Rainforest in protected areas in the Brazilian Amazon is at risk due to increasing economic pressures and recent weakening of environmental agencies and legislation by the federal administration. This study examines the impacts of deforestation in protected areas on dry‐season precipitation in the Brazilian state of Rondônia located in the southwestern Brazilian Amazon. Regional‐climate model simulations indicate that clearing protected forests in Rondônia would result in substantial changes to the surface energy balance, including increased sensible and decreased latent heat flux. Consequent changes to low‐level wind circulation would enhance moisture flux convergence and convection over the newly deforested areas, leading to enhanced rainfall in those areas. However, deforestation of protected areas would decrease dry season rainfall up to 30% in the existing agricultural region, with potentially important negative impacts on agricultural production. Additionally, our results indicates that following deforestation, the newly degraded areas will experience warmer and drier afternoons that could place the remaining natural vegetation under vapor deficit stress.
A Avaliação de Impactos Ambientais (AIA) foi instituída pela Política Nacional do Meio Ambiente (Lei 6.938/1981) como um dos instrumentos de gestão ambiental destinados à preservação, melhoria e manutenção da qualidade ambiental do país. Após mais de 30 anos de sua previsão no ordenamento jurídico brasileiro, faz-se necessário avaliar os resultados obtidos. Este trabalho examinou a eficácia da AIA, isto é, se o instrumento alcançou o objetivo para o qual foi criado. A pesquisa foi exploratória, delineada por métodos bibliográficos e documentais, e baseada na triangulação de três dimensões analíticas: 1) objetivos primordiais da AIA; 2) implementação e execução do instrumento; e 3) sua situação atual e perspectivas no Brasil. Concluiu-se que, embora tenha produzido efeitos positivos, o instrumento ainda não tem adequadamente prevenido o dano ambiental decorrente de quaisquer propostas desenvolvimentistas que tenham o potencial para tanto, como era o objetivo primordial. Os motivos dessa reduzida eficácia são explicados pela falta de um quadro legal e institucional que possibilite análises da viabilidade ambiental de propostas que independem do processo de licenciamento ambiental e pelas fragilidades nos procedimentos atuais que realizam a AIA dentro desse processo de licenciamento.
A Nova Lei Florestal (nº 12.651/2012), também conhecida como “Novo Código Florestal”, trouxe, em seu artigo 68, a possibilidade dos proprietários ou possuidores de imóveis rurais, que realizaram supressão de vegetação nativa de acordo com os percentuais de Reserva Legal (RL) previstos nas legislações da época em que ocorreu a supressão, sejam dispensados de promover a recomposição. A ocupação consolidada das RL pode ser comprovada por todos os meios de prova em direito admitidos. Ao descrever as principais modificações normativas ao longo do tempo, a partir de uma revisão do arcabouço legal no tocante da RL, objetivou-se caracterizar as respectivas implicações ambientais da aplicação do artigo 68 da Nova Lei Florestal. Observou-se que a RL é um dispositivo que foi criado pelo 1º Código Florestal de 1934 e passou por diversas transformações, a fim de torná-la mais efetiva na proteção do meio ambiente. O tipo de uso também foi sendo restringido. Entende-se que as legislações foram importantes para correções dos lapsos legais, uma vez que o 2º Código Florestal, Lei nº 4.771/1965, possibilitava interpretações dúbias, que foram posteriormente corrigidas. Conclui-se que o art. 68 consagra o direito adquirido, porém abre espaço para que aqueles que promoveram cortes rasos de forma legal deem continuidade ao ato que hoje é considerado ilícito. Por um lado, esta flexibilização trouxe prejuízos para a conservação das áreas de RL; por outro lado, permitiu ocupações de baixo impacto pelos agricultores familiares.
The objective of this study was to analyze the environmental performance of aquaculture in the city of Colorado do Oeste, Rondônia State, Brazil. Fifteen fish farmers were interviewed. For data collection, structured interviews were carried out, using a questionnaire based on information supplied by the United Nations Food and Agriculture Organization (FAO). The questionnaire considered 12 items, organized into three main topics: a) social and legal standards b) environmental standards c) standards of food safety and hygiene. Aquaculture in the city of Colorado do Oeste, Rondônia presents two fish production systems: extensive and semi-intensive. In the semi-intensive system, stocking rate was one fish per m3, on average; tambaqui (Colossoma macropomum), tilapias (Oreochromis spp.), pirarucu (Arapaima gigas) and pintado (Pseudoplatystoma spp.) were the species farmed at the largest number. The rate of water renewal was due to the greater availability of natural food in this system. Water renewal was constant in the ponds (1,500 liters per minute). In the semi-intensive system using dug ponds, alevins were stocked and fed during the entire rearing time with natural and exogenous food. The extensive system relied on the natural production of the pond, with stocking density limited by the production of natural food. The little renewal of water made the cultivation tank itself acted as a decantation lake, with the occurrence of oxidation and sedimentation of residual organic matter, consisting of feces, debris and organic fertilizer. Production of reduced effluent volume took place in the extensive system, compared to the cultivation area. In addition, there was high water turbidity, caused by high concentration of planktonic organisms, and low concentrations of dissolved oxygen in the water. Data showed that nine estates of the interviewed fish farmers had critical environmental performance (less than 30.0%).
