34 Revista DAE nº192 maio-agosto 2013Resumo O Benchmarking no contexto regulatório serve de base para determinar a metodologia que avaliará a evolução temporal da eficiência da empresa regulada numa ótica dinâmica e comparada. A ferramenta é caracterizada pela capacidade de aferir a eficiência e eficácia da prestação dos serviços por meio de indicadores de produtividade das empresas que são comparados metodologicamente. O presente artigo faz uma revisão bibliográfica para o setor de saneamento com enfoque de apresentar suscintamente os conceitos, a aplicação e as análises de benchmarking aplicado à metodologia para revisão tarifária. Também, faz um levantamento documental dos estudos da Companhia de Saneamento Básico do Estado de São Paulo -Sabesp para a primeira revisão tarifária do setor de saneamento no Estado de São Paulo realizada pela ARSESP -Agência Reguladora de Saneamento e Energia do Estado de São Paulo 1 . AbstractThe Regulatory context of Benchmarking provides the basis for determining the methodology to assess the temporal evolution of the efficiency of the regulated firm a dynamic and comparative perspective. The tool is characterized by the ability to assess the efficiency and effectiveness of the sanitation services, by means some indicators of productivity of Sabesp that are methodologically compared. This article presents a literature review applied to the sanitation sector with a focus on presenting succinctly the concepts, application and analysis that make up the methodology for tariff revision.
