The rehabilitate degraded watersheds efforts at the national level tends to ineffective, due to the lack of synergy between stakeholders and community involvement. This paper aims to give an idea that planning for rehabilitation of degraded watersheds can be started from the community level, through the involvement of the community in spatial planning. It can be done by integrating watershed and administration unit with participatory mapping method. From two locations in Central Java and West Nusa Tenggara, it shows that participatory mapping could be implemented as a method to identify existing land use, land cover and finding the problem in their environment. Furthermore, spatial planning can be developed together by the community in different village but in the same watershed area.
Kecamatan pangalengan di Kabupaten Bandung adalah salah satu wilayah yang mengalami kerusakan cukup parah akibat gempa bumi yang terjadi 2 September 2009 dengan episentrum di selatan Tasikmalaya. Dampaknya terlihat di beberapa tempat mengalami kerusakan bangunan mulai dari tingkatan hancur sampai rusak ringan. Berdasarkan kejadian tersebut terdapat permasalahan yang dapat dikaji mengapa Kecamatan Pangalengan mengalami kerusakan cukup parah dibandingkan dengan kecamatan lain yang berdekatan. Setelah di kaji ternyata kondisi fisik lahan Kecamatan Pangalengan secara geologis rawan terhadap ancaman bencana gempa bumi. Berdasarkan penilaian "land capabilty rating " termasuk lahan kurang stabil dengan tipologi kawasan rawan bencana gempa bumi tipe C (Kepmen PU No.21 Tahun 2007) terdapat lebih dari 2 faktor yang saling melemahkan. Jenis batuan dengan sifat fisik lemah, dekat dengan zona sesar, kemiringan lereng curam dan intensitas gempa tinggi. Selain kondisi lahan rawan secara geologis, faktor sosial turut memberikan andil terhadap tingkat kerusakan, yaitu kondisi rumah tidak ramah gempa, pola pemukiman mengelompok, tingkat kepadatan penduduk dan pengetahuan masyarakat tentang bencana yang masih kurang. Untuk mengurangi resiko bencana di masa yang akan datang perlu meningkatkan kesiapsiagaan masyarakat dan penataan kawasan Pangalengan pasca terjanya bencana berbasis mitigasi bencana. Gempa bumi yang diikuti tsunami di lepas pantai barat Nangroe Aceh Darussalam pada penghujung Desember 2004 yang telah menyebabkan jatuhnya korban manusia lebih dari 150.000 jiwa di beberapa negara yang berbatasan dengan Samudera Hindia. Isak tangis, haru biru dan air mata yang belum kering karena bencana di NAD, tiga bulan berikutnya, tepatnya pada akhir Maret 2005 Nias juga telah diguncang gempa bumi yang kekuatannya tidak terlalu jauh bila dibandingkan dengan di Aceh. Tak cukup sampai disitu saja, daerah-daerah lain di Pulau Sumatera dan Jawa kemudian disusul dengan terjadinya gempa tektonik, seperti Padang, Palembang, dan bahkan juga Kota Bandung. Pembicaraan gempa belum selesai, pada April 2005 pun republik ini dikejutkan dengan adanya beberapa gunungapi yang aktifitas vulkaniknya mengalami peningkatan. Akibat rentetan peristiwa di atas, istilah-istilah gempa, tsunami, daerah patahan, subduksi, epicenter serta erupsi saat ini menjadi istilah yang sangat populis di kalangan penduduk Indonesia ! Namun demikian, meski gempa bumi merupakan peristiwa biasa mengingat posisi geologis Indonesia yang berada pada jalur subduksi antar lempeng litosfera, pada saatnya terjadi gempa masyarakat kita seperti menghadapi peristiwa baru. Seringnya terjadi gempa, sejatinya dapat dijadikan pelajaran berarti untuk menentukan sikap positif jika suatu saat terjadi lagi. Bahkan, disisi lain, dunia pendidikanpun digugat, karena belum mampu memberikan pencerahan yang mencerdaskan, sehingga ada sebagian stakeholders pendidikan yang merasa perlu memasukan pendidikan kebencanaan melalui struktur kurikulum nasional. Mencermati karakteristik serta ruang lingkup esensi keilmuannya, sejatinya pembelajaran geografi dapat menjadi wahana pencerdasan dalam menghadapi bayaha gempa bumi dan bencana lainnya.
