of various types were obtained for the first time. The frequency of earthquakes is taken into account according to the current "Map of seismic zoning of the Republic of Kazakhstan". The results of the reliability and failure estimates are used for practical recommendations to reduce the risk and expected losses in possible earthquakes. Total reinforcement of frame buildings with the first flexible floors (59 buildings) is proposed. However, the conditional probability of failure for a group of residential frame buildings will remain nonzero. The method of amplification should be determined based on the results of experimental studies.

Under the agreement with the city authorities, in 2017-2018, for the first time, a full certification of the housing stock of apartment buildings was carried out. 2658 multi-storey large-panel buildings of various storeys from 2 to 9 floors were entered into the database. Based on the results of certification, quantitative estimates of the probability of failure and reliability for large-panel buildings of various types were obtained for the first time. The frequency of earthquakes is taken into account according to the current "Map of seismic zoning of the Republic of Kazakhstan". The reliability value is obtained for the entire group of large-panel buildings. It was revealed that large-panel buildings with the first flexible or brick floor are not earthquakeresistant. The results of the reliability and failure estimates are used for practical recommendations to reduce the risk and expected losses in possible earthquakes. It is proposed to strengthen largepanel buildings with the first flexible or brick floor (33 buildings). The method of strengthening should be determined by special studies.

To study the seismic properties of buildings in Almaty, a special test site operates. It includes buildings with conventional strip foundations with a system of cross belts and seismic support of 2 types. The landfill buildings were previously tested under static and dynamic influences. With the use of real accelerograms of earthquakes, a forecast of the behavior of a seismically isolated house on kinematic foundations under seismic influences has been carried out. The seismic impact is represented by a set of real accelerograms of strong, mainly Californian earthquakes. The hearts depths and magnitudes correspond to possible Almaty earthquakes. Two design schemes of a seismically isolated building are considered - single-mass and 10-mass dynamic building models. It is shown that the magnitudes of displacements in the kinematic foundations (KF) level obtained by two dynamic models usually differ within 5-10%. Therefore, the calculation of seismically isolated buildings can be applied to a single-mass non-linear dynamic model. A linear regression connection was obtained between the values of acceleration at the base and displacements at the level of the foundation. For the values of acceleration according to the new "Map of seismic zoning of the Republic of Kazakhstan" were obtained the predicted values of displacement at the level of the kinematic support of the order of 8.0-11.5 cm.
