A presente pesquisa versa sobre a experiência de democracia participativa no planejamento urbano do Município de Araquari. O objetivo é demonstrar se a forma em que se deu o funcionamento dos mecanismos de participação popular durante a Pandemia de Covid-19, e se ocorreu de acordo a Constituição Federal e o Estatuto da Cidade. Observa-se que a Constituição Federal previu modelo de gestão de politicas urbanas locais com forte ênfase na participação popular. Nota-se que a reforma do Plano Diretor de Araquari, empreendida através da Lei Complementar Municipal 323/2020, contou com sólidos instrumentos voltados a participação popular, mesmo durante a pandemia da Covid-19. Por fim, verifica-se que a participação em Araquari ocorreu alinhada com com a previsão Constitucional sob o paradigma de democracia direta, apesar das dificuldades relacionadas a efetiva participação da população interessada. A relevância da pesquisa está consubstanciada na necessidade de identificar a realidade da democracia participativa local. Na pesquisa foi utilizado o método indutivo para esclarecimento dos pontos abordados.
O objetivo desta pesquisa é analisar a Lei de Responsabilidade Fiscal (LRF) em sua aplicabilidade nos últimos 180 dias de mandato da Mesa Diretora. Para alcançar o objetivo foi necessário o entendimento de Tribunais de Contas acerca da temática, além de adotar os métodos hipotético-dedutivo, qualitativo, descritivo, com procedimento de pesquisa bibliográfica e documental. Há também a revisão normativa referindo-se as Câmaras Municipais de Balneário Piçarras e São Francisco do Sul, ambas do Estado de Santa Catarina. Como resultado destaca-se que, nos últimos 180 dias de mandato da Mesa Diretora, suas ações ficam limitadas pela LRF em relação a criação de despesas. As implicações práticas e sociais estão no aprimoramento do controle dos gastos públicos e teoricamente na evolução da análise da LRF. Assim, o artigo contribui para demonstrar que os limites impostos na LRF devem ser vistos não apenas nos últimos 180 dias de mandato do Chefe do Executivo, mas também nos últimos 180 dias do mandato da Mesa Diretora, evitando possíveis responsabilidades aos gestores públicos.
The objective of this research is to describe qualitative studies in high-impact publications that contribute to control in public administration. To achieve this, a contextualization of the journals is performed, followed by the presentation of research contributions through the grouping of articles and analysis of the adopted methodologies. The methodology is descriptive, based on the analysis of articles published between 2017 and 2022, with an average H-Index of 73. The articles are grouped according to their areas of contribution. A higher number of applied, exploratory, and cross-sectional studies are observed, with few significant changes in research procedures. The importance of triangulation with government data is emphasized. This work aims to analyze qualitative research with high impact in the field of control in public administration, with the goal of contributing to the advancement of control in this context, emphasizing its scientific contributions and methodologies.
