Введение. В статье приводятся подходы к исследованию и группировке рисков государственного оборонного заказа (ГОЗ), вызванных современным развитием цифровизации и деглобализации экономики, введением санкций вследствие проведения специальной военной операции, их последствий и череды кризисов, возникших в результате пандемии. Проведено исследование факторов риска создания, производства и логистического сопровождения военной и специальной техники, а также вооружения для обеспечения нужд внешней безопасности и обороноспособности России с учетом специфики контрактных взаимоотношений. Данные и методы. Воздействие рисков на исполнение ГОЗ приводит к невыполнению задач по техническому оснащению вооруженных сил, снижению уровня обороноспособности России, что в условиях проведения специальной операции в Украине, когда США и большинство стран Европы ведут прокси войну против России, может привести к катастрофическим последствиям для национальной безопасности. Кроме оборонительного значения закупки в системе ГОЗ на предприятиях оборонно-промышленного комплекса (ОПК) могут быть связаны с реализацией долгосрочной стратегии военного сотрудничества по поставкам военной продукции в соответствии с долгосрочными контрактами. Полученные результаты. Риски, возникшие в результате разрыва логистических цепочек из-за введенных санкций на предприятия ОПК, могут привести к потере доверия к России, на мировом рынке вооружений, а, следовательно, и взаимовыгодными военно-политическим отношениям. A study of risk factors for the creation, production and logistics support of military and special equipment, as well as weapons to meet the needs of external security and defense capability of Russia, taking into account the specifics of contractual relationships. Data and methods. The impact of risks on the execution of the State Budget leads to non-fulfillment of tasks for the technical equipment of the armed forces, a decrease in the level of Russia's defense capability, which, in the context of a special operation in Ukraine, when the United States and most European countries are waging a proxy war against Russia, can lead to catastrophic consequences for national security. In addition to the defensive value, purchases in the state defense system at enterprises of the military-industrial complex (MIC) can be associated with the implementation of a long-term strategy of military cooperation for the supply of military products in accordance with long-term contracts. Results. The risks that have arisen as a result of the disruption of logistics chains due to the sanctions imposed on defense industry enterprises may lead to a loss of confidence in Russia, in the global arms market, and, consequently, mutually beneficial military-political relations. Reducing the negative impact of risks in the formation, planning and implementation of state defense orders (SDO) is a priority area of state economic policy and logistics in the field of national security. Conclusion. In the new realities of the functioning of the Russian economy, research is becoming relevant in the field of improving methods for timely detection and prevention of the negative impact of the consequences of the complex impact of sanctions and isolation pressure on suppliers and consumers of defense industry products to prevent or reduce risks in the public health system.

A Model of the Impact of Bankruptcy Costs and Specific Risks on the Long-Term Economic Growth of High-Tech Enterprises
Введение. В данной статье анализируется, как риск банкротства, измеряемый дисперсией индивидуальных рисков и технологических потрясений на уровне предприятия, влияет на долгосрочный рост при наличии издержек банкротства. Эти издержки несут кредиторы во время процедуры банкротства высокотехнологичного предприятия. Статья связана с эмпирическими исследованиями, в которых анализируются правовые детерминанты финансового и экономического развития высокотехнологичного предприятия. Данные и методы. С целью изучения того, как издержки банкротства могут взаимодействовать с индивидуальным риском при долгосрочном росте, авторами строится модель эндогенного роста (AK), которая затрагивает проблему финансовых контрактов. Полученные результаты. В модели эндогенного роста с издержками банкротства увеличение специфического риска снижает долгосрочный рост высокотехнологичного предприятия. Это происходит потому, что при наличии издержек банкротства более высокий индивидуальный риск увеличивает разрыв между арендной ценой капитала и его предельным продуктом, тем самым замедляя накопление капитала. Этот снижающий рост эффект индивидуального риска сильнее, когда издержки банкротства выше. Эмпирическая поддержка этих предположений обеспечивается регрессией роста, которая использует межотраслевые различия в дисперсии реального роста продаж высокотехнологичных предприятий в качестве показателя индивидуального риска, а также темпы восстановления в качестве показателя, который определяет обратную величину издержек банкротства. Заключение. Результаты исследования заключаются в том, чтобы подчеркнуть важность рассмотрения эффекта взаимодействия между издержками банкротства и индивидуальным риском на долгосрочные результаты высокотехнологичных предприятий. В связи с этим сформировано представление, что институциональная реформа, которая снижает издержки, понесенные кредиторами во время процедуры банкротства, может помочь экономике лучше противостоять возможным долгосрочным неблагоприятным последствиям увеличения специфического риска высокотехнологичных предприятий. Introduction. This article analyzes how the risk of bankruptcy, measured by the variance of individual risks and technological shocks at the enterprise level, affects long-term growth in the presence of bankruptcy costs. These costs are borne by creditors during the bankruptcy procedure of a high-tech enterprise. The article is related to empirical studies that analyze the legal determinants of the financial and economic development of a high-tech enterprise. Data and methods. In order to study how bankruptcy costs can interact with individual risk during long-term growth, the authors construct an endogenous growth (AK) model that addresses the problem of financial contracts. Results. In the model of endogenous growth with bankruptcy costs, an increase in specific risk reduces the long-term growth of a high-tech enterprise. This is because in the presence of bankruptcy costs, a higher individual risk increases the gap between the rental price of capital and its marginal product, thereby slowing down the accumulation of capital. This growth-reducing effect of individual risk is stronger when the costs of bankruptcy are higher. Empirical support for these assumptions is provided by growth regression, which uses intersectoral differences in the variance of real sales growth of high-tech enterprises as an indicator of individual risk, as well as recovery rates as an indicator that determines the inverse value of bankruptcy costs. Conclusion. The results of the study are to emphasize the importance of considering the effect of the interaction between bankruptcy costs and individual risk on the long-term results of high-tech enterprises. In this regard, an idea has been formed that institutional reform, which reduces the costs incurred by creditors during the bankruptcy procedure, can help the economy better withstand the possible long-term adverse consequences of an increase in the specific risk of high-tech enterprises.
