This paper aims to analyze EU foreign aid for development and the environment. To achieve this goal, the author describes the EU-Indonesia diplomatic relations in development and the environment and the implications of foreign aid for Indonesia’s environmental policy. This paper uses qualitative research methods by exploring indirect data sources derived from documentation studies and searching data through the internet. The theory used in this paper is Dependency Development Theory and Environmental Security. This paper finds that foreign aid from the European Union poses a dilemma for Indonesia, where on the one hand foreign assistance is needed for environmental development and maintenance, as well as poverty alleviation and socio-political inequality at the current global level. On the other hand, the strengthening of foreign aid in developing countries, especially in Indonesia, has led to Indonesia’s dependence on the European Union. Several foreign aids have been prioritized for the maintenance of Indonesia’s biological resources, which are one of the lungs of the world. This certainly has a positive impact in the midst of other types of impacts that are increasingly massive developments in developed countries which have negative effects on the environment.Keywords: Foreign Aid, Indonesia, Environmental Security, Development, European Union. AbstrakTulisan ini bertujuan untuk menganalisis bantuan asing Uni Eropa bagi pembangunan dan lingkungan. Untuk mencapai tujuan tersebut, penulis memaparkan mengenai hubungan diplomatik Uni Eropa-Indonesia dalam pembangunan dan lingkungan dan implikasi bantuan asing bagi kebijakan Indonesia di bidang lingkungan. Tulisan ini menggunakan metode penelitian kualitatif dengan menggali sumber data tidak langsung yang berasal dari studi dokumentasi dan penelusuran data melalui internet. Teori yang digunakan dalam tulisan ini adalah Teori Pembangunan Dependensia dan Keamanan Lingkungan. Tulisan ini menemukan bahwa bantuan asing dari Uni Eropa memberikan dilemma bagi Indonesia, dimana pada satu sisi bantuan asing diperlukan bagi pembangunan dan pemeliharaan lingkungan, serta pengentasan kemiskinan dan ketidaksetaraan sosial-politik di level global saat ini. Namun di sisi lain menguatnya bantuan asing di negara berkembang khususnya di Indonesia menimbulkan ketergantungan Indonesia terhadap Uni Eropa. Beberapa bantuan asing justru diprioritaskan bagi pemeliharaan sumberdaya hayati Indonesia yang menjadi salah satu dari paru-paru dunia. Hal ini tentunya memberikan dampak positif di tengah-tengah jenis dampak lainnya semakin massifnya pembangunan di negara-negara maju yang menimbulkan efek negatif bagi lingkungan.Kata Kunci: Bantuan Asing, Indonesia, Keamanan Lingkungan, Pembangunan, Uni Eropa.
The ASEAN Free Trade Area (AFTA) is the first step towards economic liberalization in Southeast Asia. Through AFTA, ASEAN member countries reduce to abolish tariffs on certain products in regional trade schemes. AFTA is a facility for the government to regulate what products will be exported and imported in accordance with applicable tariff rules, it makes the community very dependent on the government and large companies for these products. As technology develops and Southeast Asia's population grows, a digital era is formed in the trade sector that promotes more dynamic e-commerce. E-commerce makes people not dependent on the government and more independent in regional markets. Because it covers each individual and MSME with the convenience of digitalized cross-border transactions. The existence of e-commerce caused the trend to change, from where initially the community was very dependent on the government to becoming independent of the products set by the government. This study uses a qualitative-descriptive method with data collection techniques from literature studies from books, journals, official websites, and so on. The results of the study indicate that there has been a change in the trend of trade in ASEAN. This trend is due to the occurrence of digital transformation which provides opportunities for the MSME community to enter regional and global trade. Participation in regional trade in ASEAN is not only followed by state actors but also enlivened by non-state actors, especially all levels of ASEAN society who take advantage of developing e-commerce platforms. Fenomena ancaman nir militer yang saat ini tengah menjadi perhatian seluruh pihak di dunia termasuk di Indonesia salah satunya adalah penyebaran penyakit menular sebagai bagian dari ancaman keamanan kesehatan. Hal ini dapat disebabkan oleh pesatnya perkembangan transportasi sehingga setiap negara di dunia termasuk Indonesia dihadapkan pada upaya peningkatan keamanan kesehatan di salah satu pintu masuk negara yaitu Bandara Internasional Halim Perdanakusuma. Terdapat dua instansi di Bandara Halim Perdanakusuma yang dapat mencegah penyakit menular, yaitu RSAU dr. Esnawan Antariksa dan KKP wilayah kerja Halim Perdanakusuma. Riset ini bertujuan untuk mengidentifikasi dan menganalisis sinergitas RSAU dr. Esnawan Antariksa dan KKP wilayah kerja Halim Perdanakusuma dalam menghadapi ancaman keamanan kesehatan dari adanya potensi penyakit menular. Metode yang digunakan dalam riset ini adalah metode kualitatif dengan pendekatan studi kasus. Pengumpulan data dilakukan dengan melakukan wawancara terhadap sejumlah informan, studi dokumentasi dan observasi. Riset ini menunjukkan bahwa sinergitas RSAU dr. Esnawan Antariksa dan KKP wilayah kerja Halim Perdanakusuma dalam menghadapi ancaman kesehatan dari penyebaran penyakit menular sudah terjalin namun belum berjalan optimal. Sinergitas ini dilihat dari adanya pembagian tugas pada saat terdapat pengiriman anggota TNI untuk melaksanakan misi PBB ke luar negeri, sementara terkait pemeriksaan bagi sipil, baik penerbangan komersial atau charter masih belum terlaksana dengan baik.
This article aims to understand paradiplomacy practices in Indonesia by identifying the characteristics of Aceh's paradiplomacy and reviewing it comparatively with the paradiplomacy of Quebec, Canada. The data was collected by documentation study, interview, and literature search. The practice of paradiplomacy in Indonesia is framed in a unitary state system in which the central government still dominates regional foreign activities and the regional awareness for the need of foreign relations is still minimal. This is different from the Province of Quebec in Canada wherein Quebec is one of the most active provinces to take part abroad for the fulfillment of their regional interests. We conclude that the characteristics of paradiplomacy are determined by the institutionalization of paradiplomacy in the regions and the pattern of relations between the central and regional government which usually refers to the form of the state whether unitary or federalist.
