In the past years, new patt erns of regional disparities between metropolised core regions and the remaining parts of Central and Eastern European countries (CEE) have emerged. Such spatial disparities have lately fuelled concerns about further regional polarisation and the peripheralisation of non-metropolitan regions in particular. This is the case although balancing spatial development has been a major goal of European Regional Policy. The paper argues that there is a clear need to bett er understand the social, economic, discursive and political processes constituting regional polarisation and to conduct further research on approaches to deal with and respond to peripheralisation. The proposed research agenda focuses on a multi-scalar relation between core and peripheral regions and applies a process based dynamic understanding of peripherality and centrality. Following this, peripheralised regions bear agency capacities and cannot be seen as powerless victims of some overarching processes associated with the globalising economy. Applying the notions of polarisation and peripheralisation to guide further research, off ers multi-dimensional, multi-scalar and process based conceptualisations of regional development research. With the proposed research agenda, I would like to open up the discussion on new interpretations of the terms peripherality and centrality, rurality and urbanity, border and rural areas, core and peripheral regions, and contribute to the development of new approaches in multi-level governance and ultimately in regional policy.
Recently scholars have started to consider the persistence of peripheries in relation to how they are represented by others outside of the region. Drawing on Foucauldian knowledge/power processes and forms of ‘internal colonialism’, powerful core regions construct and reconstruct knowledge about peripheries as a weaker ‘other’. However this denies agency to passive, peripheral ‘victims’, compromising their capacity to contest their peripherality. We challenge this using Deleuze and Guattari's assemblages and the concepts of affect and perception to develop a conceptualisation of power which allows agency to weaker entities. This enables us to develop better tools for improving peripheral development. We use an innovative Public Engagement research method and a case‐study of Cornwall in the South West of the UK to consider an alternative model with regards to how ideas become accepted and adopted. We claim that analyses of the relationships between core and peripheral regions need to understand the complex cultural assemblages behind regional identities, because this helps us to explore the sites of possibility which offer space for development.
Periods of ongoing growth in the economy and demographics have come to a halt for many European regions for various reasons, challenging their economic development prospects. Despite the heterogeneous nature of stagnation, decline, peripheralization or even stigmatization to be found there, these configurations 'beyond growth' have in common that short-term 'fire-fighting' policy approaches aiming to foster regional economic growth face some important limitations. We argue that this has to do, among other things, with the overall direction of established and orthodox planning approaches that are predominantly based on growth-oriented paradigms and implicitly or explicitly work with dichotomous categories such as core-periphery and metropolitan versus non-metropolitan spaces; these do, however, not capture local realities in these cases. Using the notion of non-core regions, we plead for conceptualizing non-core regions and their regional economic development trajectories in different ways: thinking 'beyond growth'. Such alternative ideas should be informed by alternative understandings of growth, development and sustainability in order to influence theories and concepts, but also to support new approaches to planning practice. To this aim, we discuss non-core regions from a social constructivist perspective, elaborating some points of departure for conceptualizing and practising regional planning 'beyond growth'.

This paper depicts resilience as a systemic 'adaptive capacity' to cope with social and economic crisis situations at the urban and regional level. It argues that the notion of resilience has to be conceptualised in such a way that processes of and (institutional) frameworks for decision making are recognized. Such an understanding suggests a new institutionalist approach to governance may be useful, one highlighting dominant norms, perceptions and paradigms leading to particular forms of action. Under the axiom of a socially constructed world the benefit of the notion of resilience as an analytical tool in urban and regional studies lies in a better understanding of change in complex systems of socio-spatial interdependencies. It thus has the potential to fill a gap in new institutional theory and contemporary governance research.
