The article addresses the mechanism to raise the competitiveness and attractiveness of the Russian higher education in the international educational market through the development of educational services exporting. Currently, the Russian universities have made progress in international students engagement. According to date for 2021, there are 310 thousand of international students studying at Russian universities, which is approximately 8% of the total amount of students. These figures have been achieved due to the large national strategic projects implementation in the sphere of higher education internationalization. In 2021, the Government of the Russian Federation set a new goal to increase the number of international students motivated to study at Russian universities by 50 per cent. In the conditions of the COVID-19 pandemic, achieving the target figures is possible with the use of the modern tools for the university brand promotion in the world educational space.
События, происходящие в настоящее время, время расширения цифровизации социальной и экономической жизни, изменяют не только труд, выступающий важнейшим экономическим и хозяйственным ресурсом, и основополагающим социальным институтом, но и систему социально-трудовых отношений. Вместе с тем до сих пор требуется теоретическое осмысление таких терминов как “трудовые отношения”, “социально-трудовые отношения”, так и их толкование на уровне локальных территориальных образований, где, собственно говоря, и разворачивается весь комплекс социальных и трудовых отношений. В настоящей статье проведён анализ как встречающихся в литературе толкований терминов “трудовые отношения”, “социально-трудовые отношения”, так и основных признаков муниципального образования в свете действующего российского законодательства. В результате анализа сформировано авторское толкование термина “социально-трудовые отношения” как взаимодействие и взаимозависимость субъектов данных отношений, которые формируются и развиваются на объективном и субъективном уровнях в процессе трудовой деятельности по поводу её социально-экономического целевого наполнения, включая её результаты, влияя на условия данной деятельности и способствуя или препятствуя самореализации работника, использованию приобретённых профессиональных, организаторских, моральных и иных его способностей, сконцентрированных в представлениях о человеческом капитале. Предлагается также рассматривать муниципальное образование как политическую форму организации муниципального сообщества, складывающуюся ак результат формирования данным сообществом системы местного самоуправления в целях решения вопросов местного значения и обладающую рядом основных признаков. В рамках обсуждения поставленных вопросов предлагается рассматривать муниципальное образование как определённое социально-экономическое пространство и предлагается определённое видение системы социально-трудовых отношений на муниципальном уровне.
The presented paper is relevant, as it presents the results of fatigue tests of titanium alloy. The purpose of the article is to describe the use of the hypothesis of linear damage summation when processing the results of fatigue tests. In the study, the authors used empirical methods such as indirect observation of the object under study, description, and measurement of technical influences exerted on it by an artificial means. The linear regression analysis to establish the relationship between stress and durability was also used. The endurance limit of the titanium alloy was determined, which lies in the range from 460 to 480 MPa with the number of cycles from 105 to 108. It was concluded that the use of the linear damage summation hypothesis in processing the results of fatigue tests entails a satisfactory practical accuracy of the calculation of endurance limit
