Abstract:The complex analysis of the main stages of Ukraine's agricultural sector development for the independence period has been done in the paper. It was established, that institutional changes in the agricultural sector of economy occurred concerning following institutions: private property, state regulation, pricing, social capital, competition. The peculiarities of land and property private ownership forming as agri-reforms basis have been determined. Post-Soviet institutions destruction caused rapid decrease of economic development and rural population welfare at the first stage of transformations. The main tendencies of agrarian sector functioning under market conditions, providing growth of the agricultural production and export potential of Ukraine have been identified. It was proved, that progressive economic changes did not provide similar results in rural areas development. As a result, the necessity of focusing on humancentric model of rural development was grounded.

The theoretical land relations reforming principles were reviewed.Land relations in agriculture transformation process was studied. The land use features were detected and agricultural land use efficiency analysis was conducted.Ukraine land market formation research problems results have been shown. It was established that private land ownership institution ambiguous attitude, rent relations deformation, lack of the property rights ensure mechanism inhibit the land market development. Sociological research of Ukrainian Polesie region to determine the prerequisites for agricultural land marketformation preconditions has been conducted. 787 respondents from Zhytomyr, Rivne and Volyn regions were interviewed. Land shares owners age structure, their distribution by education level, their employment, land shares owners and agricultural enterprises executives to the agricultural land sale moratorium cancellation attitudes, land purchase financial resources, directions of Ukrainian Polissya region land shares use, shares owners land issues level of awareness have been determined during the research. Was substantiated that agricultural land market turnover includes not only land sale moratorium cancellation but also the adoption of the legislative framework and the appropriate infrastructure development, one of the key elements of which is land relations regulation specialized state agency – State Land Bank.
Моніторинг сільськогосподарських угідь із застосуванням систем дистанційного зондування земель Мета статті -дослідити специфіку моніторингу сільськогосподарських угідь із застосуванням систем дистанційного зондування земель. Методика дослідження. Теоретико-методичною основою дослідження є діалектичний метод пізнання економічних процесів, фундаментальні положення сучасної економічної теорії, наукові праці вітчизняних і зарубіжних учених щодо моніторингу сільськогосподарських угідь із застосуванням систем дистанційного зондування земель та використанням ГІС-технологій. Методологічною основою дослідження стали наукові методи пізнання на основі системного підходу. Для досягнення поставленої мети використано низку загальних та спеціальних методів дослідження: системний аналіз; абстрактно-логічний; метод аналогій. Результати дослідження. Обґрунтовано, що цифрові технології зробили можливим зведення великої кількості даних в єдиній системі, а також забезпечили доступ до них значної кількості людей. Часи, коли на інформацію поширювалися монополія, відходять у минуле. За останні десятиліття новітні технології в Україні відчутно перемістилися з приватного життя у державне, що активізувало можливість підвищувати ефективність господарської діяльності та контролювати виробничі процеси. Особливо вказані тенденції актуальні для аграрного сектору та розвитку земельних відносин. Сучасний стан запровадження технологій дистанційного зондування земель для моніторингу сільськогосподарських угідь розглянуто на рівні підприємства та держави. Елементи наукової новизни. Вперше проаналізовано можливості запровадження в Україні сучасних космічних технологій та дистанційного зондування для моніторингу сільськогосподарських угідь. Доведено, що використання технологій космічного моніторингу дозволяє з високою точністю оцінити площу посівів, відстежувати стан рослин на всіх фазах росту, прогнозувати врожай на ранніх стадіях, контролювати агрооперації і т.ін.
