Esta pesquisa tem como objetivo identificar as especificidades dos subprocessos de gestão de pessoas (GP) por parte das organizações contratantes de egressos do sistema prisional no estado do Ceará. A relevância dessa temática se deve à importância de obter um conhecimento mais aprofundado sobre a gestão dos egressos pelas organizações devido ao impacto social das práticas. O estudo é qualitativo e descritivo, por meio de abordagem bibliográfica e documental. Foi realizado um estudo de caso múltiplo junto a três organizações cearenses com entrevistas semiestruturadas com os responsáveis pela gestão dos egressos nas organizações, que detalharam os processos de recrutamento e seleção, treinamento, avaliação, remuneração e benefícios, e demissão. Os resultados obtidos apontam que, mesmo com os incentivos governamentais relativos aos encargos trabalhistas, poucas organizações aderem aos programas de inserção de egressos. As oportunidades de trabalho se concentram em atividades de baixa complexidade; os critérios de seleção para o trabalho baseiam-se em aspectos comportamentais e menos em competências profissionais; os programas de treinamentos são incipientes, com base, apenas, em treinamento introdutório; a avaliação de desempenho é constituída, basicamente, pelo controle da assiduidade; a remuneração e os benefícios atendem aos requisitos mínimos exigidos por lei; e a demissão se baseia em aspectos contratuais e como punição pelo absenteísmo. Notou-se, ainda, que com maior profissionalização e acompanhamento, as organizações poderão, além de usufruir dos incentivos governamentais, cumprir um importante papel de socialmente responsáveis, auferindo melhores resultados quanto à produtividade e ganhos de imagem.
This paper aims to analyze the implementation of PBQP-H and the Brazilian standard of performance to residential building (ABNT NBR 15.575) in small business of construction sector. This can help to understand the status of implementation of these two milestones of quality improvement for the building construction sector in Brazil, due to the lack of studies focused on this specific sector. Through multiple case study, improvements in the internal process were identified, evidencing the positive contributions of PBQP-H to achieve the performance required by the ABNT NBR 15.575. The interviewed also quoted positive impacts such as cost saving, time reducing and benefits to customers and end users. Finally, the study conclude that the low adherence of PQBP-H is still related to the poor view of managers, who interpret investments in quality only as certification costs.
