Рассмотрены вопросы транспортного развития Арктической зоны Российской Федерации (АЗРФ). Освоение ее минерально-сырьевых природных ресурсов требует создания транспортной системы, имеющей выход на основные магистрали-Северный морской путь (СМП) и Транссибирскую железную дорогу. Поэтому проекты строительства новых железнодорожных маршрутов Белкомур и Северный широтный ход выходят далеко за региональные рамки. В соединении с проектами модернизации арктических портов на трассе СМП, обновления парка воздушных судов и строительства аэропортов, традиционного использования возможностей внутренних водных путей новая транспортная система даст возможность увеличить эффективность работы новых промышленных комплексов. Она позволит обеспечить работу предприятий восточного сектора российской Арктики, организовать на постоянной основе северный завоз. Приведенный в статье анализ современного состояния транспортных магистралей АЗРФ показывает основные направления их развития и дальнейшего использования. Особый интерес представляет проблема использования возможностей СМП в его восточной части-к востоку от островов архипелага Северная Земля. Затронуты вопросы перспективного создания новых воздушных судов и крупных ледоколов.

Принята к публикации 05.02.2019 г.Представлены результаты исследований гидролого-гидрохимического состояния морских вод Севастопольского района в 2016-2017 гг. Определены основные источники загрязнения вод взморья и бухт г. Севастополя сточными водами, объемы сбрасываемых стоков и степень их очистки. С помощью гидролокатора бокового обзора обследовано состояние оголовков канализационных очистных сооружений района. Показаны особенности пространственного распределения гидрологических характеристик и течений в зонах выпусков сточных вод, проанализированы условия выхода сбросов на поверхность моря. По результатам экспедиционных съемок и архивных данных определена концентрация биогенных элементов, органических веществ по биохимическому потреблению кислорода БПК 5 и нефтяных углеводородов в прибрежных водах Крыма. Проведенный сравнительный анализ районов Севастополя, Ялты и Керченского пролива показал отсутствие превышения нормативов по биогенным элементам и значительных различий по большинству показателей. При этом в водах Ялты отмечено наибольшее содержание силикатов, а в водах Севастопольского района и Керченского пролива содержание нефтяных углеводородов и органических веществ часто превышало нормативы.Ключевые слова: источники загрязнения, прибрежные воды, Севастопольский район, гидрохимические показатели, гидродинамические факторы, подводный выпуск, экологическое состояниеThe results of current ecological investigations of marine waters in Sevastopol region are presented. The main sources of water pollution described for Sevastopol Bay and other part of coastal line from cup Lukull till cup Foros were described. The position of Waste Water Treatment Plant underwater outlets, the volume of waste-waters discharges and the degree of their purification were estimated. With the help of the side-scan sonar, the state of the heads of the sewage treatment plants in the region was examined. The features of the vertical distribution of hydrological and hydrochemical characteristics are shown. The preliminary estimation of the currents near the sewages outlets were studied using autonomic buoys and mathematical modeling. Based on historical data and results of recent cruises in 2016-2017 the nutrient concentration, and total petroleum hydrocarbons and organic matter by biological oxygen demand BOD 5 content were described. The nutrients content for all studied forms was much lower then Maximum Allowed Concentration and no significant difference between different parts of Crimea coastal waters were marked. Marine waters pollution by TPHs is much higher in Sevastopol region and in Kerch Strait in comparison with Yalta port.
A review of the works of Yu. Ivanov devoted to the study of the front zones of the world ocean is made. He, in fact, made the transition from the study of mean stationary processes to quasi-periodic and non-stationary. Yu. Ivanov developed a constructive formula to compute the speed of Ekman swap on the field purely zonal wind, which allowed us to track seasonal movements of Antarctic zones of divergence and convergence. Ivanov first introduced the concept of dynamic front as a region of divergence or convergence of the flow, in contrast to the physical front, as the region of maximum horizontal gradients characteristics. Analyzing the equation of vertical diffusion, he shows that the physical fronts are on the periphery of the dynamic fronts. The general map of the location of the main front zones in the Southern ocean was obtained by processing the large-scale observations on the 86 meridian sections. In addition, he compared the position of the selected fronts, with the results of previous studies, in particular,with the works of Deacon and Mackintosh together with B. A. Tareev. Based on the developed method of calculations and the type of atmospheric pressure he developed a simple calculation scheme,which allowed to estimate the speed of vertical flows depending on the distance to the center of the cyclone. Based on typical pressure maps, it is possible to determine the zones in which favorable dynamic conditions for zooplankton accumulations are created. This is also one of the practical applications developed by the method of calculation of the position of the front zones in the ocean.
