What if electronic voting performs in a rural area that has a limited condition of infrastructure and people who are peculiar with technology such as a computer? This article answers this question. Elections in Indonesia at national, province and district level are still used ballot paper. However, there is a village in Indonesia that use remote electronic voting system as a tool to vote head of the village. This research used the interview as a primary data collection and this research interviewed 17 key informants that directly involved in the village electronic voting. The research found the village voters more convenient in an electronic voting than the ballot paper system and the electronic voting can perform in a place that the people not familiar with modern technology. The unique finding of this research is the cost for electronic village election came from the village head candidates that shared the total cost of electronic voting. The other findings are electronic voting can be performed in an area with limited infrastructures and community that peculiar with technology.hence, it is possible for Indonesia to implement electronic voting in a level that higher than village voting, such as regent or mayor election.
The Samisake program, initiated by the Mayor of Bengkulu, Indonesia to alleviate the poverty of urban communities, is an acronym for "Satu Milyar Satu Kelurahan," which means one billion one village. This research proves that the Samisake program can improve the economy of the urban poor in Bengkulu City, Indonesia. The results are incredible; 70.13% managed to create a new business, only 10.02 % misused the loan for consumptive needs and 19.85 % deliberately did not repay the loan. The results showed that the Samisake program helped improve the lives of the urban poor. From the existing data, those who were initially unemployed now earn around US$138 per month. At the same time, those who already own a business experienced a 25%-30% increase in turnover per month. When viewed from the data, the money in circulation amounted to Rp 12 billion (US$ 827.587) in 2018, Rp 13 billion (US$ 896.552) in 2019, about Rp 12 billion (US$ 827.587) in 2020, and Rp 14 billion (965.517) in 2021. Samisake's total funds amounted to 51 billion. The percentage of those unemployed decreased by 3.65% from 2018 to 2021.
Penelitian ini bertujuan untuk mengetahui pelaksanaan sewa Barang Milik Negara dalam hal meningkatkan Penerimaan Negara Bukan Pajak (PNBP), dimana penelitian ini dilakukan di kantor KPKNL Bengkulu. Metode yang digunakan pada penelitian ini yakni penelitian kualitatif deskriptif. Pengumpulan data dilaksanakan menggunakan observasi, wawancara, dan dokumentasi. Teknik analisis data menggunakan pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Teori yang digunakan yakni Teori Nugroho yaitu Sosialisasi, Pelaksanaan, Pengawasan, dan Evaluasi. Berdasarkan hasil penelitian didapatkan pada aspek sosialisasi berjalan dengan baik, hal ini dibuktikan dengan, bentuk sosialisasi yang dilakukan yakni melalui surat menyurat, pertemuan secara langsung, dan sosialisasi virtual yang dilakukan melalui zoom meeting yang rutin dilakukan 2 hingga 4 kali dalam setahun. Selanjutnya pada aspek pelaksanaan, telah berjalan sesuai dengan PMK Nomor 115/PMK.06/2020 tentang Pemanfaatan Barang Milik Negara, namun ada kendala yakni jumlah satuan kerja yang menyewakan BMN masih kurang, seringnya pergantian operator BMN satuan kerja, menjadikan komunikasi terhambat, dan terakhir besaran sewa yang ditetapkan terbilang rendah untuk menopang PNBP. Kemudian pada aspek pengawasan ditemukan bahwa pengawasan ada dua bentuk yakni on desk yakni laporan wasdal pada aplikasi SIMAN, dan on site yakni mendatangi langsung objek sewa BMN, dan keduanya telah berjalan sesuai dengan standar pengawasan sewa BMN yakni PMK RI Nomor 52/PMK.06/2016 Tentang Tata Cara Pelaksanaan Pengawasan dan Pengendalian Barang Negara. Dan terakhir pada aspek Evaluasi, capaian kinerja PNBP dari pelaksanaan sewa BMN diwilayah kerja KPKNL Bengkulu telah mengalami peningkatan dari sewa Tanah/Bangunan, namun dianggap kurang, terlebih masih banyaknya BMN yang masih bisa dimanfaatkan, salah satunya berupa sewa.

The informant in this study was the community of F Trikoyo village, Tugumulyo District, Musi Rawas Regency. Data collection techniques using interviews. The analysis technique uses descriptions and research results, namely the role of village assistants based on Law Policy Number 11 of 2019 in F Trikoyo Village, Tugumulyo District, Musi Rawas Regency in the form of community assistance and empowerment. This study aims to measure how the degree of fiscal independence of Bengkulu Province in the era of autonomy and to find out how the policies of the Bengkulu Province local government in supporting fiscal independence in the era of autonomy. This research uses descriptive quantitative method using secondary data. Data analysis was performed using multiple linear regression model data analysis techniques. Based on the results of the study, it is known that the degree of fiscal independence of Bengkulu Province in the period 2013-2017 is for the proportion of PAD to TPD obtained an average of 31.79% based on the interval scale is stated to be sufficient, BHPBP against TPD obtained an average result of 4, 37% based on the interval scale was stated to be very poor, while the DAU and DAK against the TPD obtained an average result of 54.30% with the interval scale declared very good. The policy of the Bengkulu Province local government in supporting fiscal independence has made policies to create a conducive climate for investors, policies to encourage regional economic growth and regional spending are strived to support the achievement of development goals effectively and efficiently
