L'analyse du pouvoir et de l'État dans les Afriques présente plusieurs caractéristiques très particulières. Les transitions politiques négociées sont souvent appelées à gérer des situations politiques exacerbées par les violations systématiques des Droits de l'homme organisées par les groupes politiques en conflit. Le cas sud-africain est particulièrement révélateur de ces expériences de gestion de l'impunité politique menées dans le cadre précontraint par la négociation. Il propose d'abord une expérience organisationnelle originale du traitement du passé à travers la Truth and Reconciliation Commission et ses procédures d'enquêtes et de pacification des conflits du passé. Il fournit ensuite un terrain favorable pour étudier les conditions de la mise en forme et de la mise à disposition de nouveaux registres d'interprétation du politique.
