Este artigo define critérios objetivando avaliar graus de implementação da Política Nacional de Recursos Hídricos (PNRH) em duas escalas de planejamento: uma bacia de rio de domínio da União (nível macro) e uma sub-bacia de rio de domínio estadual (nível micro). Sete critérios são propostos: cinco instrumentos de gestão (Lei no 9433/97) – outorga; cobrança; sistemas de informações, planos de recursos hídricos e enquadramento e duas condições de participação pública e gestão de conflitos – existência e atuação dos comitês de bacia e incidência de conflitos pelo uso da água. Cinco categorias de graus de implementação foram definidas: Muito Alto, Alto, Médio, Baixo e Muito Baixo. A metodologia foi aplicada à Bacia Hidrográfica do rio São Francisco e à sua sub-bacia do rio Salitre (BA). A análise mostra diferentes graus de implementação da PNRH em função da escala de planejamento (União ou Estado) e do critério analisado, apontando a necessidade de ações de gestão para apoiar a tomada de decisão em distintas escalas de planejamento.
Para tentar mitigar ou eliminar os impactos negativos causados, sobretudo em se tratando de meio ambiente, entre o final do século XX e início do século XXI, surgiram os conceitos de gestão ambiental e desenvolvimento sustentável. Tais conceituações não buscam a conservação ambiental em detrimento do desenvolvimento da economia e do aumento dos problemas sociais, mas defende que haja um equilíbrio entre os três pilares. Para tanto, são retratados nesta coletânea mais de 30 capítulos voltados para o diagnóstico das condições ambientais na atualidade, que demonstram o quanto as ações antrópicas estão modificando o meio, com poucas ações que visam à preservação deste. Em contrapartida, são apresentadas tecnologias que, se aplicadas em larga escala, tendem a reduzir drasticamente os impactos na exploração de recursos ambientais como também nos níveis de poluição causados. Tais tecnologias, quando aliadas à uma gestão ambiental eficiente por parte dos tomadores de decisão, tendem a alcançar o objetivo proposto pelo desenvolvimento sustentável e assim mitigar muitos dos problemas ambientais e sociais crescentes. Diante do exposto, surgiu a necessidade da publicação de um terceiro volume para compor a coletânea “Meio ambiente e sustentabilidade: pesquisa, reflexões e diálogos emergentes”, que tem como motivação dispor um conteúdo acadêmico de grande relevância para impulsionar os leitores e outros pesquisadores a abordar cada vez mais temáticas que buscam a preservação ambiental.
