What if electronic voting performs in a rural area that has a limited condition of infrastructure and people who are peculiar with technology such as a computer? This article answers this question. Elections in Indonesia at national, province and district level are still used ballot paper. However, there is a village in Indonesia that use remote electronic voting system as a tool to vote head of the village. This research used the interview as a primary data collection and this research interviewed 17 key informants that directly involved in the village electronic voting. The research found the village voters more convenient in an electronic voting than the ballot paper system and the electronic voting can perform in a place that the people not familiar with modern technology. The unique finding of this research is the cost for electronic village election came from the village head candidates that shared the total cost of electronic voting. The other findings are electronic voting can be performed in an area with limited infrastructures and community that peculiar with technology.hence, it is possible for Indonesia to implement electronic voting in a level that higher than village voting, such as regent or mayor election.
Purpose -The purpose of this paper is to identify the determinant factors of teachers' and health workers' absenteeism in Indonesia. Design/methodology/approach -The research is based on desk study where the research explores the existing literatures about health and education sectors in Indonesia and explores the existing data about health and education sectors in Indonesia. The research is also based on the author's experiences as an employee of central government. Findings -The author identifies six determinant factors of teachers' and health workers' absenteeism. These include the following: inadequate infrastructures (road and bridge); bad working conditions; absence of sanction; bribery; side jobs; and low salaries (only for health workers). Research limitations/implications -Since Indonesia is a big country, this research could only identify six determinants; there might be other determinants, which are not identified. Further research in absenteeism should take the decentralization system in Indonesia into account. The decentralization system must have a big impact on absenteeism, whether it is to reduce or to increase the practices of absenteeism. Originality/value -The bribery has an important role in that it makes people lazy to work and makes them perform absenteeism.
In 2019, more than 27% of academic staff at Indonesian public universities were over 60, suggesting the importance of clearly stated policies on aging in these institutions. However, an aging policy is still absent in public universities. Thus, the purpose of this study is to ascertain why Indonesian public universities lack a distinct policy for their older academic staff. An exploratory qualitative approach was employed in this study. Two fully autonomous and well-known public universities in Indonesia were chosen as case studies. The selected members of top management of these universities comprising the rector, vice-rectors, and directors were individually interviewed. The result of the study revealed that these institutions do not have a specified aging policy. The result also highlighted eight reasons why public universities do not have an aging policy in their institution. The study suggests further investigation of the reasons for the absence of aging policies in Indonesian universities are carried out using a large sample size within fully autonomous public universities, non-fully autonomous public universities, and private universities to delve deeper into the reasons for the absence of an aging policy.
