After the financial crisis of 2008, there have been changes in migration patterns, among them a noticeable increase in the flows of highly-skilled migration into the United States. Although the U.S. seeks to mantain its leadership in technological innovation, it faces adverse structural conditions in terms of demographics and education. This explains why highly-skilled migration has gained central importance for the U.S., as it has served to satisfy its great demand of STEM workers, especially from China and India, which surpass migration flows of Mexican migrants.
Este artículo analiza la importancia que han adquirido recientemente los flujos de migración altamente calificada que se dirigen hacia los países desarrollados, esto como resultado de la reconfiguración del nuevo patrón migratorio que surgió tras la crisis de 2008. Se aborda el estudio de caso de Suecia y Dinamarca, por tratarse de economías destacadas a escala mundial por el desarrollo de innovaciones tecnológicas que les han permitido tasas de crecimiento sostenidas en el largo plazo. En la medida en que ambas economías enfrentan dificultades estructurales, como el envejecimientopoblacional y la insuficiente cantidad de jóvenes egresadosde sus universidades con los perfiles necesarios para el desarrollo de las nuevas tecnologías, se restringe su oferta laboral. Debido a ello, la migración calificada y los estudiantes internacionales se han convertido en un elemento central para el impulso que requieren dichas políticas, por lo que han llevado a cabo una serie de programas para reclutar y retener a los talentos internacionales, situación que empieza a generalizarse en otros países destino, lo que puede detonar una competencia mundial por los talentos.
En esta investigación se presentan los resultados preliminares de una encuesta aplicada por medio de una plataforma digital a 660 migrantes mexicanos altamente calificados que se encuentran trabajando en diversos países. Uno de los objetivos consistió en documentar las formas de inserción laboral en los países de destino con el fin de constatar una idea generalizada en la literatura especializada, la cual sugiere que los mexicanos calificados, están siendo subutilizados o sobreocupados en los mercados laborales de destino. Se analizaron diversos aspectos como el nivel de estudios, el dominio del idioma, lugar de obtención de los grados, posibles formas de discriminación, acceso a derechos laborales, entre otros, asociados al éxito o fracaso de su vida profesional. Los resultados indican que hay algunos mitos en relación con la migración calificada mexicana cuando se señala su baja inserción laboral o la falta de acceso a derechos laborales.
