As software processes for developing eGovernment services become more complex, it is necessary to provide computer-based tools to support the software engineering process. Furthermore, actions should be taken to limit the loss of critical knowledge during the life cycle of eGovernment services. In this paper we first illustrate the overall architecture of ONTOGOV, an underdevelopment software engineering environment for developing and managing the life-cycle of eGovernment services. We then outline two ontologies upon which ONTOGOV is based. Finally, an application scenario is described and the paper concludes with the identification of further steps and research directions.

Abstract. This paper is about the development and use of an ontology of egovernment services. We identify the knowledge required to deliver egovernment transaction services. Based on the SmartGov project, we describe the use of a domain map to assist in knowledge management and motivate the use of an ontology as a domain map. We describe the development of the egovernment service ontology and give a few examples of its definitions. We explain why the SmartGov project has adopted taxonomies, derived from the ontology, as its domain map. We highlight issues in ontology development and maintenance.

Abstract:The increasing complexity of e-Government services demands a correspondingly larger effort for management. Today, many system management tasks, such as service verification and re-configuration due to changes in the law, are often performed manually. This can be time consuming and error-prone. The main objective of the OntoGov (IST-2002-507237) project is to overcome the above mentioned problems by developing a semantically-enriched platform that will facilitate the consistent configuration and re-configuration of e-Government services. This paper outlines the overall OntoGov platform and demonstrates how the Service Modeller can be used to consistently model e-Government Services.
