The article is devoted to the study of aspects that affect the social vulnerability of the population of the Carpathian region. The resource provision of domestic households in the focus of social vulnerability was analyzed, which included the analysis of such indicators as wages, income from entrepreneurial activity, protected resources of the social sphere in monetary terms. A review of the available statistical data made it possible to formulate the negative trends that occurred over the last decade in the structure of resource provision of domestic households. The increase in the share of wages in the incomes of households in the Carpathian region is negatively perceived, which is substantiated by relevant explanations. In particular, the general reduction of state social payments to the population was critically assessed, in connection with which significant attention was paid to the definition of the living wage, which serves as the basis for calculating these payments and other state charges. Attention is paid to the issue of preschool education in the Carpathian region; formulated how households with children of preschool age constitute one of the most socially vulnerable groups of the country’s population. The protracted processes of external migration, which are characteristic of the Carpathian region, and which lead unequivocally to destructive demographic distortions in it, are also emphasized. Based on the given data, we can talk about the existence or development of “unhealthy” socio-economic processes that affect the way of life of the local population of the Carpathian region and that will determine the development trends of the region in the nearest medium-term perspective. It is noted that today the issue of social vulnerability of Ukrainians is exacerbated even more by the full-scale war with Russia, so the request to develop a better toolkit for analyzing resource provision and population needs becomes urgent.
In recent years, the scale of labor and educational migration from Ukraine has been growing, usually transforming into permanent migration (resettlement). Such situation leads to the threat of demographic and socio-economic development of our country and requires effective mechanisms for regulating migration. The development of such mechanisms needs the study of motives forcing people to migrate. The article is devoted to the investigation of motivational bases of young people’s migration activity in Ukraine’s Carpathian region. According to the results of a sociological survey of young people, a low level of potential internal migration was revealed. At the same time, attitudes for migration abroad are spread enough. The paper reveals that high level of wages and an availability of a job are the main motives for both internal and external possible migration movements. According to the respondents’ opinion, these factors could also deter young people from moving abroad. In addition, the lack of stability and confidence in the future, as well as insufficient opportunities for professional realization, poor working conditions are important motives for possible movement abroad for permanent residence. The study revealed some features of certain regions. Thus, the youth of Zakarpattia region more often, compared to respondents from other regions, chose the following push factors: low wages; lack of stability and confidence in the future; high level of corruption. The lack of work in Ukraine worries mostly respondents from Ivano-Frankivsk region. Chernivtsi region is distinguished by the highest share of those who could be motivated for permanent migration by housing problems. According to the assessment of students and pupils of higher and vocational education institutions, the level of the average salary, which could slow down the mass emigration of young people abroad, has been determined. It is about 800 euros. Persons who would not move abroad under any circumstances make up less than 10% of respondents. The results of the study confirm the need to develop effective mechanisms for regulating the migration activity of young people at the regional and state levels.
У дослідженні обґрунтовано актуальність значущих завдань проактивної політики упередження та усунення проблем соціальної вразливості населення в Україні та за кордоном в умовах російсько-української війни, реалізація якої дозволить зберегти людський капітал країни як умови існування нації і ресурсного забезпечення подальшого відновлення економіки, соціальної системи і їх людського потенціалу. Наголошено, що подолання проблем соціальної вразливості населення в середовищі війни дозволить покращити і пришвидшити процеси європейської інтеграції включно з мотивацією європейців до інклюзії України, для якої характерний потужний інтелектуально-кадровий ресурс та людський потенціал, здатний стабілізувати низку системних демографічно-міграційних та працересурсних проблем. Виділено значну актуальність в Україні розроблення комплексної методики дослідження соціальної вразливості населення, а особливо враховуючи тенденції російсько-української війни. Проведено дослідження новітніх викликів та загроз, які сформувалися унаслідок російської агресії та призвели до порушення стійкості соціально-економічної системи України. Сформовано висновки про ймовірність значних кон’юнктурних зрушень, галузевих дисбалансів і регіональних диспропорцій у контексті намічених та нових очікуваних тенденцій впливу війни на соціальну вразливість населення та загострення проблеми збереження й ефективного використання людського капіталу країни. Наголошено, що окремими аспектами соціальної вразливості в умовах війни стали безробіття та втрата доходів значної частини населення України і загострення нерівності за доходами; неконтрольоване поширення міграції бізнесу до окремих її регіонів і з України до країн ЄС, а також неоптимальна структура організаційно-економічних механізмів підтримки релокованого та місцевого бізнесу. Накреслено підходи щодо конструювання інструментарію політики зниження соціальної вразливості населення та збереження людського капіталу України в системі забезпечення підтримки євроінтеграційних прагнень країни в умовах війни.
Анотація. У статті проаналізовано демографічну ситуацію в Україні. Визначено позитивні та негативні наслідки міжнародної мобільності населення на демографічний розвиток України. Авторами екстрапольовано чисельність населення України за умови незмінних показників народжуваності, тривалості життя та міграції. Увагу акцентовано заходам протидії демографічним втратам України. Запропоновано систему заходів організаційного характеру щодо нейтралізації загроз демографічного розвитку. Наголошено на необхідності удосконалення міграційної політики за умов врахування міграційних проблем у стратегічному плануванні. Ключові слова: міграція, мігрант, нелегальна міграція, міждержавна міграція, державна міграційна політика, демографічний потенціал Постановка проблеми. Враховуючи несприятливу демографічну ситуацію в країні, стрімке старіння населення і невідворотний в недалекому майбутньому дефіцит робочої сили, міграційними викликами і загрозами нехтувати не можна. Через збільшення обсягів міграції за кордон нагальними видається, по-перше, підтримати модель циркулярної міграції, що склалася стихійно, в надії можливого кінцевого повернення мігрантів на Батьківщину, а, по-друге, забезпечити легальне працевлаштування українських мігрантів за кордоном, недискримінацію та дотримання їхніх прав, зокрема у сфері соціального забезпечення.
