This study addresses factors associated with active (corruption) and passive (inefficiency) waste that occur in the process of public management and focuses on public health expenditure. Seeking to draw attention to the occurrence of passive waste, this study investigated the following question: what factors of active and passive waste are associated with irregularities in the management of the funds allocated by the Federal Government to Brazilian municipalities for healthcare in 2010? Empirical evidence relating to 102 audited municipalities was obtained from the audit reports of the Office of the Comptroller General (Controladoria Geral da União -CGU), which was established in 2010. Three variables were analyzed for the identification of active waste, and 17 variables were used for passive waste. Data pertaining to the variables were subjected to factor analysis and grouped into factors statistically associated with irregularities in the management of public health funds in the audited municipalities. For active waste, the study results did not show an adequate level of significance, whereas for passive waste, three factors were identified: Factor 1, Administrative Inadequacy, which included the variables "non-payment of taxes", "non-occurrence of matching funds" and "mismanagement"; Factor 2, Weak Supervision, which included the variables "lack of or poor performance of the council" and "fractional bidding" and Factor 3, Low Level of Compliance, which included the variables "irregular bidding" and "irregularities not related to the mayor". The main conclusion of the study is the identification of the need to implement governance mechanisms in the public sector that could reduce active and passive waste.
BackgroundThe incidence of malaria in the Amazon basin is closely related to social inequalities, given that precarious economic and socio-environmental conditions represent favourable factors for the transmission of the disease in tropical regions, such as the Brazilian state of Pará. In the present study, an association was found between the variation in a quality of life index (QLI), based on the socioeconomic differences between the municipalities of this state, and the risk of contracting malaria, based on the Annual Parasitic Index (API), with the primary objective of providing guidelines for the development of effective strategies for the control of the disease.MethodsThe API scores for the years between 2003 and 2011 were collected from the Brazilian Ministry of Health’s DATASUS database, and socioeconomic data for the 143 municipalities of Pará were obtained from the 2010 census. The data were analysed using multivariate factorial and correspondence techniques.ResultsThe QLI was calculated for each municipality, of which, 69.23% were classified as having a poor or regular quality of life. The municipalities with poor QLI scores also presented moderate to high rates of malaria, with probabilities of 80.97% and 95.13%, respectively, while those with good QLI scores had low rates of malaria, with a probability of 79.24%. The results indicated a concentration of malaria in the south-west of the state of Pará, with an increase of 8.82% in the incidence of the disease over the study period, and the northeastern and Marajó mesoregions, where there was an increase of over 90%. In south-eastern Pará, by contrast, there was a marked reduction (78%) in the incidence of the disease, reflecting the heterogeneous distribution of malaria among the different municipalities and mesoregions of the state, especially those with moderate to high risk of transmission.ConclusionsThese findings confirm that malaria is endemic to Pará and is typical of the state’s poorest areas, and that the distribution of the disease within the state indicates an intimate relationship with the living conditions of the population, affecting primarily the economically less privileged sectors of the society.
A atividade florestal na Amazônia gera grandes quantidades de resíduos, desde a exploração florestal até o beneficiamento das toras, sendo a carbonização uma alternativa potencial para mitigar este passivo. Entretanto, a diversidade de espécies e a carência de informações sobre parâmetros ideais de carbonização dificultam a operação dos fornos. Nessa pesquisa são avaliados os efeitos da espécie e parâmetros de carbonização sobre a qualidade energética na conversão de resíduos de indústria madeireira em carvão vegetal. O material de estudo foi proveniente do município de Paragominas, PA, coletando-se amostras das três espécies mais comercializadas, Handroanthus serratifolius (Vahl) S.O., Hymenolobium petraeum Ducke e Enterolobium schomburgkii (Benth.) Benth. As carbonizações foram realizadas em forno mufla, com temperaturas de 500 °C e 600 °C e patamar final de 30 min e 60 min. Os parâmetros espécie e temperatura foram os que apresentaram efeito significativo, exercendo maior influência na produção e na qualidade do carvão vegetal. O tempo no patamar final de carbonização não influenciou as variáveis. O aumento da temperatura provocou redução no rendimento gravimétrico. Os resíduos madeireiros das três espécies apresentaram características de elevada qualidade para produção de carvão vegetal.

Esse artigo aborda a discussão acerca da instrução e aprendizagem de Matemática no contexto educacional brasileiro, referente ao aprendizado dos alunos do 3° ano do Ensino Médio. A questão de pesquisa foi como se designa o ensino e aprendizagem de Matemática no ensino médio? Com base nessa questão, justificou-se diagnosticar a aprendizagem dos educandos a respeito do tema. Objetivo foi realizar um diagnóstico do processo de ensino-aprendizagem da Matemática em discentes oriundos do 2ª ano do Ensino Médio, especificamente alunos matriculados no 3º ano do Ensino Médio. Para verificar a aprendizagem dos estudantes utilizamos 1 instrumentos de pesquisa que foi um questionário. A pesquisa foi realizada com 100 alunos do ensino médio e as informações coletadas foram analisadas a partir de 3 categorias, sendo elas: o perfil social; impressões metodológicas do ensino e a avaliação da aprendizagem, as quais possibilitaram o entendimento sobre o assunto em questão sob o direcionamento que essa pesquisa seguiu. Diante dos resultados obtidos, podemos conhecer mais das características sociais dos estudantes e a metodologia de ensino usada pelos professores, que de alguma forma pode influenciar no metodologia de aprendizagem e nos resultados avaliativos dos estudantes.
A produção de sementes de feijão caupi na entressafra no município de Paragominas pode ser uma alternativa viável, tanto pelo potencial de crescimento dessa região, como pela proximidade aos agricultores locais e pela possibilidade de desenvolvimento e adaptação de cultivares as condições climáticas locais. Dessa forma, o presente trabalho foi desenvolvido com objetivo de avaliar a qualidade de sementes de cultivares de feijão caupi produzidas em Paragominas- Pará, a fim de avaliar a adaptabilidade das cultivares no município. O experimento foi disposto em delineamento inteiramente casualizado, com quatro cultivares e cinco repetições. Foi avaliada a qualidade física (peso de mil sementes, grau de umidade e dano mecânico), qualidade fisiológica (teste de germinação, primeira contagem da germinação, envelhecimento acelerado, condutividade elétrica, emergência de plântulas em campo e índice de velocidade de emergência das plântulas) e a qualidade sanitária das sementes (teste em papel filtro). Os dados obtidos foram submetidos à ANAVA, para os dados que não apresentaram distribuição normal, aplicou-se a transformação de Box-Cox, e quando diferenças significativas foram encontradas entre as cultivares, as respectivas médias foram comparadas pelo teste de Tukey. Os resultados obtidos nesse trabalho mostraram que é possível a produção de sementes com alta qualidade física, fisiológica e sanitária em Paragominas. As sementes das cultivares 3 e 1 respectivamente, obtiveram melhores resultados em relação as demais cultivares analisadas, apresentando menores índices de danos mecânicos, maior percentual de germinação e vigor e menor incidência de fungos.
Since the first detected cases of COVID-19 in Brazil, researchers have made a great effort to try to understand the disease. Understanding the impact of the disease on people can be instrumental in identifying which groups can be considered at risk. Therefore, this study researches a probabilistic model based on a statistical model of non-linear regression analyzing the following variables: age, if you are a health professional, if you are resident in the Metropolitan Region of Belém (RMB), State of Pará and gender with the objective of identifying those people who have a greater impact on the number of people infected and killed by COVID-19, that is, people who are more likely to die. To carry out the research, we used the data of all infected people by COVID-19 in the State of Pará until July 2020. It can be verified according to the proposal of the probabilistic model that elderly people, with a odds ratio of 1.69 (95% CI 1.52-1.88), residents of Metropolitan Region of Belém, with an odds ratio of 2.14 (95% CI 2.02 - 2.27) and men, with an odds ratio of 1.83 (95% CI 1.73 - 1.95) are groups of people with a higher risk of dying from diseases, while health professionals, with a 0.36 chance ratio (CI9 5% 0.29 - 0.45), are less likely to die.
