Результаты и дискуссия. Проводится сравнительный анализ динамики патентования в Российской Федерации и за рубежом в разрезе технологических направлений, приводятся примеры расчета и применения индекса относительной специализации в построении технологического атласа патентной специализации. На сегодняшний день отечественными фондами поддержки научной, научно-технической и инновационной деятельности недостаточно активно используется патентная информация с целью технологического прогнозирования, необходимого для формирования конкурсных линеек поддержки научных проектов на перспективу. Это, в свою очередь, может привести к неэффективному расходованию их инвестиционных средств. Заключение. Авторами разработан технологический атлас патентной специализации (по выданным патентам) на основе индекса патентной специализации, который может быть использован как фондами научной, научно-технической и инновационной деятельности при принятии стратегически важных решений в процессе выявления инвестиционных приоритетов, так и грантополучателями на этапе проектирования технологических решений. На основании проведенного исследования была составлена матрица рейтинга стран по индексу RSI по каждой из технологических областей, которая позволяет определить место 10 стран-лидеров патентной активности в рейтинге стран по индексу RSI в разрезе технологических областей. Introduction. The purpose of this study is to determine the position of the Russian Federation in international rankings through a comparative analysis of its performance, on the one hand, and the performance of the world’s leading nations, on the other hand. This will facilitate the subsequent development of governance decisions in areas requiring close attention from the state. Methods. We used the following research tools: methods of statistical data grouping and comparative analysis, as well as formal logical methods. Results and Discussion. Since 2014, various factors (foreign policy, economics, the geopolitical situation, volatile prices in the oil market and the instability of the national currency) have been fuelling the crisis in the national economy, which has led to a decrease in Russia’s position in international rankings. After some adaptation to external factors and a partial economic recovery in 2018—2020, Russia’s position has levelled off somewhat, but the pre-crisis results are yet to be achieved. The results of the study have revealed a positive overall trend, with the most significant progress in those rankings that characterise the competitiveness of the national economy. Conclusion. The research results are of practical importance and can be used for adjusting the policy of Russia’s advancement in science and technology.
Introduction. Analysis of indicators reflecting the research and development sector financing and their performance assessment demonstrated the need to improve the extrabudgetary fund-raising mechanisms for the domestic research and development sector, due to a significant gap between Russia and the leading countries of the world in this area. Methods. The assessment was carried out using the algorithm developed by the authors on the basis of a variety of regulatory legal acts of the Government of the Russian Federation. The regulatory elaboration coefficients calculation of extrabudgetary fund-raising mechanisms based on an integral scoring assessment provided for identifying the most effective and ineffective tools. The study was carried out using comparative analysis, economic and mathematical methods in the comparative analysis of countries and indicators, deductive and inductive analysis of the scientific literature on the topic under study, as well as using the generally accepted principles of statistical analysis and a systematic approach to the analysis of the issues involved, using analogy and aggregation of the obtained results. Results and Discussion. High dependence of R&D financing on budget allocations and scarcity of applicable mechanisms was revealed, inter alia, due to the insufficient development of the range of tools in a number of cases. The key risks and impediments to extrabudgetary fund-raising for the research and development sector: the mismatch of the mechanisms with the R&D life cycle and the low demand for scientific results by the real sector of the economy. We worded eight specific proposals to improve the extrabudgetary fund-raising and accounting mechanisms that make it possible to expand the range of tools used. Conclusion. The results of the study can be taken into account for when laying out approaches to developing the accounting mechanisms of extrabudgetary fund-raising sources in the R&D sector within the ongoing activities in government programs and projects aimed at the scientific and technological development of the Russian Federation, as well as for new extrabudgetary fund-raising mechanisms for the research and development sector.
In the current difficult situation in foreign policy there is a gradual change in Russia in the structure of the tourist flows; analysts have noted an increase in demand for domestic tourism. The author considers the prospects for further development of domestic tourism in the Russian Federation, taking into account the fact that in today´s world, the migration of values and the economy acquire a new direction. Recognition of individual impressions of economic proposals is a pledge for economic growth in the future. Jeremy Rifkin believes that the demand for labor in the service sector will fall, as in the past, thanks to the automation and higher productivity, but it will not lead to a general unemployment. There will be new proposals; there will be a new wave of economic activity that will provide unprecedented opportunities for career growth and welfare. Those companies who are aware of the transition are taking place to a new kind of economy and effectively react to it. It will be easy to resist forced down prices and create a qualitatively new consumer value. The author gives examples of the activity of Russian cities and regions in the tourism sector, which are increasingly taking on the traits of the new economy of experiences. Tourism products cease to be a massive and standardized at the forefront personalization. Travel companies are developing new routes with the new fashion trends. More actively developed are new types of tourism: ecological, extreme, event, gastronomic, etc. Modern consumers are acutely aware of their aesthetic and cognitive needs, demands from enterprises in the tourism and hospitality innovative offers, seeking new experiences. Consequently, they become important new economic factor that deserves attention in the tourism industry. Marketers engaged in promoting goods and services, develop new tools in the industry of experience marketing, acting not only on the mind of the consumer, but on their feelings, trying to hurt "for a living." That is why the travel agencies that implement tours, rely on memories and pleasant emotions and souvenirs reinforce the brightest and most pleasant moments of the trip. The author has set the task to identify the Russian trends in the transition to an economy of experiences and organize the domestic experience of regional marketing in the new format.
