A partir de uma síntese conceitual entre as teorias do Processo Político e dos Novos Movimentos Sociais, o artigo analisa as dimensões estratégicas e simbólicas do processo de formação do movimento ambientalista brasileiro. Argumenta-se que três estruturas de oportunidades políticas -o processo de Redemocratização, a Assembléia Constituinte e a Rio-92 -deram os parâmetros para que grupos de ativistas ambientalistas se constituíssem e enfrentassem dilemas comuns relativos a seus frames e estratégias de mobilização, constituindo, ao longo desse processo, uma identidade compartilhada.PALAVRAS-CHAVE: movimento ambientalista; estrutura de oportunidade política; identidade coletiva; estratégias de mobilização. SUMMARYRelying on a conceptual synthesis provided by the Political Process and New Social Movement theories, this article analyses the strategic and symbolic dimensions of the Brazilian environmental movement' s formation process. The authors argue that three political opportunity structures -Redemocratization, Constituent Assembly and Rio 92 -provided the parameters for environmental groups to arise and face common dilemmas regarding their frames and mobilizing strategies. Through this process, a shared identity came about.
RESUMO: O artigo argumenta que o federalismo brasileiro apresenta uma dinâmica institucional favorável à construção de um Sistema Nacional de Educação, não necessariamente sob o controle centralizador do governo federal. Primeiro, introduzo algumas observações sobre uma distinção de natureza conceitual entre federalismo e Federação. Depois, argumento que o modelo original de federalismo construído pelos Estados Unidos foi arranjo institucional concebido especificamente para tornar possível a construção de um Estado nacional. A seguir, procuro demonstrar que o federalismo foi utilizado pelas elites políticas brasileiras como um arranjo que permitiu formar Estados nacionais a partir de governos regionais oligárquicos. Discuto, por fim, o novo sentido que o federalismo vem adquirindo atualmente para a construção das políticas públicas no Brasil. Palavras-chave:Federalismo. Relações intergovernamentais. ResumoO artigo recupera a discussão dos conceitos de filiação partidária e identificação partidária na Ciência Política contemporânea e analisa os respectivos dados a partir dos resultados do Estudo Eleitoral Brasileiro (ESEB) de 2014. Analisamos os dados sobre a filiação partidária e a identificação partidária, primeiro através de inferências descritivas a respeito da distribuição das variáveis na amostra do ESEB, depois avaliando o poder explicativo das variáveis para entender diferentes dimensões do comportamento e das atitudes políticas dos entrevistados. Identificamos três tipos de filiados: (i) os filiados sem empatia por um partido; (ii) os que tem empatia pelo partido ao qual estão filiados (50%) e (iii) os que apresentam empatia por um outro partido. Esses resultados indicam a necessidade de explorar diferentes dimensões da filiação partidária em futuras pesquisas. Em relação à identificação partidária, verificamos que ela contribui para explicar a probabilidade de filiação e de se engajar em diferentes formas de ativismo político. A variável identificação partidária também ajuda prever o comparecimento eleitoral. Os fenômenos da filiação partidária e da identificação partidária, pouco valorizados na Ciência Política brasileira, apresentam padrões consistentes e são ferramentas importantes para entender o comportamento político dos cidadãos. Introdução 1A maior parte da literatura acadêmica diagnostica o vínculo entre os partidos políticos e o eleitorado brasileiro como fraco. A conturbada tradição de diferentes sistemas partidários ao longo da história brasileira e a dificuldade de associar as divisões partidárias a clivagens sociais ou ideológicas são alguns dos fatores arrolados para explicar porque os partidos não contam com eleitores fiéis (Soares 1982). A proliferação de siglas partidárias desde a volta ao multipartidarismo, a partir de 1980, e as altas taxas de fragmentação e migração partidárias seriam sintomas desses laços fracos entre partidos e sociedade. A curta tradição das organizações partidárias e o número elevado de siglas dificultaria a criação de vínculos estáveis entre eleitorado e partidos que caracteriza outras democracias representativas (Kinzo 2005). Finalmente, as pesquisas eleitorais indicam que os partidos políticos têm um papel periférico no imaginário político. Poucas semanas após o pleito somente uma pequena fração dos votantes se lembra em qual partido votou na última eleição 2 .Todos esses indícios são usualmente arrolados para fundamentar a tese da relevância limitada dos partidos políticos para estruturar as opiniões e ações do eleitorado brasileiro. Por outro lado, confrontamos o fato de que os eleitores reconduzem os partidos políticos aos cargos mais altos aproximadamente na mesma proporção dos pleitos passados.
