The paper deals with the development of energy companies, taking into account business risk factors. It has been established that the identification and assessment of business risk factors makes it possible to identify areas of development on which it is advisable to focus the available management resources of energy companies. The paper discusses the assessment of business risks in the framework of design work, which play a key role in the implementation of development programs for individual functional subsystems of energy companies. The presented descriptive model of the formation of the reaction of the management of a high-tech enterprise to the occurrence of risk is based on the subject’s ideas about risk. At the same time, it was determined that the line between acceptable and unacceptable for the enterprise level of risk in the implementation of priority areas of development in different periods of the enterprise’s life cycle is different. The identification of business risk factors results in a list of risk factors for energy companies, which is presented in the paper by two groups reflecting internal and external factors. Risk identification is carried out in accordance with the process of detecting and establishing temporal, quantitative and spatial characteristics that are necessary and sufficient for the development of preventive and operational measures aimed at ensuring the effective implementation of the risk management process.
Введение. Статья посвящена анализу особенностей функционирования системы управления высокотехнологичными предприятиями в условиях цифровой среды. В статье проанализирована сущность категории «высокотехнологичное предприятие». Сделан вывод о том, что высокотехнологичный сектор экономики характеризуется в первую очередь использованием наукоемких технологий, реализуемых на базе достижений науки и техники в области создания новых технологий и продукции, в процессе организации производства на предприятии при оказании услуг производственного и непроизводственного характера. Данные и методы. В статье определено, что система управления высокотехнологичным предприятием представляет собой определенный набор взаимодействующих элементов, связанных друг с другом. В основе системы управления лежит взаимодействие двух основных подсистем управления, а именно управляющей и управляемой подсистем. Установлено, что системы управления на разных высокотехнологичных предприятиях будут различаться в зависимости от уровня инновационной активности. Разнообразие конкурентных стратегий и организационно-правовых форм хозяйствующих субъектов создает множество стратегических приоритетов для развития системы управления. Полученные результаты. Представлена модель системы управления высокотехнологичным предприятием в условиях волатильности цифровой среды, которая основана на выделении множества элементов, между которыми установлены определенные связи. Установлено, что система управления высокотехнологичным предприятием определяет порядок взаимодействия множества элементов системы, позволяющая принимать взвешенные управленческие решения и координировать взаимодействие всех элементов для достижения стратегической цели предприятия. Заключение. Результаты исследования могут быть использованы в качестве теоретической основы для адаптивного развития системы управления высокотехнологичными предприятиями в условиях волатильности цифровой среды. A model of a management system for a high-tech enterprise in the context of the volatility of the digital environment is presented, which is based on the selection of many elements, between which certain connections are established. It has been established that the management system of a high-tech enterprise determines the order of interaction of many elements of the system, which makes it possible to make balanced management decisions and coordinate the interaction of all elements to achieve the strategic goal of the enterprise Conclusion. The results of the study can be used as a theoretical basis for the adaptive development of the management system of high-tech enterprises in the conditions of the volatility of the digital environment.
The article indicates the importance of a synergistic approach to the development and adaptation of the management system of high-tech enterprises. Development is inextricably linked with the adaptation processes taking place at the enterprise. It is adaptation that determines the vectors of development. The synergistic approach leads to the emergence of the category of "adaptive development", which in relation to the management system of high-tech enterprises involves the transition of the management system to more modern methods and management tools based on digitalization. The cyclical foundations of the adaptive development of the management system are revealed, which determine that under the influence of economic laws, enterprises regularly need to change and improve their internal parameters, finding an opportunity to prolong periods of growth. In such conditions, the key role is assigned to the highest level of enterprise management, performing managerial functions. The essence of adaptive development is considered from the standpoint of the process approach, since it is the process approach that fully reflects the essence of this category. Adaptive development is a process of transformations in the control system, based on the transition of the system from one qualitative state to another based on the identified contradictions in the external environment and a long-term program for building internal potential. In the process of adaptive development, a specific response should be developed based on the use of a multidimensional model of comparison and selection of the most effective option. It is emphasized that one of the most important conditions for the implementation of the adaptive development process is information support, as the basis for making adequate management decisions.
