O Sistema Toyota de Produção, ou lean, é uma filosofia de gerenciamento de trabalho que busca satisfazer as necessidades dos clientes, tornando os processos de produção eficientes, através da eliminação dos desperdícios. Esse trabalho objetiva apresentar os resultados da implantação do quadro kanban em um setor de tecnologia da informação de uma instituição pública de ensino, demonstrando seus benefícios e incentivando novas implantações de métodos enxutos no setor público. A pesquisa é de natureza quantitativa e para a obtenção dos resultados foram adotados métodos de análise exploratória de dados, estatística descritiva e inferência estatística. Neste contexto analisado, constatou-se a diminuição de 74,38% no tempo médio dos processos, logo após a implantação do quadro. Os resultados sugerem que apenas a adoção do quadro kanban apresentou melhorias nos processos de trabalho no setor pesquisado, diferentemente do que defende a literatura lean quando ressalta a baixa efetividade nas melhorias resultantes da implantação de uma ferramenta desvinculada de um suporte metodológico baseado nesta filosofia.
Com a intensificação da Gestão de Riscos (GR) no setor público, observa-se a necessidade em se adaptar práticas de modelos reconhecidos em GR para realidade das instituições públicas. O presente trabalho objetiva apresentar a aplicação e os resultados de uma proposta de framework para o Processo de Gestão de Riscos em uma Instituição Federal de Ensino Superior. Esse trabalho é qualitativo e aplicado, sua abordagem metodológica é o estudo de caso e para a coleta dos dados foi adotada a estratégia da triangulação e do grupo focal, observação participante e questionário semiestruturado. Do mesmo modo, essa pesquisa também é descritiva do ponto de vista de seus resultados, sendo os dados analisados na ótica da Análise de Discurso e Análise de Conteúdo. Por fim, os resultados apresentam o detalhamento da aplicação do framework na instituição com o desdobramento de dez etapas sustentadas pela literatura e perspectiva da equipe, demonstrando ainda que o framework trouxe ganhos em relação ao cumprimento dos objetivos organizacionais quanto ao gerenciamento de riscos e aumento da eficiência dos processos.
Objetivo: apresentar como a técnica Kanban apoiou a Gestão dos Riscos no processo de compras de uma Instituição Federal do Ensino Superior. Método: a pesquisa é qualitativa, a abordagem utilizada foi o estudo de caso. A pesquisa adota a triangulação do workshop, observação participante e grupo focal para a coleta de seus dados. Esta pesquisa é aplicada e descritiva sob os seus resultados. Para a análise foi utilizada a Análise de Conteúdo. Originalidade/Relevância: trata de uma abordagem empírica inovadora quanto ao uso de técnicas lean em apoio à gestão de riscos nos processos da administração pública. Resultados: o kanban permitiu tornar o controle e execução das ações para a mitigação dos riscos eficientes, de maneira que 75% dessas ações foram realizadas, resultando na diminuição das ameaças, resolução de problemas, otimização e eficiência no processo de gerenciamento dos riscos. Contribuições teóricas/metodológicas: contribuições sob temática de Gestão de Riscos, especificamente quanto a adoção de técnicas lean para a sustentação de um gerenciamento participante, transparente, eficiente e efetivo dos riscos inerentes aos processos públicos.
A presente pesquisa busca analisar a dinâmica do engajamento de membros de uma equipe em um projeto de estruturação de um Parque Tecnológico, ligado a uma instituição pública federal de ensino superior. Com base na metodologia da Dinâmica de Sistemas, investigou-se as percepções dos membros sobre as atividades executadas e o desempenho da equipe ao longo do ciclo de vida do projeto. As entrevistas semiestruturadas com os membros do projeto orientado pelo modelo JD-R (Job Demands-Resources) foram realizadas, transcritas e codificadas, através da análise de discurso e conteúdo. Como resultado, foi elaborado um diagrama causal com a estrutura básica de feedbacks, representando a dinâmica relacionada a este fenômeno de engajamento e os seus fatores relacionados. Os resultados demonstram que o engajamento dos membros da equipe está ligado a enlaces causais de reforço creditados ao reconhecimento e a execução das práticas de gestão de projetos. Além disso, sofre ainda influências de enlaces de equilíbrio relacionados a dificuldade de conciliar as demandas do projeto com as atribuições diárias, a falta de apoio da chefia imediata e os impedimentos surgidos durante a execução das atividades do projeto. Dessa forma, medidas de aperfeiçoamento para alavancar o engajamento são propostas.
The New Public Administration (NPA), guided by the Principles of Public Administration (PPA), has incorporated several approaches to promote more effective management. Among these is the lean perspective, focused on eliminating waste and improving organizational processes. Thus, the present study aims to analyze the relationship between types of waste and PPA. To that end, the investigation uses data triangulation from the focus group, and workshop and participant observation as methodological approaches, demonstrating that process waste can compromise PPA. However, adhering to the principles can benefits process execution by reducing rework, for example. This perception contradicts common sense, which presupposes increased bureaucracy to address legal issues or constitutional principles. Thus, lean waste analysis according to PPA may prove to be relevant and a new perspective for improving organizational processes in public management.
