Depuis le milieu des années 1970, la Tanzanie fait l'objet d'une attention particulière de la communauté internationale en captant la plus grande part d'aide au développement de l'Afrique subsaharienne. Cette donnée macroéconomique a suscité l'intérêt de nombreux chercheurs et experts internationaux qui construisent la Tanzanie comme un « donor darling ». Pourtant, ces études omettent les impacts de cette économie politique singulière sur le processus de l'action publique. L'objectif de notre article est, à travers une étude sectorialisée et comparative originale (enseignement supérieur et foncier), d'appréhender les conséquences de ces réseaux internationaux d'acteurs sur le processus des politiques publiques dans un Etat sous régime d'aide. Les configurations de ces deux secteurs démontrent que ces programmes et politiques sont moins le produit des prescriptions des acteurs de l'aide internationale que le résultat des négociations dans la mise en oeuvre par un ensemble d'acteurs nationaux et locaux participant aux processus de la construction de l'Etat tanzanien.
