A partir do estudo de dois conjuntos de habitação social construídos em Marvila (Lisboa), conhecidos por Zona J e Pantera Cor-de-Rosa, propomos investigar o modo como se organizam e são utilizados os espaços de circulação e acessos em edifícios de grande porte organizados em galeria. Além dos espaços públicos e privados verificámos a existência de espaços semipúblicos, aqui designados de nem-nem, nem públicos nem privados, que correspondem aos espaços de circulação, no interior dos edifícios partilhados por vários lotes: corredores, galerias, halls, passadiços (circulações horizontais), ou escadas, rampas e elevadores (circulações verticais), cuja apropriação é pouco clara. O modo como esses espaços se organizam traz consequências positivas e negativas para os seus habitantes. Por um lado, é propício ao estabelecimento de relações de pertença pela apropriação por parte dos seus moradores, por outro, é motivo e área de conflito entre moradores de diferentes lotes, tornando a gestão difícil pela deficiente definição dos limites entre público e privado.
ResumoA cidade de São Tomé foi território português desde as primeiras ocupações até 1975 (data de sua independência), tendo, nesse tempo, crescido segundo os princípios do urbanismo de origem portuguesa. Para além da cidade planeada e consolidada, construída no período de ocupação colonial, a cidade desenvolveu, sobretudo no período pós-independência, um outro tipo de estrutura sem planeamento. À semelhança de outras cidades africanas de origem portuguesa, essa nova estrutura localiza-se na periferia do centro urbano. Este artigo apresenta dois argumentos. O primeiro considera que a cidade de São Tomé apresenta uma estrutura dual, tal como outras cidades africanas: uma zona central planeada, construída no período da ocupação colonial (pré-independência), e outra, periurbana, constituída essencialmente por habitações resultantes da expansão habitacional do centro urbano e com certas características semirrurais: vivendas associadas a espaços de produção agrícola familiar. O segundo argumento refere que tanto a estrutura central planeada, desenvolvida no período colonial, como a estrutura periférica não planeada, desenvolvida posteriormente, têm, na sua origem e desenvolvimento, a procura de relações com o território e, tanto numa como noutra, reconhecem-se estruturas urbanas adaptadas às condições locais. ResumoAssiste-se, nos últimos anos, a uma transformação das práticas profissionais do arquitecto: a par do modelo tradicional -ciclo desenvolvido em atelier, da encomenda do projecto à construção do edifício -, novas práticas de intervenção do arquitecto, que designaremos aqui, num primeiro momento, como "práticas emergentes", conduzem a interrogações, nomeadamente no interior do próprio mundo académico, sobre a adequação das formas e dos conteúdos do ensino da arquitectura a estas novas configurações profissionais. Num ensaio de resposta a esta nova situação e na tentativa de aproximação do ensino às práticas profissionais emergentes, realizou-se, em Setembro de 2014, uma experiência pedagógica na forma de uma Summer School, organizada conjuntamente pelo Departamento de Arquitetura e Urbanismo do ISCTE-IUL e a Faculty of Design and Technology Technische Universität Darmstadt. Algumas questões levantadas nesta primeira experiência tiveram continuidade numa Unidade Curricular do Mestrado Integrado em Arquitetura (Arquitetura V) no ano lectivo 2014-2015. Entre outros, foram aqui problematizados vários temas associados à reabilitação e ao turismo nos centros históricos urbanos. A experiência de trabalho no terreno permitiu a sensibilização dos alunos para a necessidade de entender a valorização do património arquitectónico de uma forma ampla e integrada, assim como para a importância de um maior envolvimento do arquitecto nos contextos socio-territoriais onde intervém. Neste artigo descreve-se a experiência da Summer School e do trabalho desenvolvido posteriormente no âmbito do mestrado e discutem-se as formas de adequação da didáctica do projecto às novas condicionantes da prática profissional dos arquitectos.Palavras-chave: práticas profissionais em arquitetura; ensino de arquitetura; didáctica do projecto arquitetónico; estratégias criativas.
This paper is the result of a study evaluate and diagnose the need to intervene in two social housing complexes (known as "J Zone" and "Pink Panther Pink"), located in Marvila (Chelas) in the city of Lisbon, undertaken by a team from ISCTELisbon University Institute, for the IHRU (Housing and Urban Rehabilitation Institute).These are housing neighborhoods which were designed and built in the 1970s and 1980s. They are social housing quarters organized into gallery and built at a time when the regulations about environmental issues and security were relatively bland.Nowadays we can find them very deteriorated, with major security problems and serious pathologies in relation to energy and environmental conditions. The focus of this paper relates to a set of questions related to the typological and constructive solutions of these issues sets, once we considered that both can contribute to environmental and functional improvement of the entire building. On the one hand, we seek to meet current building regulations and the real needs of those who live there, on the other hand we seek that the possible solutions ensure the assumptions of clear quality of the original project.The answers to the raised questions ultimately take the form of concrete proposals, through spatial reorganization of the set, and from the identification of the causes and solutions to the identified pathologies.Keywords: collective housing; regeneration; public space, urban regeneration; gallery buildings. ResumoEste artigo decorre de um estudo de avaliação e diagnóstico das necessidades de intervenção em dois bairros sociais, (a "Zona J" e a "Pantera Cor-derosa"), situados em Marvila (Chelas), na cidade de Lisboa, realizado por uma equipa do ISCTEInstituto Universitário de Lisboa, para o IHRUInstituto de Habitação e Reabilitação Urbana.Os edifícios de habitação colectiva em estudo foram projectados e construídos nas décadas de 70 e 80 do século XX. São bairros de habitação social organizados em galeria, construídos numa época em que a regulamentação vigente, acerca das questões ambientais e de segurança, era relativamente branda. Podemos hoje encontra-los muito deteriorados, com grandes problemas de segurança, e graves patologias em relação às condições energéticas e ambientais.O enfoque deste artigo prende-se com um conjunto de questões relacionadas com as soluções tipológicas e os aspetos construtivos destes conjuntos, uma vez que consideramos que ambos podem contribuir para a melhoria funcional e ambiental de todo o edificado. Por um lado, procuramos atender às actuais normas regulamentares da edificação e às necessidades reais de quem lá habita, por outro, procuramos que as soluções possíveis ressalvassem os pressupostos de qualidade inequívoca do projecto original. As respostas às questões levantadas acabaram por assumir a forma de propostas concretas, através da reorganização espacial do conjunto, e a partir da identificação das causas e das soluções encontradas para as patologias identificadas.Palavras-chave: habitação colectiva; ...
